Book excerpt: The crisis of forced displacement is compounded by the politicization of asylum and refugee protection, which have become polarizing issues in many countries in Europe and in the United States. It has animated efforts by pro-refugee civil society groups to engage in advocacy efforts that respond to the securitization of the issue, reframe it as a human rights and humanitarian issue, and bring about policies that are favorable to refugee protection. The contrasting points of view surrounding refugee and asylum policy reveal a fundamental normative difference in what is considered the most appropriate standard of behavior to guide actions and policies in the wake of the European refugee crisis. This normative difference, and the contestation that it entails, represents the starting point for this study of specific strategies of norm-based change. The study focuses on civil society organizations (CSOs) and the deliberate ways they incorporate and use norms in framing and responding to the issue of refugee protection. It seeks to understand and explain how and why pro-refugee advocacy groups choose to use specific norm-based strategies of advocacy in their effort to shift public opinion on the issues of asylum and refugee protection and ultimately bring about policy change.

Book excerpt: Inclusive Solidarity and Citizenship along Migratory Routes in Europe and the Americas links non-essentialist concepts of solidarity and citizenship to migration in different empirical contexts. The chapters in this edited volume analyse how civil society initiatives renegotiate societal structures in solidarity with people on the move, noncitizens and racialized individuals, and in doing so advance theorizing and contribute to current debates about citizenship and solidarity. Focusing on solidarity among members of the so-called ‘majority society’ in Europe and the Americas, this book offers a compendium of chapters that analyses particular practices of solidarity – both material and symbolic – as well as the mindsets, discourses, and broader societal contexts that provide the fundament of these practices. As these empirical cases demonstrate, the main argument of the book is that solidarity is not necessarily based on a pre-established and exclusive community, but that more inclusive solidarities arise through collective practices, the emergence of new subjectivities, and the mediation of differences. Furthermore, the book argues that it is analytically fruitful to associate concepts of citizenship with solidarity by proposing the concept of ‘solidarity citizenship’ in order to bring into view societal modes of relating that are constitutive of collective as well as individual subjectivities. The chapters in this book were originally published as a special issue of the journal Citizenship Studies.

An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research. The book is of particular interest for scholars who are interested in the fields of European solidarity, migration and refugees, contentious politics, while providing an approach that talks to scholars of journalism and political communication studies, as well as digital journalism and online news reception. Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Book excerpt: This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance (MLG). It challenges the tendency of the MLG literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralisation of policy-making on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics and public policy. By blending social science research with traditional normative work, it aims to influence human rights policy processes through new ways of framing empirical realities. The contributors to this volume critically examine the experience of the Agency in its first decade, exploring FRA’s historical, political and legal foundations and its evolving record across major strands of EU fundamental rights. Central themes arising from these chapters include consideration of how the Agency manages the tension between a mandate to advise and the more traditional approach of human rights bodies to ‘monitor’, and how its research impacts the delicate equilibrium between these two contesting roles. FRA's experience as the first ‘embedded’ human rights agency is also highlighted, suggesting a role for alternative and less oppositional orientations for human rights research. While authors observe the benefits of the technocratic approach to human rights research that is a hallmark of FRA’s evidence-based policy advice, they also note its constraints. FRA’s policy work requires a continued awareness of political realities in Brussels, Member States, and civil society. Consequently, the complex process of determining the Agency’s research agenda reflects the strategic priorities of key actors. This is an important factor in the Agency’s role in the EU human rights landscape. This pioneering position of the Agency should invite reflection on new forms of institutionalized human rights research for the future.

Book excerpt: Adherence to basic human rights norms has become an expected feature of states throughout the world. In Europe, the promotion and protection of human rights through national governments has been enhanced by the diversity of intergovernmental organizations committed to this cause. The latest addition to the continent's rights organizations arrived ten years ago when, based on the EU's Lisbon Treaty, the Fundamental Rights Agency (FRA) was created as a functional institution to highlight and improve human rights within EU member states. In contrast to other regulatory agencies in the EU, the FRA provides a research-based advisory function for EU institutions and legislation and performs a public-diplomacy function in promoting fundamental rights across EU member states. The linking of civil society with internal rights policies has yet produced very little scholarship. Markus Thiel's European Civil Society and Human Rights Advocacy not only fills this vacuum: it also offers a timely analysis in the context of Europe's proliferating human rights challenges, like the current refugee crises and the nationalist responses that geopolitical changes have provoked. European Civil Society and Human Rights Advocacy examines the interaction between the FRA and hundreds of transnational civil society organizations working with and on behalf of vulnerable populations in EU member states and probes the high normative standards of human rights attainment and transnational participatory governance in the EU. Thiel surveys how networking among civil society organizations takes place, to what extent they are able to set the agenda or insert themselves into EU decision-making procedures, and how they are able to exploit the opportunity structure presented by the FRA's institutionalization of a voice for civil society. Thiel draws conclusions for the larger issues of human rights promotion, transnational citizenship, and participatory governance in the region, reflecting broadly and critically on the legitimacy of EU human rights norms through a political sociology perspective.

Nationalist, anti-migrant parties from Slovakia over Germany to the UK have gained increasing support among the electorate and challenge the political mainstream. Europe is struggling how to respond. While the search for solutions is ongoing one pattern seems to be emerging: Fortress Europe is in the making. Unfortunately, few of these discussions and measures consider the structural root causes and dynamics of migration, the motives of migrants or societal challenges more thoroughly. This book seeks to address this deficit. Taking migration and asylum policies as a starting point, it analyses the various dimensions underpinning migration. In doing so, it identifies why receiving countries are in many ways part of the problem. To eschew an overtly Euro-centric perspective and stimulate a debate between science and politics, it contains contributions by academics and practitioners alike from both shores of the Mediterranean.
