Book excerpt: Since 1945, it is estimated, more people have perished as a result of gross human rights violations than as a result of war, yet we have little knowledge of why governments commit gross human rights violations. The present study, seeking to obtain an understanding of the causes underlying gross human rights violations, compares the human rights situation in a country where gross human rights violations are the rule (Guatemala) with the situation in a country where this type of violations does not occur (Costa Rica). The focus of the study is on the short-term sources within the political system which are perceived by those in power as a threat to their power and which trigger gross human rights violations. Furthermore, the long-term sources or background factors which set the stage and allow gross human rights violations to be perpetrated are analysed. The study concludes by highlighting the causes of gross human rights violations and briefly addresses how these violations are presently dealt with in Guatemala.

Here in this book are outlined, along with the achievements, the shortcomings and the most pressing challenges. Far from seeking an extemporaneous autonomy, Social History of Punitive Institutions wants to try to find its own feasibility based on intersections and good mixings. Those objectives were considered by the Study Group about History of Prison and Punitive Institutions (Grupo de Estudio sobre la Historia de la Prisión y las Instituciones Punitivas, GEHPIP) –an interuniversity team and with central office at Universidad de Castilla-La Mancha (UCLM)– when organising what it decided to name in an homonymous way 1st International Congress on History of Prison and Punitive Institutions (I Congreso Internacional sobre Historia de la Prisión y las Instituciones Punitivas), held in Ciudad Real (Spain) from 10 to 12 April 2013. Tercero, porque el modelo bolivariano ofrece una respuesta democrática y solidaria al capitalismo salvaje que propone el neo-liberalismo en la actualidad. Venezuela hoy nos ofrece algo radicalmente diferente, es "la posibilidad optimista" de una democracia nueva, solidaria, soberana, socialista, moderna, no dogmática y por qué no, ecológica.
