Empowering Adolescent Girls in Developing Countries explores the detrimental impact of discriminatory gender norms on adolescent girls’ lives across very different contexts. Grounded in four years of in-depth research in Ethiopia, Nepal, Uganda and Viet Nam, the book adopts a holistic approach, recognising the inter-related nature of capabilities and the importance of local context. Book excerpt: The authors construct and derive the properties of estimators of welfare that take advantage of the detailed information about living standards available in small household surveys and the comprehensive coverage of a census or large sample. By combining the strengths of each, the estimators can be used at a remarkably disaggregated level. They have a clear interpretation, are mutually comparable, and can be assessed for reliability using standard statistical theory. Using data from Ecuador, the authors obtain estimates of welfare measures, some of which are quite reliable for populations as small as 15,000 households--a "town." They provide simple illustrations of their use. Such estimates open up the possibility of testing, at a more convincing intra-country level, the many recent models relating welfare distributions to growth and a variety of socioeconomic and political outcomes. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to develop tools for the analysis of poverty and income distribution.

Backbone networks are the high-capacity networks that lie at the heart of communications systems and allow the delivery of the high volumes of data needed for broadband. What high-capacity backbone networks that do exist in the region are typically limited to major urban areas and some inter-city routes. Competition between backbone networks is underdeveloped so the price of services remains high and quality is often poor. This pattern of network development is the result of high costs and regulatory restrictions on network development. Where countries have fully liberalized their telecommunications markets and promoted infrastructure competition, prices have fallen and quality improved. Backbone network policy should focus on promoting competition, reducing the cost of network construction and encouraging network development into currently underserved areas. Competition can be promoted by removing regulatory restrictions such as limits on the number of licenses and constraints on type of infrastructure and services that licensees can offer. The cost of backbone network development can be reduced by utilizing energy and transport infrastructure and reducing legal costs such as obtaining planning permission. Stimulating backbone network development beyond major urban areas can be achieved through establishing public-private partnerships to encourage operators to build networks into currently underserved areas.

Book excerpt: The technologies of information and communications and their application are becoming central issues for all governments trying to achieve long-run growth and international competitiveness. This country study provides a comprehensive analysis of the role of informatics in economic development and examines Turkey's efforts to develop its capacity in those areas. During the 1980s, Turkey laid the foundation for its transition to an information-based economy by liberalizing finance and investment regulations and by reducing barriers to competition. Tariffs on computer equipment were slashed, and the government embarked on a program of investment in the communications system. Investors responded, particularly in the finance and travel sectors and in select operations of large corporations. But the largest consumer of these technologies is still the Turkish government. And gains in productivity expected from modernization have not yet been widely evident. This study says that the most effective policy to promote an information-based economy is a commitment to open competitive markets. The major factor in that commitment is building up an educated workforce. Although Turkey's performance in this area is better than most developing countries', this report contends it needs to do more to meet its goal of full participation in the new era of informatics. The study contains cross-country comparative data throughout the book and in annexes.
