Book excerpt: On May 18th, 1991, Somaliland embarked on a new path in order to manage its own destiny as a sovereign state and for 20 years the people of Somaliland have demonstrated their strong commitment in achieving the goal of independence through democratic values and a rejection of extremism; four peaceful and fair parliamentary and presidential elections, as well as a popular referendum have been held. In addition the local economy shows signs of hope, and the already announced forthcoming presence of international banks in the country will further help Somaliland to trade with the world. This first volume of Somaliland – the way forward documents the recent advances in Somaliland in peace, development, good governance and economic revival. A number of critical issues, including the state of law and order, justice and rights, national planning, democracy and political maturity all built on the centuries-old traditions of a nomadic Muslim society are explored.

Book excerpt: How important is it to maintain the integrity of culture? Can looking back in history help us to look forward? What are the options for failed states and is confederation an answer? These are some of the questions addressed in this book on the politics of the Somalilands. John Drysdale discusses a way forward to re-establish polity for the fractured former Somali Republic. His analysis is placed against an exploration of Somali culture and values, aspects of which he considers an eminently suitable interface for a confederate model of government.

Daniels, Florida A&M University The fragmentation of the former Somali Democratic Republic into three distinctive entities, together with the events that have ensued since then, make for a complex political puzzle that raises a plethora of questions. M. J. Fox explores some of the most fundamental of those questions: Have the ¿three Somalias¿ of today always been as disparate as they are now? How deeply rooted are those differences? Why has southern Somalia remained steeped in violence while Somaliland and Puntland are relatively peaceful and stable? And does political culture have any role to play in contemporary Somali politics? As she traces the compelling influences of political culture over time, Fox provides a unique comparative analysis of Somaliland, Puntland, and Somalia in the twenty-first century. M. J. Fox is an independent scholar, formerly with the Department of Peace and Conflict Research at Uppsala University.

Available in PDF, EPUB and Kindle. Book excerpt: Somaliland's Private Sector at a Crossroads is the World Bank Group's first effort to undertake a consultative in-depth analysis of the private and financial sector in Somaliland in at least a generation. The objective of the report is to take stock of what has been achieved since the 1999 constitution was approved, provide an assessment of the current evolution of the private sector, and identify some priority policy options and related actions that would best enable the private sector to generate the growth and jobs sought under the Somaliland National Development Plan. The report is structured around the three key sector 'actors' of the economy: enterprises, financial institutions, and the government. This approach has been taken to facilitate a 'political economy' lens into the analysis. The report explores trends in, opportunities for, and impediments to effective government regulation of the private and financial sector and private sector-led economic growth in Somaliland, a relatively new democracy with limited institutional capacities. Drawing heavily on feedback received through an extensive consultative process that was undertaken in tandem with the analysis, the study concludes with recommendations for policy choices for the continued robust growth of the private sector and the evolution of a sounder financial sector.

Book excerpt: British Somaliland provides a history of the administration of the British Somaliland Protectorate from the time when Somaliland first became governable, following the defeat of Abdullah Hassan, to independence. Describing the interplay between general imperial policies, and greater realities and developments in Somaliland, the focus of the book remains on the mechanism by which the Protectorate was operated. The regime that developed was, in the end, a highly autocratic despotism, generally benign but occasionally predatory. Independence, when it arrived, was, in retrospect, a tragedy. Somaliland was absorbed into Somalia and a governmental style which suited the conditions of the Protectorate was dissolved into something very different. Since the collapse of Somalia, re-emergent Somaliland appears to be attempting to re-connect to a past remembered as something of a golden age. Highly topical, as Somaliland is re-emerging, this book is an invaluable resource for students and scholars of African History, Imperial History and British History.

Available in PDF, EPUB and Kindle. Book excerpt: Much analysis of state building focusses on dissecting specific projects and attempting to identify what has gone ’wrong’ in states such as Afghanistan and Iraq. What draws less attention is what has gone ’right’ in non-interventionist statebuilding projects within 'unrecognised’ states. By examining this model in more depth a more successful model of statebuilding emerges in which the end goal of modern democracy and good governance are more likely to be realized. Indeed 'states-within-states’ such as Somaliland where external intervention in the statebuilding process is largely absent can provide vital new lessons. Somaliland is a functioning democratic political entity in northwestern Somalia which declared its independence from the troubled south in 1991 and then embarked on an ambitious project to create a democratic government and successful state in the post-conflict environment. The leaders and the people of Somaliland have since succeeded not only in maintaining peace and stability, but also in building the institutions of government and the foundations for democracy that have led to a succession of elections, peaceful transfers of power and a consolidation of democratization. The resulting state of Somaliland is widely hailed as a beacon of success within a politically turbulent region and provides a useful framework for successful statebuilding projects throughout the world.

