An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. Book excerpt: The euro crisis, several sovereign debt crises, the Great Recession, the refugee crisis, and Brexit have all challenged Europeans’ willingness to show solidarity with other European citizens and member states of the European Union. European Solidarity in Times of Crisis provides a clear theoretical framework to understand European solidarity for the first time. It offers a systematic empirical approach to determine the strength and causes of European solidarity. The authors distinguish between four domains of solidarity and test a set of theoretically derived criteria with a unique dataset to investigate European solidarity. Based on a survey conducted in thirteen EU member states in 2016, the empirical analysis leads to some unanticipated results. Europeans display a notably higher degree of solidarity than many politicians and social scientists have presumed so far. This especially applies to the support of people in need (welfare solidarity) and the reduction of territorial disparities between rich and poor EU countries (territorial solidarity), but also to the domain of fiscal solidarity (financial support of indebted EU countries). This optimistic view is less true for the domain of refugee solidarity. While citizens of western and southern EU countries accept the accommodation of refugees and their allocation between European countries, the majority of people in eastern European countries do not share this point of view. The book will appeal to students and scholars in fields such as comparative sociology, political science, social policy and migration research, and European studies. It is also relevant to a non-academic audience interested in the development of the European project.

This inflow revealed the shortcomings and dysfunctionalities of the European asylum system and plunged the EU into one of its biggest crises: Member states could hardly agree on common measures, and different national preferences for dealing with asylum-seekers led to profound and ongoing political divisions. Germany, which particularly was affected by the inflow, sought to ‘europeanize’ the phenomenon and to distribute the loads more evenly across the EU – but met major resistance. Contrarily to the widely held view – both in the academic literature and the European public – that Germany, in recent years, has shaped and even dominated European politics, it largely failed with its main policy proposals in the refugee and migrant crisis. To uncover the reasons, the present thesis applies an analytical model of ‘political leadership’. Based on current academic research, relevant newspaper articles and self-conducted expert interviews, it is argued that there might have been supply but not sufficient demand for successful German political leadership. In doing so, this thesis so far is the only larger academic paper that explicitly links the latest research on political leadership with Germany's role in the EU's refugee and migrant crisis.

Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

Focusing on solidarity among members of the so-called ‘majority society’ in Europe and the Americas, this book offers a compendium of chapters that analyses particular practices of solidarity – both material and symbolic – as well as the mindsets, discourses, and broader societal contexts that provide the fundament of these practices. As these empirical cases demonstrate, the main argument of the book is that solidarity is not necessarily based on a pre-established and exclusive community, but that more inclusive solidarities arise through collective practices, the emergence of new subjectivities, and the mediation of differences. Furthermore, the book argues that it is analytically fruitful to associate concepts of citizenship with solidarity by proposing the concept of ‘solidarity citizenship’ in order to bring into view societal modes of relating that are constitutive of collective as well as individual subjectivities. Book excerpt: In the context of both the financial crisis and the crisis of European migration politics, the notion of solidarity has gained renewed prominence and - as this book argues - its practice has become increasingly contentious. Intersecting crises have sharpened social and political polarization and have contracted simultaneously the space for migrant and minority rights as well as the rights around political dissent. Building upon social movement and migration studies, this book maps the two sides of ‘contentious solidarity’: a shrinking civic space and its contestation by civil society. The book thereby unfolds the variety of repressive means (physical, legal, administrative and discursive) employed by governmental and non-governmental bodies against migrant solidarity, but also looks at how civil society organizations react to these restrictions through at times moderation and at times increasing contention. The diagnosis of ‘contentious solidarity’ is located within two broader trends affecting the relationship between the state and civil society in a neoliberal context in general and since the financial crisis in particular. Bridging studies on social movement studies and civil society organizations, this volume contributes to recent reflections on repression of social movements as well as of a hybridization of civil society organizations. Given its broad scope and the utmost timeliness of the issues it addresses, the volume will be of interest to a broad academic and non-academic audience.
