The book is an attempt to help children, and perhaps others, over the initial difficulties Of art which is not Of their own day. It is addressed to a stage Of development at which the picture, as an illustration, makes an appeal which the picture as a work Of technical skill cannot. Book excerpt: Excerpt from The Education of the Poor in England and Europe Several of the Swiss manufacturers assured me last autumn, that if we took off our protective duties, their trade would be mined, as they had the greatest difficulty in competing with us even at the present prices. The Swiss have no coal, no iron, no sea-ports, the wages of labour are very high, and their cotton is brought to them by a long and slow over-land journey, or by boats propelled against the strong and rapid current of the Rhine. Yet, notwithstanding the manifest disadvantages of their situa tion, they have hitherto had a very good trade with Italy and the Levant, owing entirely, as they assured me, to the prices of our manufactured articles having been raised by unnatural legislation. Book excerpt: Excerpt from Special Report of the Superintendent of the Virginia Military Institute, on Scientific Education in Europe Still, it would be absurd to trace such astonishing results to the in uence of any one institution, however renowned the men charged with its teachings, or mighty the authority brought to their aid in its operations. There must have been a want existing, whether felt or not, for the class of education which the polytechnic school first met and supplied. How could the education which was originally designed for the ecclesiastic, and which was made by the system of the schools the education of all, meet the wants of a great nation in the development of its resources, the application of its material, the adaptation of machinery, the success of its manufactures, the pro gress of the arts, or the success of its trade? The education which had been provided was actually worthless to most of those who held the wealth and directed the destinies of the nation. And thus. Book excerpt: Excerpt from The Empire Review and Journal of British Trade, 1916, Vol. 30 Voltaire's sardonic remark originally limited to Prussia has now an almost universal application. War has become for the time the national industry of almost every civilised nation on the face of the earth. Not only the arch-disturber of the world's peace, but all the Great Powers of Europe, with their affiliated or dependent communities beyond the seas, are actively engaged in the profitable work of wholesale homicide. The greater portion of a continent is now transformed into a vast volcano, spouting ames and destruction; and the vibrations transmitted from the centre of disturbance are felt in almost every quarter of the habitable world. Book excerpt: Excerpt from The Roots of Vocational Education, 1931: A Survey of the Origins of Trade and Industrial Education Found in Industry, Education, Legislation and Social Progress America today is one of the foremost Of industrial nations. Among the other nations of the world few can compete with it in the quantity and quality of industrial products. Even after the domestic wants have been satisfied, America can produce to such an extent that foreign markets can be supplied, if not dominated. In reaching this pinnacle Of industrial supremacy, America has undergone tremendous changes since its discovery. From a vast trackless wilderness in the sixteenth century it has reached a position in the twentieth century comparable, if not superior, to the positions held by the more advanced of the ancient na tions of Europe. The great changes which have occurred have been felt in all spheres of America's activities. Industry, politics, education, religion, philosophy, and social life have evolved in this short space in an amazing manner. Even today change is ever tak ing place. A cross section of the schools of modern America presents a vastly different picture from a similar survey at the close of the seventeenth century. The development of the country's natural resources, the influences of the Industrial Revolution, the Opening of the great west and the evolution of industry have left their mark upon education as well as upon the other departments of social life. Book excerpt: Excerpt from Technical Education: What It Is and What American Public Schools Should Teach The destiny of the laborer is, perhaps, more influenced by steam as a carrier than by steam as a producer; for steam, especially when aided by telegraphic communica tion, is a great leveller in the world of industry. No levelling produces just the same pleasing effect for all. Take England as an illustration. Having established her manufactures when her insular position and sail carriage gave her comparatively easy access to the Euro pean and other markets, she now finds herself every where confronted by products which the railway has brought from the manufacturing centres of interior Europe. While she glories in the railway achievements of her Stephenson, those very achievements have greatly diminished the vantage which was previously hers in the market of the world. But what of vantage she has lost through steam and telegraphy, she is now strug gling to recover through a better education of her pro ducing classes. By the same levelling process the American laborer is affected. Unless he does his best, he is liable to be driven from the market, even of his own town, by a producer who lives hundreds, perhaps thousands, of miles away. Book excerpt: « Understanding todays' Vocational Education and Training (VET) systems requires a comprehension of the rise and development, i.e. of the foundations of topical VET. This book is one of the first publications providing a comparative view of this development in Europe. Apart from older roots, the evolution of VET systems are one trigger of the modernization of economy, society and education itself. The 28 contributions, including countries like Austria, Britain, Denmark, Finland, France, Germany, Switzerland, Italy, Lithuania, Norway, Spain, Sweden and Switzerland of renowned authors and experts in this field are organized in three sections: Concepts which are discussing theoretical approaches towards this phenomenon. Cases which stress specific developments of VET in a certain country or region and Challenges which are contextualizing the historical perspective in a topical policy context. »--

Until the great educational enactment of 1889, the Mechanics' Institutes were in the main the only means whereby the working and the middle classes continued or supplemented the inadequate provision of the day schools. These Institutes in the early days of the nine teenth centurv were the forerunner of what we now call Technical education. The inferiority of English manufactures, as demonstrated at the exhibition of 1851, led to parliamentary grants. In aid of Science and Art classes. These were dis tributed by the Science and Art Department: so that one department controlled elementary education. And another the secondary and technical schools. The Act of 1899 fused these two departments. And the Act of 1902. Already referred to, introduced unity into local administration. The Technical Institu tions Acts of 1889'and 1891 had authorized the levying of a local tax of a penny in the pound for technical education. And. In addi tion. The local authorities receive considerable revenue from the Customs and Excise. And from the various Trade Guilds. Which are both numerous and wealthy, especially in London. In recent years the amounts derived from the Customs and Excise have de creased considerably and the Government has promised to set aside a portion of the land tax to make up the deficiency. The Govern ment has also given large grants for the support of technical edu cation; but the general educational system of England has been so long in an unorganized condition that the technological branch is still behind those of the Continent of Europe.
