Book excerpt: Ranging from the 1840s through the early twenty-first century, this study of shared political, economic, and cultural histories fills significant gaps in our understanding of Paraguayan-U.S. relations. Frank O. Mora and Jerry W. Cooney tell how an initially rocky beginning between the two countries, marked by diplomatic posturing, shows of military force, and failed business schemes, gave way to a calmer period during which the United States backed Paraguay's territorial claims against its neighbors, prospects grew brighter for American entrepreneurs, and Paraguay embraced Pan-Americanism. It was not until the 1930s that the two countries engaged in earnest as the United States attempted to mediate the Chaco War between Paraguay and Bolivia. Then, as the authors write, "hemispheric solidarity in World War II, the cold war in Latin America, the 'balance of power' among states in the Río de la Plata, and the question of U.S. support for, or aid to, Latin American dictators" became matters of mutual interest. The dictatorship of Alfredo Stroessner (1954-89) spanned much of this era, and a shared attitude of realpolitik typified U.S.-Paraguayan relations during his rule. Post-Stroessner, the United States has stood by Paraguay during its transition to democracy, despite lingering concerns about such issues as drug trafficking and intellectual piracy. The countries should grow closer with time, the authors conclude, if Paraguay resists the continent's leftward political shift and remains a solid partner in U.S. antiterror initiatives in South America.

Rather, it deals with real life, flesh and bone, revolutionary cadres: their thoughts, backgrounds, mentalities, and behavior. Going beyond cliches about Soviet encroachment in Latin America and "injustice breeds revolution," the contributors address the issue of the relationship between leaders and followers in a revolutionary context, seeing revolutionary leaders as the key to articulating and defining the agenda of the "revolution." In contrast to most theorizing, revolutionary leaders almost invariably come from the privileged, even aristocratic classes. The findings raise the issue of how well these leaders actually represent the peoples for which they claim to speak. They also prompt questions about the democratic nature of guerrilla organizations. If the leaders are so far removed, by social background and education, personal experience and ideological articulation, from their followers, how realistic is it to see the Left as a purveyor of progress? Perhaps it is more correct, say the contributors, to see their claims as manipulative tactics directed to resolving a struggle for power among competing elites. The selection of topics ranges from the historical development of revolutionary struggles since Che Guevara (Halperin and Ratliff) to the more specific application and motivation behind them (Ybarra-Rojas and Tismaneanu). Chapters deal with the attempt to define a typology of revolutionary leaders (Radu) and their Western supporters (Hollander). Some authors (Payne, Horowitz) combine .these approaches. Many issues examined in this volume are new, including an analysis of the gap between the internationalist outlook of the leaders and the parochial views of their followers. The violent organizations of the Left in Latin America are shown to be largely the functional result of upper- and middle-class leaders who combine an appeal to the lumpenproletariat at home with support of alienated Westerners to pursue their own elitist agenda.

Looking behind the scenes of modern Latin American history, he discerns its broad patterns through close analysis of actual events and comparative sociological perspectives that explain the apparent chaos of the past and point toward the more democratic polity now developing. Di Tella argues that although Latin America has peculiarities of its own, they must be understood in their contrasts - and similarities - with both the developed centers and undeveloped peripheries of the world. Latin American societies have been prone to mass rebellions from very early on, more so than in other regions of the world. He analyzes, as well, such significant exceptions to this pattern as Chile, Colombia, and, to a large extent, Brazil. Turning to the other side of the social spectrum, he shows how the underprivileged classes have tended to support strongman populist movements, which have the double character of being aggressive toward the established order, but at the same time repressive of public liberties and of more radical groups. Di Tella provides here a necessary examination of the concept of populism and divides it into several variants. Populism, he maintains, is by no means disappearing, but its variants are instead undergoing important changes with significant bearing on the region's near-term future. "History of Political Parties in Twentieth-Century Latin America" is rich in historical description, but also in its broad review of social structures and of the strengths and weaknesses of political institutions. Choice commented that "this heavily documented volume with an extensive bibliography would prove valuable to researchers and advanced students of Latin America.
