Book excerpt: There is widespread recognition that the outbreak of mountain pine beetle (MPB) will have significant social & economic impacts on forest-based communities. This report presents the result of a vulnerability assessment in 11 British Columbia and two Alberta communities located in regions experiencing various levels of MPB activity. To assess community vulnerability, the project first builds a vulnerability framework based on social science research in the areas of climate change, community capacity, hazards management, and risk perception, as well as on focus group meetings in five of the studied communities. Variables & indicators included in this framework are then measured & combined into a vulnerability index, with index scores assigned to each community. The spatial variation in vulnerability is further illustrated using geographic information systems analysis. The final assessment reflects that vulnerability is not only a function of physical exposure to beetle activity but also of various social, economic, & political factors.

Book excerpt: We developed a decision-support framework that integrates scenario analysis and multi-criteria decision analysis and used it to analyze forest renewal in the study area of the Quesnel Timber Supply Area. Two consensus-based scenarios were constructed to represent the target future conditions: strong forest sector and forest resilience/economic diversification. Renewal strategies were constructed using multi-criteria decision analysis and sets of criteria specific to each scenario. Impacts of the renewal strategies are measured in terms of several timber and non-timber indicators. The key economic and timber-related impacts are linked to merchantable volume. Ecological impacts are assessed by analyzing wildlife communities associated with the broad habitat categories. None of the strategies generated for the scenarios was acceptable in terms of all criteria and outcomes. Further revisions of the scenarios and criteria, with the involvement of local stakeholders, is therefore recommended for decision-making. The integrated framework developed for this study is general and allows for other community and forest management concerns to be incorporated. The framework demonstrates how the stakeholders' goals regarding their community's future are formulated and how the conflicts between multiple criteria may be addressed. Average diameters in the partially cut plots generally increased by 1 inch or more, while average diameter in the uncut controls increased by 0.9 inches or less. Individual tree growth is discussed in relation to potential susceptibility to mountain pine beetle infestation. Basal area increases ranged from 0.9 to 1.9 ft2/acre/ yr in partially cut plots, while basal area increases in the control plots ranged from 0.4 to 1.4 ft2/acre/yr. Endemic mountain pine beetle infestations and snow breakage accounted for most of the mortality on the plots, which decreased the residual basal area and basal area growth. Increases in basal area are used to estimate the length of time required for various stand densities to reach the susceptibility thresholds for mountain pine beetle infestation. Stand marking may influence future susceptibility to beetle infestations.
