Available in PDF, EPUB and Kindle. Book excerpt: Is Japan re-emerging as a normal, or even a great, military power in regional and global security affairs? This Adelphi Paper assesses the overall trajectory of Japan’s security policy over the last decade, and the impact of a changing Japanese military posture on the stability of East Asia. The paper examines Japan’s evolving security debate, set against the background of a shifting international environment and domestic policymaking system; the status of Japan’s national military capabilities and constitutional prohibitions; post-Cold War developments in the US Japan alliance; and Japan’s role in multilateral regional security dialogue, UN PKO, and US-led coalitions of the willing. It concludes that Japan is undoubtedly moving along the trajectory of becoming a more assertive military power, and that this trend has been accelerated post-9/11. Japan is unlikely, though, to channel its military power through greatly different frameworks than at present. Japan will opt for the enhanced, and probably inextricable, integration of its military capabilities into the US Japan alliance, rather than pursuing options for greater autonomy or multilateralism. Japan’s strengthened role as the defensive shield for the offensive sword of US power projection will only serve to bolster US military hegemony in East Asia and globally.

Available in PDF, EPUB and Kindle. Book excerpt: This paper presents a study of Japan's international role with a special focus on its historical evolution. To that end, the following three pillars lay the necessary theoretical foundations: one, the notions of historical and political identity and a discussion of the ambivalent shapes they have taken in Japan; two, the regional context, an examination of Japan's situation with respect to Asian history as a whole, and finally, the "civilian power" concept as defined by Hanns W. Maull.

Book excerpt: The central objectives of U.S. strategy for the East Asia-Pacific region are to foster political stability, maintain access to regional markets, ensure freedom of navigation, and prevent the rise of any hostile hegemon. The United States seeks to ensure that no Asian nation's economic strength is translated into military power hostile to the United States. Forward deployed U.S. forces are a principal means of securing such an outcome. If the United States is to maintain a force presence once the North Korean threat is gone, it is essential to begin now to construct a new intellectual framework, build solid public support, and recast the U.S. long-term commitment in terms of power projection capability. The United States needs to harmonize its economic and security interests, with the clear understanding that emphasizing short term economic concerns over longer term security concerns risks achieving neither sustained economic growth nor enhanced security.

Book excerpt: Japanese white-collar workers have been characterised by their intense loyalty and life-long commitment to their companies. This book is based on very extensive ethnographic research inside a Japanese insurance company during the period when the company was going through a major crisis which ended in the company's bankruptcy and collapse. It examines the attitudes of Japanese employees towards their work, their company and related issues at a time when the established order and established attitudes were under threat. The wide range and detail of the reporting of workers' attitudes, often in their own words, sustained over a considerable timescale, makes this study a particularly valuable resource.

Available in PDF, EPUB and Kindle. Book excerpt: Sino-Japanese relations are crucial for the entire East Asian region and beyond. With both countries among the five biggest economies in the world, and being highly interdependent, the bilateral relationship is of key importance not only for economic cooperation and prosperity in the region but in a larger global perspective. Moreover, Sino-Japanese political and military relations are central to the regional security of Northeast Asia. Any deterioration in relations has the potential to generate conflicts with far-reaching consequences. Accordingly, conflict prevention and conflict management in Sino-Japanese relations are of vital concern to the international community. In the past decade, however, the Sino-Japanese relationship has been increasingly marked by political strife and tension. While this has not escalated into military conflict and in spite of changes with the emergence of a new leader, Yasuo Fukuda, in Japan and a political reshuffle at the 17th Party Congress of the Chinese Communist Party in 2007, future developments are difficult to predict. Historical grievances and differing interpretations thereof play a large role in sustaining political tensions, which are reinforced by mutually negative perceptions at a grassroots level and a noticeable lack of trust. Japan’s occupation of parts of China in the first half of the 20th century and according to Chinese a failure by Japan to issue an apology remain a key obstacle to any improvement in relations. Tensions over contemporary issues have strong historical linkages and it is clear that problematic political relations have sub-optimized the economic potential between the two countries as well as heightened suspicions of each other’s military ambitions. More positively, business communities in both China and Japan have been pro-active in advocating improved cooperation and also a large majority of the ruling elite are eager to improve relations. Given the complex history and current power relations between the two countries, cultivating such will by no means be an easy task. Nevertheless, the authors hope that this book will help further understanding of Sino-Japanese relations and so contribute towards the development of mutually advantageous relations – a necessity in today’s world order.

Book excerpt: Since 1987, the Japan Exchange and Teaching (JET) Program has recruited thousands of young college graduates from more than sixty countries, including the United States, to work in Japan for up to five years. Now, thirty years after the program’s founding, there are more than 60,000 JET Program alumni worldwide, more than half of them hailing from the United States. The JET Program and the US–Japan Relationship: Goodwill Goldmine argues that JET functions as much more than an opportunity for young people to spend a year or more teaching in Japanese schools or working in municipal offices across the Japanese archipelago. This study examines the JET program as a form of public diplomacy and soft power. Through original survey data and extensive interviews with alumni, the author provides a quantitative analysis of the program’s effects and argues that it has been highly useful in shaping interactions between Japan and the United States.

The current account surplus rose to 4.8 percent of GDP in 2007 on the back of strong external demand and a further surge in investment income. Money markets remain relatively stable owing to the banking system’s lower exposure to subprime and other securitized products and the increased amounts and frequency of the Bank of Japan’s (BoJ) liquidity operations. The near-term economic outlook is for a soft landing, although there remain risks from the global economy.

The book also includes suggestions for moderating such volatility in the future.
