Book excerpt: The anthracite region of northeastern Pennsylvania, five hundred square miles of rugged hills stretching between Tower City and Carbondale, harbored coal deposits that once heated virtually all the homes and businesses in Eastern cities. At its peak during World War I, the coal industry here employed 170,000 miners, and supported almost 1,000,000 people. Today, with coal workers numbering 1,500, only 5,000 people depend on the industry for their livelihood. Between these two points in time lies a story of industrial decline, of working people facing incremental and cataclysmic changes in their world. When the Mines Closed tells this story in the words of men and women who experienced these dramatic changes and in more than eighty photographs of these individuals, their families, and the larger community.Award-winning historian Thomas Dublin interviewed a cross-section of residents and migrants from the region, who gave their own accounts of their work and family lives before and after the mines closed. Most of the narrators, six men and seven women, came of age during the Great Depression and entered area mines or, in the case of the women, garment factories, in their teens. They describe the difficult choices they faced, and the long-standing ethnic, working-class values and traditions they drew upon, when after World War II the mines began to shut down. Some left the region, others commuted to work at a distance, still others struggled to find employment locally.The photographs taken by George Harvan, a lifelong resident of the area and the son of a Slovak-born coal miner, document residents' lives over the course of fifty years. Dublin's introductory essay offers a brief history of anthracite mining and the region and establishes a broader interpretive framework for the narratives and photographs.

Book excerpt: In her book, The Closed Hand: Images of the Japanese in Modern Peruvian Literature, Rebecca Riger Tsurumi captures the remarkable story behind the changing human landscape in Peru at the end of the nineteenth century when Japanese immigrants established what would become the second largest Japanese community in South America. She analyzes how non-Japanese Peruvian narrators unlock the unspoken attitudes and beliefs about the Japanese held by mainstream Peruvian society, as reflected in works written between 1966 and 2006. Tsurumi explores how these Peruvian literary giants, including Mario Vargas Llosa, Miguel Gutiérrez, Alfredo Bryce Echenique, Carmen Ollé, Pilar Dughi, and Mario Bellatin, invented Japanese characters whose cultural differences fascinated and confounded their creators. She compares the outsider views of these Peruvian narrators with the insider perceptions of two Japanese Peruvian poets, José Watanabe and Doris Moromisato, who tap personal experiences and memories to create images that define their identities. The book begins with a brief sociohistorical overview of Japan and Peru, describing the conditions in both nations that resulted in Japanese immigration to Peru and concluding in contemporary times. Tsurumi traces the evolution of the terms "Orient" and "Japanese/Oriental" and the depiction of Asians in Modernista poetry and in later works by Octavio Paz and Jorge Luis Borges. She analyzes the images of the Japanese portrayed in individual works of modern Peruvian narrative, comparing them with those created in Japanese Peruvian poetry. The book concludes with an appendix containing excerpts from Tsurumi's interviews and correspondence in Spanish with writers and poets in Lima and Mexico City.

Book excerpt: The purpose of this book is to report on my 17 years of experience in the development and implementation of a closed functional method of treatment of certain fractures of long bones of the appendicular skeleton. My personal experiences, clinical results, and the basic concepts underlying the treatment philosophy are reported. Illustrations demonstrating the techniques of application of functional casts and braces are presented in detail as well as a step-by-step description of the management regime and a discussion of the behavior of fractures under this system. Indications and contraindications for the use of this method of treatment are clearly outlined. I consider it important to compile this information for I believe that the system has withstood the test of time and is sufficiently sound to be incorporated in the armamentarium of the orthopaedic surgeon. Also, it may have a favorable socioeconomic impact since it offers a viable alternative in the treatment of frac tures.

Book excerpt: Millions of people worldwide are affected by neurological disorders which disrupt the connections within the brain and between brain and body causing impairments of primary functions and paralysis. Such a number is likely to increase in the next years and current assistive technology is yet limited. A possible response to such disabilities, offered by the neuroscience community, is given by Brain-Machine Interfaces (BMIs) and neuroprostheses. The latter field of research is highly multidisciplinary, since it involves very different and disperse scientific communities, making it fundamental to create connections and to join research efforts. Indeed, the design and development of neuroprosthetic devices span/involve different research topics such as: interfacing of neural systems at different levels of architectural complexity (from in vitro neuronal ensembles to human brain), bio-artificial interfaces for stimulation (e.g. micro-stimulation, DBS: Deep Brain Stimulation) and recording (e.g. EMG: Electromyography, EEG: Electroencephalography, LFP: Local Field Potential), innovative signal processing tools for coding and decoding of neural activity, biomimetic artificial Spiking Neural Networks (SNN) and neural network modeling. In order to develop functional communication with the nervous system and to create a new generation of neuroprostheses, the study of closed-loop systems is mandatory. It has been widely recognized that closed-loop neuroprosthetic systems achieve more favorable outcomes for users then equivalent open-loop devices. Improvements in task performance, usability, and embodiment have all been reported in systems utilizing some form of feedback. The bi-directional communication between living neurons and artificial devices is the main final goal of those studies. However, closed-loop systems are still uncommon in the literature, mostly due to requirement of multidisciplinary effort. Therefore, through eBook on closed-loop systems for next-generation neuroprostheses, we encourage an active discussion among neurobiologists, electrophysiologists, bioengineers, computational neuroscientists and neuromorphic engineers. This eBook aims to facilitate this process by ordering the 25 contributions of this research in which we highlighted in three different parts: (A) Optimization of different blocks composing the closed-loop system, (B) Systems for neuromodulation based on DBS, EMG and SNN and (C) Closed-loop BMIs for rehabilitation.

Scholars have largely agreed, positing the president as an important counterbalance to the parochial impulses of members of Congress. This supposed fact is often invoked in arguments for concentrating greater power in the executive branch. Douglas L. Kriner and Andrew Reeves challenge this notion and, through an examination of a diverse range of policies from disaster declarations, to base closings, to the allocation of federal spending, show that presidents, like members of Congress, are particularistic. Presidents routinely pursue policies that allocate federal resources in a way that disproportionately benefits their more narrow partisan and electoral constituencies. Though presidents publicly don the mantle of a national representative, in reality they are particularistic politicians who prioritize the needs of certain constituents over others.
