Book excerpt: Excerpt from Social Adaptation, Vol. 14: A Study in the Development of the Doctrine of Adaptation as a Theory of Social Progress The doctrine of biological evaluation did not originate with Darwin or with any other modern scientist. It is as old as human speculation. Darwins supreme contribution was his positive proof that the method of evolution was the method of natural selection, of trial and rejection, of extermination and survival. Since his day biological evolution has meant a definite process capable of being studied in detail, tested and verified. Before his time it was only a generalization, a guess as to how things might very well have been, without any definite proof that they were actually so. The concept of social evolution has gone through, or is going through, a similar course of development. This concept also is as old as human speculation. It has generally been, however, only a vague speculation, a guess as to how things socially might conceivably have come about, a vague idea of an unfolding process. A little more definiteness has come into the theory by the attempt to trace the successive stages of evolution. A treatise on this subject, however, is rather a book of social genesis than a book on social evolution. Until some one is able to point out the factors and forces which bring about social evolution, to show the method and the process, it will not have become a scientific concept. In fact, Comtes three stages of mental development are beautifully illustrated in the development of the concept of social evolution. The theological stage is represented by the doctrine of a divine providence moulding human history and leading mankind along by a preordained path. The metaphysical stage is represented by most current theories of social evolution which only point out that society, like a biological organism, grows, and that its growth presumably is the result of some impersonal force or principle, rather than the personal interference of a supernatural being. Where does this widespread sense that we have fallen behind come from? How can we explain this progressive colonization of the economic, social, and political fields by this biological vocabulary of evolution? Offering a lucid account of sophisticated material, Barbara Stiegler uncovers the prehistories of today’s ubiquitous rhetoric in Darwinism and American liberalism, while, at the same time, recovering powerful resistances to the rhetoric of adaptation across the twentieth century. Walter Lippmann, an American theorist of this new liberalism, believed democracy was not adapted to the needs of globalization. Only a government of experts could force society to evolve, he argued. Lippmann thus found himself confronted with John Dewey, the great figure of American Pragmatism. Both Lippmann and Dewey labored under the impression that the world had changed and society needed to adapt. However, Lippmann did not trust society to adapt on its own and insisted on the need for experts who would force the necessary adaptation. Dewey, by contrast, believed the necessary adaptation could only come "from below" and should proceed in a democratic fashion. Focusing on readings of Michel Foucault, Walter Lippmann, and John Dewey, Adapt! paves the way for renewed insights into neoliberalism’s history, essence, characteristic forces, and impacts, as well as biopolitical theory. Stiegler presents an intriguing new genealogy for the development of neoliberalism, examining whether humans are by nature lagging and require biopolitical and disciplinary management to enforce adaptation. Stiegler also reorients Foucault’s genealogy of neoliberalism by emphasizing the Darwinian rhetoric of adaptation, as it arose in the Lippmann–Dewey Debate, and deftly handles the question of human nature in a way that re-enlivens this traditional concept. As the industrialization of our ways of life never stops destroying the environment and the health of organisms (climate disruption, the destruction of biodiversity, the growth of chronic diseases, the return of large pandemics), how can we think of a democratic government of life and the living? This is the question that Stiegler’s work helps us to confront.

Not simply the promotion of general betterment for all, improvement in the British colonial context licensed a superior “master race” to “uplift” its colonized populations—morally, socially, and economically. This book argues that, on the one hand, film adaptations of nineteenth-century novels reveal the arrogance and coercive intentions that underpin contemporary notions of development, humanitarianism, and modernity—improvement’s post-Victorian guises. On the other hand, the book also argues that the films use their nineteenth-century source texts to criticize these same legacies of imperialism. By bringing together film adaptation, postcolonial theory, and literary studies, the book demonstrates that adaptation, as both method and cultural product, provides a way to engage with the baggage of ideological heritage in our contemporary global media environment.
