These reforms were carried out amid economic crisis, structural adjustment and political upheaval. At the time, popular sentiment was that change on the economic and political fronts was imperative. However, the ruling elite, some of whom had been shuttling around the state apparatus since independence, feared that succumbing to popular demands for change was tantamount to political suicide, as was the case elsewhere on the continent. These elites thwarted opposition demands for a ‘sovereign’ national conference to discuss constitutional reform. The Francophone-dominated elite fiercely objected to Anglophone demands for the restoration of the Federal state that was dissolved in 1972. Instead, decentralisation was presented as an authentic forum for grassroots autonomy and municipal councils as credible arenas for community participation in local development. This study adopts an interdisciplinary approach to unearth the permutations of decentralisation and community participation in Cameroon. It explores how local actors have responded to the implementation of state policy of decentralisation. Further, it documents how local issues observed in Bali in the North West Region and Mbankomo in the Central Region of Cameroon impact and are impacted by national policies and processes.

It explores the kinds of legitimacies claimed by chiefs in the new era and the responses of their subjects to such claims, particularly with respect to chiefs' involvement in national politics. The monograph makes a case for the importance of comparative research on chiefs in the era of democracy and the predicaments they face therein. Book excerpt: Minorities of the oil-producing states are seriously disturbed by the inequity that is apparent from the existing principles of revenue allocation in Nigeria. In taking issues with them and other southern advocates of new revenue allocation criteria, the dominant north's organic intellectuals have always relied on the obvious concentration of economic and commercial activities in southern Nigeria to refute the argument that the north is the greater beneficiary of Nigeria's wealth. Scholarly contribution to the ethno-regional debate on the equity of resource allocation has been anchored to the same popular platform, namely, the criteria for inter-governmental revenue allocation. It is as if they absolutely embody the revelation about equity or inequity of resource allocation in Nigeria where the federal government has retained between 48.5 per cent and 56 per cent of the federation account, let alone revenues unpaid into this account. This study marks a departure from the orthodox focus on Nigeria's ethnic problems, including the contentious demand of the southern minorities for an increase in the weight assigned the principle of derivation, by examining federal expenditures to determine the distribution of federal presence, and thus winners and losers, bearing in mind that the entire country is federal government's coverage.

Book excerpt: This book argues that since the emergence of the Cameroon National Union (CNU) and the one-party state in 1966, Cameroonians have progressively degenerated into the syndrome of collective amnesia inspired by a culture of sycophancy, glorifying and deifying political leadership. These developments stand in stark contrast to what obtained in the nascent Southern Cameroons – the UN Trust territory administered by Britain until 1961 when its population voted overwhelmingly by 70.5% to gain their independence by establishing a federation with the then French-speaking Republic of Cameroon. From the late 1950s until the dismantling of the Cameroon Federation, Southern Cameroons and later West Cameroon had a vibrant parliament, a House of Chiefs (or Senate), an independent Judiciary, an ideal, corruption-free Public Service, a state government with ministers presided over by an Executive Prime Minister and, for a decade, West Cameroon provided the Vice Presidency for the Federal Republic of Cameroon. In what may be accurately described as Prof Anthony Ndi’s seminal work, he contends and rightly so that solutions to the legion of problems that plague contemporary Cameroon may be easily found in the pages of The Golden Age of Southern Cameroons. Agents for this transformation do not have to be invented or imported from Mars; all we need is a patriotic spirit, political will, readiness to dialogue, transparency and commitment to democracy.

Book excerpt: In Biomedical Hegemony and Democracy in South Africa Ngambouk Vitalis Pemunta and Tabi Chama-James Tabenyang unpack the contentious South African government’s post-apartheid policy framework of the ‘‘return to tradition policy’’. The conjuncture between deep sociopolitical crises, witchcraft, the ravaging HIV/AIDS pandemic and the government’s initial reluctance to adopt antiretroviral therapy turned away desperate HIV/AIDS patients to traditional healers. Drawing on historical sources, policy documents and ethnographic interviews, Pemunta and Tabenyang convincingly demonstrate that despite biomedical hegemony, patients and members of their therapy-seeking group often shuttle between modern and traditional medicine, thereby making both systems of healthcare complementary rather than alternatives. They draw the attention of policy-makers to the need to be aware of ‘‘subaltern health narratives’’ in designing health policy.
