Book excerpt: In 1855 the Coos, Lower Umpqua, and Siuslaw tribes of Oregon signed the Empire Treaty with the United States, which would have provided them rights as federally acknowledged tribes with formal relationships with the U.S. government. The treaty, however, was never ratified by Congress; in fact, the federal government lost the document. Tribal leaders spent the next century battling to overcome their quasi-recognized status, receiving some federal services for Indians but no compensation for the land and resources they lost. In 1956 the U.S. government officially terminated their tribal status as part of a national effort to eliminate the government?s relationship with Indian tribes. These tribes vehemently opposed termination yet were not consulted in this action. ø In Seeking Recognition, David R. M. Beck examines the termination and eventual restoration of the Confederated Tribes at Coos, Lower Umpqua, and Siuslaw some thirty years later, in 1984. Book excerpt: Bartering with the Bones of their Dead tells the unique story of a tribe whose members waged a painful and sometimes bitter twenty-year struggle among themselves about whether to give up their status as a sovereign nation. Over one hundred federally recognized Indian tribes and bands lost their sovereignty after the Eisenhower Administration enacted a policy known as termination, which was carefully designed to end the federal-Indian relationship and to dissolve Indian identity. Most tribes and bands fought this policy; the Colville Confederated Tribes of north-central Washington State offer a rare example of a tribe who pursued termination. Some Colville tribal members who favored termination wanted a life free from federal supervision and a return to the era when each band of the confederation managed its own affairs. Other termination advocates simply sought the financial payout that termination promised. Opponents of termination wanted to protect tribal identities and lands, hoped to preserve the Colville heritage and homeland for future generations, and sought to compel the federal government to live up to its promises. Laurie Arnold tells the story of those years on the Colville reservation with the perspective both of a thorough and careful historian and of an insider who grew up listening to the voices and memories of her elders. Now available in paperback for the first time, this volume presents first-person accounts of events threatening, changing, and shaping the lives of Oregon Indians, from "first encounters" in the late eighteenth century to modern tribal economies. The book's seven thematic sections are arranged chronologically and prefaced with introductory essays that provide the context of Indian relations with Euro-Americans and tightening federal policy. Each of the nearly seventy documents has a brief introduction that identifies the event and the speakers involved. Most of the book's selections are little known. Few have been previously published, including treaty council minutes, court and congressional testimonies, letters, and passages from travelers' journals. Oregon Indians opens with the arrival of Euro-Americans and their introduction of new technology, weapons, and diseases. The role of treaties, machinations of the Oregon volunteers, efforts of the US Army to protect the Indians but also subdue and confine them, and the emergence of reservation programs to "civilize" them are recorded in a variety of documents that illuminate nineteenth-century Indian experiences. Twentieth-century documents include Tommy Thompson on the flooding of the Celilo Falls fishing grounds in 1942, as well as Indian voices challenging the "disastrous policy of termination," the state's prohibition on inter-racial marriage, and the final resting ground of Kennewick Man. Selections in the book's final section speak to the changing political atmosphere of the late twentieth century, and suggest that hope, rather than despair, became a possibility for Oregon tribes.
