In the context of a fast aging population, Brazil’s greatest economic opportunity is to increase its labor productivity, especially that of youth. This report documents important new facts about the extent of the youth economic disengagement, while at school and at work. Today, close to half of the Brazilian youth aged 15-29 years old is not fully economically engaged, because they are neither working nor studying, are studying in schools of poor quality, or are working in informal and precarious jobs. The report shows how the youth prospects in the labor market are dimmed by policies favoring existing workers over new entrants; in addition, it shows how youth are often ill equipped to meet an increasingly challenging labor market. The report suggests new education, skills, and jobs policy changes that Brazil could prioritize moving forward, so that it can take advantage of the last wave of its demographic transition. The report discusses in particular depth policies aiming to increase learning and reduce school dropouts in upper secondary education, and labor market policies that aim to support more effective and faster youth transitions from school to work.

Economic policies reacted in a timely and decisive manner to the crisis, supporting millions of Brazilians. But a strong and inclusive recovery from the recession will require long-lasting improvements in economic policies. Improving fiscal outcomes remains one of Brazil’s principal challenges given a high debt burden, to which the pandemic has added significantly. Public spending will need to become more efficient, including by building on past progress in the fight against corruption and economic crimes. Social protection can be strengthened through a better focus on the most effective policies and benefits, which could allow significant reductions in inequality and poverty. Stronger growth will hinge on raising productivity, which has been virtually stagnant for decades. This requires addressing underlying policy challenges, including reducing regulatory burdens, reforming taxes, strengthening judicial efficiency and fostering a stronger integration into the global economy. Raising productivity implies reallocations and structural changes in the economy, which should be accompanied by well-designed training and education policies. Training with a strong focus on local skill demand can help workers master the transition and seize new opportunities to move into better jobs. Specifically, the authors focus on three types of training programs relevant for individuals who are leaving formal general schooling or are already in the labor market: pre-employment technical and vocational education and training (TVET); on-the-job training (OJT); and training-related active labor market programs (ALMPs). ALMPs are usually of shorter duration and target individuals who are seeking a second chance and who do not have access to TVET or OJT; these are often low-skilled unemployed or informal workers. Contrary to training-related ALMPs, pre-employment TVET is usually offered within the formal schooling track and tends to be administered by the ministries of education. The book discusses the main justifications for these programs and how they relate to market failures that can lead to underinvestment in training and misalignment between supply and demand for skills. Unfortunately, governments are also prone to failure and many of the programs that countries have adopted today are part of the problem and not the solution. This book proposes options to improve the design and implementation of current skills development systems. Clearly, the authors cannot cover all issues in detail. Training methods among TVET, OJT, and ALMP programs are quite different, ranging from classroom instruction, laboratory research, TVET workshops, and apprenticeship arrangements and internships in firms. All have different challenges and specificities. The report highlights the most important design features of the different programs and points to the main knowledge gaps and areas for future research and analysis. The book is organized into five chapters. Following this overview, chapter two introduces the policy framework that guides the analysis in the book. This framework describes the main market and government failures that require attention and identifies potential interventions to address them. Chapter's three to five then discuss the main challenges facing, respectively, TVET, OJT, and training-related ALMP programs and outlines recommendations to address them. The rest of this overview summarizes the main messages from each of the chapters and in the last section outlines the main knowledge gaps and proposes an agenda for future research and policy analysis.

Dinius argues that these workers, and their peers in similarly strategic industries, had the power to undermine the state capitalist development model prevalent in the large economies of postwar Latin America.

The book investigates the trends in earnings inequalities in developing countries to determine the main drivers. Particular attention is paid to extending the most conventional explanations of changes in earnings inequality, based on the relative abundance of skilled and unskilled labour, with recent theories that put the nature of tasks performed by workers in their jobs, rather than their skills, at the centre of the analysis. The latter approach has helped to explain relevant patterns recently observed in the trends in earnings inequality in the US and other industrialized countries. Developed countries have experienced a polarization in earnings and in employment, namely stronger growth in the earnings and jobs for the most and least skilled workers at the expense of those in the middle. This pattern has been attributed to differences in tasks-whether a given job is routine and can be automated or offshored-rather than skills, and has reduced employment and incomes in typical middle-class jobs in manufacturing and services. However, this narrative has been developed in the context of mature industrialized economies on the frontier of technological change that have also seen a large set of activities offshored to emergent economies. Evidence for developing countries, however, is still scarce and faces bigger challenges, both conceptual, and in terms of gathering the necessary data on earnings and task content of jobs. This book presents the main results of the UNU-WIDER project, The Changing Nature of Work and Inequality, aiming to fill this knowledge gap.

Book excerpt: The shift to a green economy is increasing the pace of change in labour markets and skill needs. This study of 21 countries, which represent 60 per cent of the world population, shows that economies moving towards greener production can seize the potential for job creation if they deal effectively with the coming structural change and transformation of existing jobs. The report examines the experiences of developed and developing countries in adjusting their training provision to meet new demand of a greener economy. It shows that while few new occupations emerge in the transition to greener work, massive change occurs in existing occupations. What is more, changes in skill profiles happen at all levels of qualifications and across all sectors, and require action to make the provision of education and training relevant to labour market needs. While the net employment effects of greening the economy are estimated to be positive, carbon-intensive industries are expected to lose jobs. Successful transitions from old to new, greener industries and occupations will require efficient retraining and skills upgrading. A key element of the transformation must be to target training initiatives to segments of the population typically at a disadvantage in the labour market. Skills development is critical to unlocking the employment potential of green growth, yet skills policies and environmental policies are still often dealt with in isolation from one another. To avoid future skill shortages, the report recommends that countries devise strategies based on well-informed policy decisions, social dialogue, and coordination among ministries and between employers and training providers.
