Smart development policies are well adapted to the developed or intermediate regions containing at the same time rural and urban areas, but do not really function for the more rural or more peripheral regions. The development policies of rural areas must be adapted to their particular characteristics, to the structure of their economies (agriculture, small firms), as well as in their diversity (distant regions, intermediate regions, rural areas near the urban areas). It appears interesting to exploit natural and cultural amenities, to develop the multifunctional character of the agriculture, to promote territorial innovation under all its forms, to favor the synergies between the various uses of land and space, and to develop the knowledge on the ecological, socioeconomic processes, as well as on the mechanisms of territorial governance. These results are very important because they question the validity of the H2020 policy and the smart development and smart specialization policies and their applicability to the whole European area, and not only for the most urban and rich areas. It will be valuable reading for students, researchers and policy-makers in regional development, rural studies, spatial planning and economic geography.

Despite the fact that initial studies in this area were performed on phospholipid vesicles, there is an ever-increasing interest in the use of other molecules to obtain smart vesicular carriers focusing on strategies for targeted delivery. These systems can be obtained using newly synthesized smart molecules, or by intelligent design of opportune carriers to achieve specific delivery to the site of action. The drug/contrast agent-containing vesicles need to be directed to precise locations within the body to obtain desired magnitude and duration of the therapeutic or diagnostic effect. This spatial control in the delivery might open new avenues to modulate drug activity while avoiding side-effects and to optimize contrast agent properties while avoiding a broad distribution in the organism. However, delivering and targeting active substances into specific tissues and cells is still a challenge in designing novel therapeutic approaches against untreatable disorders, such as tumors and degenerative diseases.

Book excerpt: The Environmental Noise Directive (END) requires that a five-year updating of noise maps is carried out to check and report on the changes that have occurred during the reference period. The updating process is usually achieved using a standardized approach consisting of collecting and processing information through acoustic models to produce the updated noise maps. This procedure is time consuming and costly, and has a significant impact on the financial statement of the authorities responsible for providing the maps. Furthermore, the END requires that easy-to-read noise maps are made available to the public to provide information on noise levels and the subsequent actions to be undertaken by local and central authorities to reduce noise impacts. In order to update the noise maps more easily and in a more effective way, it is convenient to design an integrated system incorporating real-time noise measurement and signal processing to identify and analyze the noise sources present in the mapping area (e.g., road traffic noise, leisure noise, etc.) as well as to automatically generate and present the corresponding noise maps. This wireless acoustic sensor network design requires transversal knowledge, from accurate hardware design for acoustic sensors to network structure design and management of the information with signal processing to identify the origin of the measured noise and graphical user interface application design to present the results to end users. This book is collection in which several views of methodology and technologies required for the development of an efficient wireless acoustic sensor network from the first stages of its design to the tests conducted during deployment, its final performance, and possible subsequent implications for authorities in terms of the definition of policies. Contributions include several LIFE and H2020 projects aimed at the design and implementation of intelligent acoustic sensor networks with a focus on the publication of good practices for the design and deployment of intelligent networks in other locations.
