La historia contemporánea nos muestra que el conocimiento es poder, como lo es también la actividad científica en sus conexiones con la innovación tecnológica y los esquemas globales. El avance del conocimiento plantea rupturas de paradigmas que han impulsado la transformación de las sociedades. Galileo es tal vez uno de los mejores ejemplos de ello, y los inventores de la fisión nuclear también lo son: grandes cambios en el conocimiento tienen impactos diversos que ilustran los vínculos de la ciencia con otros aspectos de la sociedad. El avance de la ciencia tiene consecuencias y efectos insospechados en el desarrollo de la humanidad.Los nuevos esquemas globales han profundizado las brechas en un mundo de excluidos, de desigualdad mundial. En los primeros años del siglo XXI las posibilidades de desarrollo e inserción en el mundo globalizado paralos países pobres, están en función de su ingreso a la llamada «sociedad del conocimiento». Pero la realidad indica que, no solamente se han profundizado las diferencias en la distribución mundial de la riqueza, sino que las brechas se reflejan también como desigualdades en la distribución y acceso al conocimiento y a las nuevas tecnologías. Ello es evidencia de que el conocimiento es, asimismo, asunto de poder y exclusión. Al igual que la riqueza, la ciencia está dividida en dos mundos -por lo menos dos- y el acceso al conocimiento dista de ser democrático. A pesar del aumento constante de la riqueza planetaria, la mitad de la humanidad vive con menos de dos dólares por día, y hay en el mundo 876 millones de analfabetos donde el 64% son mujeres. En los países de América Latina y el Caribe 42 millones de personas son analfabetas, con un 55% de mujeres, y pertenecen en su mayoría al 20% más pobre de la población. Los países pobres invierten menos del 1% del PIB en Investigación y Desarrollo (I+D), y los países ricos, entre 2 y 3%, o más. El número de científicos por cada millón de habitantes de los países en desarrollo es entre 10 y 30 veces inferior al de los países desarrollados. Así, América Latina y el Caribe tienen menosde 150.000 investigadores, 3,5% del total mundial, mientras que los Estados Unidos cuentan con un millón (cerca del 25% de los investigadores del mundo), y el 90% de las personas que participan en actividades científicasy tecnológicas reside en los siete países más industrializados del mundo. El 91% de los usuarios de Internet se concentra en los países de la Organización para la Cooperación Económica y el Desarrollo (OCDE). Además, un 93,3% del total mundial de internautas pertenece al 20% de la población más rica y sólo un 0,2% a los más pobres.

Book excerpt: On a mountainside in sunny Tuscany, in October 1989, 96 people from 23 countries on five continents gathered to learn and teach about the problems of managing contemporary science. The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
