Book excerpt: The Interoceanic Highway is many things to many people: an emblematic project during a period focused on integration, a dream realized for an isolated region, a symbol of the profound fragility of state institutions, a key cause of political corruption, and a major driver of ecological and cultural devastation. This highway links the Andean highlands with the Amazonian lowlands in southern Peru, offering an outlet for Brazil's emergent economy. While it finally brought an end to the isolation of Madre de Dios and other parts of southern Peru and the western Amazon, it was made possible by political corruption revealed in the Lava Jato scandal, and it permitted the spread of criminal business activities. But the Interoceanic Highway's deeper history must be appreciated in order to fully understand why it was built and the impacts it has generated. The Road to the Land of the Mother of God explores more than five hundred years of the history of Peru's Interoceanic Highway, showing how the purposes, portrayals, and importance of roads change fundamentally over time, and thus how roads bring significantly more impacts and costs than their advocates and critics generally anticipate. Book excerpt: Between 1750 and 1850 Spanish American politics underwent a dramatic cultural shift as monarchist colonies gave way to independent states based at least nominally on popular sovereignty and republican citizenship. In The Time of Liberty, Peter Guardino explores the participation of subalterns in this grand transformation. He focuses on Mexico, comparing local politics in two parts of Oaxaca: the mestizo, urban Oaxaca City and the rural villages of nearby Villa Alta, where the population was mostly indigenous. Guardino challenges traditional assumptions that poverty and isolation alienated rural peasants from the political process. He shows that peasants and other subalterns were conscious and complex actors in political and ideological struggles and that popular politics played an important role in national politics in the first half of the nineteenth century. Guardino makes extensive use of archival materials, including judicial transcripts and newspaper accounts, to illuminate the dramatic contrasts between the local politics of the city and of the countryside, describing in detail how both sets of citizens spoke and acted politically. He contends that although it was the elites who initiated the national change to republicanism, the transition took root only when engaged by subalterns. He convincingly argues that various aspects of the new political paradigms found adherents among even some of the most isolated segments of society and that any subsequent failure of electoral politics was due to an absence of pluralism rather than a lack of widespread political participation.

Book excerpt: This book analyzes the experiences of women living and working across the busiest and most transited frontier in South America, the Paraná Tri-Border Area (TBA), between Argentina, Brazil, and Paraguay. From a feminist approach, it shows how, in these territories, the gender violence is intensified, configuring an expression of ultra-intensity patriarchy. Based on ethnographic fieldwork conducted for two years along with Paraguayan women living and working between Ciudad del Este (Paraguay), and Foz de Iguazú (Brazil), the authors analyze, on the one hand, the intricate connection between gender violence and ethnicity on these borders; and, on the other hand, the persistence of a female care that appears to offer a fundamental tool of resistance, of vital female drive. The work is divided into three parts. The first is intended to read like a trip to this complex and fascinating corner of South America through a visual and ethnohistoric journey of the region, as well as a theoretical debate that defines gender violence and its particular condensation on border territories. The second part explores the women’s stories in-depth and follow the narrative thread of their biographies, rebuilding their experiences from their families of origin to their productive insertion on the TBA. Finally, the third part takes an in-depth look at the complex links between the social reproduction obligations that fall on women, and the gender violence on the TBA, stressing how they develop strategies to change their life conditions by establishing transborder circuits of care.