Available in PDF, EPUB and Kindle. Book excerpt: Since the fall of the Siad Bare regime in Somalia in 1991 and the fratricidal war that it unleashed in its wake, Somalia has been without an effective central government. Instead, warlords and their armed bandits have been controlling different parts of the country, with the former British colony of northern Somaliland unilaterally proclaiming its independence. Developments in the country since the recent transitional government was set up in 2004 have, however, presented both opportunities and challenges for the country. While much has been reported about the prevailing situation in the country, there has been a paucity of research articulating the various perspectives and challenges in the efforts to reconstitute Somalia's failed state. This book hopes to contribute in filling this gap. Contributors to the volume examine the various issues that lie behind the current situation in Somalia, seeking answers to a number of crucial questions: Why did the Somali state fail? What role did external actors and the internal configurations of the Somalis' socio-political structure play in the state collapse? Did the various peace and reconciliation conferences really achieve anything? Should Somalia be reconstituted as one state or should more than one state be allowed to emerge from the ashes of the collapsed state? What is the way forward out of the current imbroglio in Somalia?

Book excerpt: The first contribution to Global Flashpoints: A Scarecrow Press Series, Christopher Daniels’ Somali Piracy and Terrorism in the Horn of Africa provides readers with a comprehensive and in-depth analysis of the spate of piracy and terrorism plaguing the waters of Somalia and the global threat posed by this activity. Contesting the commonly held perception that the piracy and terrorism occurring in Somalia are two separate and unrelated activities, Daniels reveals how the collapse of the Somali state and the chaos that has ensued created the environment for piracy and terrorism to flourish in combination. He also notes how the failure to restore a functioning central government has allowed both to become dangerous threats not only to the people of Somalia but the entire world. Underscoring Somalia’s dire state, Somali Piracy and Terrorism in the Horn of Africa lays out for readers such significant topics as the reasons behind the collapse of the Somali state and the secession of Somaliland, Puntland, and Jubaland; the rise of internationally-linked terrorist groups, such as Al-Shabaab and Hizbul Islam; and the dramatic spike in pirate attacks off the Somali coast. Daniels concludes by critiquing the methods that have been used to help alleviate these global security challenges and gives policy recommendations for future consideration. Designed to enhance readers’ grasp of this global flashpoint, this volume includes a timeline, a glossary of terms, biographical entries on key individual and institutional actors in this conflict, and selected primary sources. It is the ideal introduction to students and scholars of international relations, African history and politics, terrorism, and maritime studies.

Available in PDF, EPUB and Kindle. Book excerpt: Secession is a detachment of a territory from an existing state with the aim of creating a new state on the detached territory. Secession is usually an outcome of the political mobilization of a population on the territory to be detached and, as a political phenomenon, is a subject of study in the social sciences. Its impact on inter-state relations is a subject of study in international relations. But secession is also subject to regulation both in the constitutional law of sovereign states and in international law. Following a spate of secessions in the early 1990s, legal scholars have proposed a variety of ways to regulate the international responses to attempts at secessions. Moreover, since the 1980s normative justification of secession has been subject to an intense debate among political theorists and moral philosophers. This research companion has the following three complementary aims. First, to offer an overview of the current theoretical approaches to secession in the social sciences, international relations, legal theory, political theory and applied ethics. Second, to outline the current practice of international recognition of secession and current domestic and international laws which regulate secession. Third, to offer an account of major secessionist movements - past and present - from a comparative perspective. In their accounts of past secessions and current secessionist movements, the contributors to this volume focus on the following four components: the nature and source of secessionist grievances, the ideologies and techniques of secessionist mobilization, the responses of the host state or majority parties in the host state, and the international response to attempts at secession. This provides a basis for identification of at least some common patterns in the otherwise highly varied processes of secession.

Available in PDF, EPUB and Kindle. Book excerpt: This volume searches for pragmatic answers to the problems that continue to beset peacebuilding efforts at all levels of society, with a singular focus on the role of legitimacy. Many peacebuilding efforts are hampered by their inability to gain the support of those they are trying to help at the local level, or those at regional, national or international levels; whose support is necessary either for success at the local level or to translate local successes to wider arenas. There is no one agreed-upon reason for the difficulty in translating peacebuilding from one arena of action to another, but among those elements that have been studied, one that appears understudied or assumed to be unimportant, is the role of legitimacy. Many questions can be asked about legitimacy as a concept, and this volume addresses these questions through multiple case studies which examine legitimacy at local, regional, national and international levels, as well as looking at how legitimacy at one level either translates or fails to translate at other levels, in order to correlate the level of legitimacy with the success or failure of peacebuilding projects and programs The value of this work lies both in the breadth of the cases and the singular focus on the role of legitimacy in peacebuilding. By focusing on this concept this volume represents an attempt to build beyond the critical peacebuilding approach of deconstructing the liberal peacebuilding paradigm to a search for pragmatic answers to the problems that continue to plague peacebuilding efforts at all levels of society. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, security studies and International Relations.
