Book excerpt: The International Joint Commission is required to report to the governments of Canada and the United Sates ate least biennially on its findings with respect to the implementation of the Great Lakes Water Quality Agreement. Normally the Commission's Biennial Reports made after each biennial Meeting reflect primarily the results of the Commission's consideration of the reports of its Great Lakes Water Quality and Great Lakes Science Advisory Boards for the two years since the preceding Biennial Report. This Biennial Report is also prepared with the benefit of having available to us the substantial and useful reports of these Boards. (...)on this occasion, the Report should also discuss specifically the input we have received from the public, and particularly the public input at the Biennial Meeting itself.

Available in PDF, EPUB and Kindle. Book excerpt: Earth is imperiled. Human activities are adversely affecting the land, water, air, and myriad forms of biological life that comprise the ecosystems of our planet. Indicators of global warming and holes in the ozone layer inhibit functions vital to the biosphere. Environmental damage to the planet becomes damaging to human health and well-being now and into the future--and too often that damage affects those who are least able to protect themselves. Can religion make a positive contribution to preventing further destruction of biological diversity and ecosystems and threats to our earth? Jame Schaefer thinks that it can, and she examines the thought of Christian Church fathers and medieval theologians to reveal and retrieve insights that may speak to our current plight. By reconstructing the teachings of Augustine, Thomas Aquinas, and other classic thinkers to reflect our current scientific understanding of the world, Schaefer shows how to "green" the Catholic faith: to value the goodness of creation, to appreciate the beauty of creation, to respect creation's praise for God, to acknowledge the kinship of all creatures, to use creation with gratitude and restraint, and to live virtuously within the earth community.

It covers not only the history of chlorine production, but also looks at its products, their effects on the global environment, and the international legislation which controls their use, release, and disposal. Individual chapters are dedicated to subjects such as releases of organochlorines into the environment, and the environmental impact of ozone depletion, providing simple explanations of these complex issues. These are backed up with case studies of landmark events in the history of the chlorine industry - for example the Seveso explosion or the Yusho and Yu-Cheng mass poisonings. With a clear, concise text and numerous compilations of critical data, this book will prove an invaluable source reference for environmental scientists, students, and policy makers with an interest in this subject.

This is the question that the public, scientists and managers are asking the International Joint Commission after a quarter-century of cooperative action by the United States and Canadian governments to clean up the Great Lakes. This volume contains papers from the workshop on Environmental Results, hosted in Windsor, Ontario, by the Great Lakes Science Advisory Board of the International Joint Commission, on September 12 and 13, 1996. The Great Lakes have been through almost a century of severe pollution from the manufacture, use and disposal of chemicals. In the 1960s wildlife biologists started to investigate the outbreaks of reproductive failure in fish-eating birds and ranch mink and to link these to exposure to organochlorine compounds. Human health researchers in the 1980s and 1990s linked growth retardation, behavioral anomalies and deficits in cognitive development with maternal consumption of Great Lakes fish prior to pregnancy. The Great Lakes became the laboratory where the theory of endocrine disruptors was first formulated. Now a group of Great Lakes scientists, hosted by the International Joint Commission, has compiled the story of the trends in the concentrations and effects of persistent toxic substances on wildlife and humans. The technical papers review the suitability of various organisms as indicators, and present the results of long-term monitoring of the concentrations and of the incidence of effects. The evidence shows that there was an enormous improvement in the late 1970s, but that in the late 1990s there are still concentrations of some persistent toxic substances that have stubbornly remained at levels that continue to cause toxicological effects.

Paramount to both policymakers and researchers in the field of water law, the current status of transboundary water cooperation schemes and how these operate in China is of global significance. Grounded in international experience, this comprehensive volume provides readers with an up-to-date overview of current international transboundary water resource sharing policies and practices, including detailed case studies at both domestic and international levels. The authors discuss existing international laws, treaties, and principles that may stimulate transboundary water cooperation and dialogue, and then analyse a number of international experiences with treaties in North America, Eastern Europe, and Central Asia. They take stock of China’s water resource issues, legal practices and options, examine case studies of China’s southern shared rivers, and explore some innovative approaches to cooperative management of shared waters within China. The articles in this book were originally published in the journal Water International.

Book excerpt: What if modern society put a priority on the material security of its citizens and the ecological integrity of its resource base? What if it took ecological constraint as a given, not a hindrance but a source of long-term economic security? How would it organize itself, structure its industry, shape its consumption? Across time and across cultures, people actually have adapted to ecological constraint. They have changed behavior; they have built institutions. And they have developed norms and principles for their time. Today's environmental challenges—at once global, technological, and commercial—require new behaviors, new institutions, and new principles. In this highly original work, Thomas Princen builds one such principle: sufficiency. Sufficiency is not about denial, not about sacrifice or doing without. Rather, when resource depletion and overconsumption are real, sufficiency is about doing well. It is about good work and good governance; it is about goods that are good only to a point. With examples ranging from timbering and fishing to automobility and meat production, Princen shows that sufficiency is perfectly sensible and yet absolutely contrary to modern society's dominant principle, efficiency. He argues that seeking enough when more is possible is both intuitive and rational—personally, organizationally and ecologically rational. And under global ecological constraint, it is ethical. Over the long term, an economy—indeed a society—cannot operate as if there's never enough and never too much.

Book excerpt: In 1978 Canada and the United States concluded an agreement for the protection and enhancement of water quality in the Great Lakes based on the ecosystem approach to management. Since ratification of this agreement, little progress has been made in practical application of this concept to basin-wide management for the Great Lakes. At the same time public concern for the quality of the Great Lakes and their future has risen dramatically. As a result, the need has arisen for a practical, authoritative explanation of the ecosystem concept. This volume, written by highly qualified authorities, addresses these important ecological, political, and economic issues in a systematic and informative manner. In this study, the ecosystem concept and its objectives are defined. The institutional structure that has evolved for governance of the Great Lakes, the need for a more effective governance structure, and prospects for rehabilitation of the Great Lakes Waters are crucial issues considered. The management question is the single most important policy question with respect to the Great Lakes and this is the only study available that brings together all pertinent information and provides steps for new and constructive management of the Great Lakes.
