Book excerpt: "Despite the market triumphalism that greeted the end of the Cold War, the collapse of the Soviet empire seemed initially to herald new possibilities for social democracy. In the 1990s, with a new era of peace and economic prosperity apparently imminent, people discontented with the realities of global capitalism swept social democrats into power in many Western countries. The resurgence was, however, brief. Neither the recurring economic crises of the 2000s nor the ongoing War on Terror was conducive to social democracy, which soon gave way to a prolonged decline in countries where social democrats had once held power. Arguing that neither globalization nor demographic change was key to the failure of social democracy, the contributors to this volume analyze the rise and decline of Third Way social democracy and seek to lay the groundwork for the reformulation of progressive class politics. Offering a comparative look at social democratic experience since the Cold War, the volume examines countries where social democracy has long been an influential political force--Sweden, Germany, Britain, and Australia--while also considering the history of Canada's NDP, the social democratic tradition in the United States, and the emergence of New Left parties in Germany and the province of Québec. The case studies point to a social democracy that has confirmed its rupture with the postwar order and its role as the primary political representative of workingclass interests. Book excerpt: A fresh perspective on the role of democratic socialist ideology in Canadian politics emerges from this study of the first NDP government of Manitoba (1969-77). The policies and performance of the administration headed by Edward Schreyer are evaluated in the light of what might be expected of a social democratic party in office. Measured by such criteria as the redistribution of wealth, the growth of public ownership, the extension of government planning, and public participation in decision making, the achievements of the Schreyer government fell short of the expectations of its supporters and the good intentions of socialist ideology. Just as significant as the lack of substantive change in these areas was the marginality of the programs and policy changes that were introduced. Reasons for the failure to create a new society in Manitoba are found in the evolution of the CCF-NDP, the organization of the provincial party, the make-up of caucus and cabinet, and the social basis of support for the NDP - so diffuse that electoral success depended largely on the popularity of the party leader. But the dilemma of the NDP government was essentially that of any democratic socialist movement confronted by the near-impossibility of radically altering a society dominated by capitalist economic institutions while adhering to the norms of parliamentary democracy. In addition to providing insight into an important and hitherto unstudied period in provincial politics.

Remaining Loyal demonstrates that while third way social democrats in Quebec and Saskatchewan supplemented certain social democratic ideas with more right-wing economic programs, their public policies remained true to the original spirit of social democracy. Drawing on a range of archival resources, David McGrane traces the evolution of social democracy in Quebec and Saskatchewan from their respective origins in social Catholic thought and agrarian protest movements at the turn of the twentieth century to the most recent Parti Québécois and New Democratic Party governments. In doing so, he reconstructs the public policies of traditional social democracy from the postwar era and the third way in the 1990s and early 2000s and finds both differences and continuities. McGrane contends that remaining loyal to core social democratic values is exactly what differentiates the third way from neo-liberalism in Saskatchewan and Quebec.
