Including lively case studies and research conducted with state and local agencies across the United States, this book provides management advice and tips on compliance to reduce costs, select the best-qualified contractors, manage contractors’ performance, and prevent corruption and waste. Utilizing the results of new research in all fifty states, author William Sims Curry offers updated best-practice documents, methodologies, and templates including: a Request for Proposal (RFP), a scorecard for proposals to select the best-qualified contractor, a toolkit for meeting socioeconomic contracting goals without compromising price, quality, or on-time delivery, and a Model Services Contract (MSC). Several additional resources for practitioners are available online, including sample contracts and a straightforward, inexpensive tool for tracking contractors’ progress and cost management. The roadmap and templates contained in this book and available online to readers will prove essential to state and local government agency contracting professionals and other officials and employees called upon to participate in the drafting of solicitations, writing sole source justifications, writing scopes of work, serving on advance contract planning and source selection teams, recommending award of contracts, or assisting in the management of those contracts.

This book was released on 2019-03-24 with total page 88 pages. Available in PDF, EPUB and Kindle. Book excerpt: Policymakers and program managers are continually seeking ways to improve accountability in achieving an entity's mission. A key factor in improving accountability in achieving an entity's mission is to implement an effective internal control system. An effective internal control system helps an entity adapt to shifting environments, evolving demands, changing risks, and new priorities. As programs change and entities strive to improve operational processes and implement new technology, management continually evaluates its internal control system so that it is effective and updated when necessary. Section 3512 (c) and (d) of Title 31 of the United States Code (commonly known as the Federal Managers? Financial Integrity Act (FMFIA)) requires the Comptroller General to issue standards for internal control in the federal government.

Download or read book Making Government Work written by United States. Congress. Office of Technology Assessment and published by Congress. This book was released on 1993 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report, published in its entirety (OTA-TCT-578) and in a summary form (OTA-TCT-579) containing only the first chapter of the complete report, focuses on key topics and issues that are central to the successful use of electronic delivery by government. The review conducted by the Office of Technology Assessment concludes that the movement toward electronic delivery of government services is accelerating, but that many factors must be considered. The greatest risks of electronic delivery are overlooking the human element and users' needs, which would further widen the gap between the technologically literate and the technologically illiterate, and failing to capitalize on all the opportunities that partnerships among government agencies and the private sector could provide. Changes that will be required in federal management are outlined, and options for successful implementation of electronic delivery are sketched. Many rely on the amplification of existing structures. Five appendixes complement the complete report, including a list of the 11 boxes, 5 figures, and 22 tables that illustrate the discussion; and lists of acronyms and terms, contributors, field study participants, and contractor reports. The summary volume contains four tables and two boxes. (SLD)

Book Synopsis The United States Outer Executive Departments and Independent Establishments & Government Corporations by : Jock Lul Pan Chuol

This book was released on 2010-04-29 with total page 617 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Book is overview of Outer executive Departments and 64 Independent Federal Agencies; the Outer Executive Departments are--United States Department of Interior, Labor, Agriculture, Commerce, Energy, Housing and Urban Development, Health and Human Services, Transportation, Education, and Veterans Affairs. In the 64 Federal Independent Agencies, some are larger than many Departments; for instance, United States Postal Services employs 656, 000; ranks third next to Wal-Mart and Department of Defense that employs 700,000 civilians. Accordingly, it had been my journey to know the governmental agencies; for me, the local and states basic social service administration never been satisfactory if I dont know inside the United States Department of Health and Human Services category of its agencies. Because of that, it influences my learning and leads me made further research on governmental agencies. In these ten Outer Executive Department and 64 Independent Agencies--which I put together as a Policy of Federal Independent Agencies and Federal Outer Executive Departments, paved my way to supplementary learning on Public Services and would leads me makes further researches on States, local and Cities governments agencies. This Book can be used by Graduates and Post Graduates students as special topic on Federal Agencies/be second Book in different classes, or be main text in certain levels, and it also can be Handbook for Public Administrators, United States Congress who creates and defines the Agencies Policy and Mission, from 2nd to 111th Congresses, and to the Heads of these Agencies, and states Administrators, Directors, Public Managers and any interested individual who want to learn more on Governmental Agencies. The Heads and Staff of these Departments and Agencies may know more mainly on ones or more Agencies than the Policy on this Book, but they can easily Master other Departments and Agencies like their owns if they have this Book on hand. Bases on my believe, Graduate students from Public Administration, Political Science, Sociology, Psychology, Social Work, Law, and International Relation etc never apprehend all agencies specifically as how I put and illustrate them; except their Agencies. I always cross these agencies in different books, but nothing enough enlighten me how the Agencies and Policies are; now I am clearly sure on agencies policy, roles and organizations, etc. This Pans 2nd Book as well as first Book is away beyond Administrative Laws and Administrative Ethic and Leadership. In addition, the authors make recommendations for core functions in public health assessment, policy development, and service assurances, and identify the level of government--federal, state, and local--at which these functions would best be handled.

Book Synopsis Outsourcing State and Local Government Services by : John O'Looney
Download or read book Outsourcing State and Local Government Services written by John O'Looney and published by Bloomsbury Publishing USA. This book was released on 1998-11-19 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Should we be doing—or trying to do—everything ourselves, or might it be better to contract some tasks out to others? Could they do them better and cheaper than we can? More and more state and local governments are asking these questions, and while there are many answers on the Federal level, these answers often don't apply lower down the line. Nevertheless, it is evident that contracting out is often the better strategy—but how best to go about it? What are the benefits and what are the hidden risks? Dr. O'Looney's book provides precisely the guidance that state and local managers need: first, how to decide to outsource a government service, then step-by-step how to proceed. Based on extensive interviews and other research, O'Looney takes managers through the intricacies of contract outsourcing and administration, but in doing so he makes clear that he appreciates the importance of government. His book is not an argument for privatization, as so many other books are; rather, it is an affirmation of government and the benefits of its many services. Readers will find theory and advice on the services that are most suitable for contracting out; a listing and review of the components of a high-quality analysis, including the analysis of often overlooked political, organizational, and functional aspects of government; advice on how to go from deciding to outsource to actually designing, implementing, and monitoring a contract in situations that could prove hazardous to the livelihoods of government workers. He also discusses the changes that need to be made in the organizational culture, management, and employee training as a result of the change to a contract-based system of providing services; the considerations in designing work specifications and other critical aspects of the government-vendor relationship, and how ideal contracting processes and ideal contracts can differ according to the nature of the service being contracted. The result is a thorough and highly practical volume for executives and managers in the public sector, and for those who hope to do business with them.
