Book excerpt: The first formulations of linear boundary value problems for analytic functions were due to Riemann (1857). In particular, such problems exhibit as boundary conditions relations among values of the unknown analytic functions which have to be evaluated at different points of the boundary. Singular integral equations with a shift are connected with such boundary value problems in a natural way. Subsequent to Riemann's work, D. Hilbert (1905), C. Haseman (1907) and T. Carleman (1932) also considered problems of this type. About 50 years ago, Soviet mathematicians began a systematic study of these topics. The first works were carried out in Tbilisi by D. Kveselava (1946-1948). Afterwards, this theory developed further in Tbilisi as well as in other Soviet scientific centers (Rostov on Don, Ka zan, Minsk, Odessa, Kishinev, Dushanbe, Novosibirsk, Baku and others). Beginning in the 1960s, some works on this subject appeared systematically in other countries, e. g. , China, Poland, Germany, Vietnam and Korea. In the last decade the geography of investigations on singular integral operators with shift expanded significantly to include such countries as the USA, Portugal and Mexico. It is no longer easy to enumerate the names of the all mathematicians who made contributions to this theory. Beginning in 1957, the author also took part in these developments. Up to the present, more than 600 publications on these topics have appeared.

For planar elements, analytical integration may be possible 1,2,6. However, it is becoming increasingly important in practical boundary element codes to use curved elements, such as the isoparametric elements, to model general curved surfaces. Since analytical integration is not possible for general isoparametric curved elements, one has to rely on numerical integration. When the distance d between the source point and the element over which the integration is performed is sufficiently large compared to the element size (d> 1), the standard Gauss-Legendre quadrature formula 1,3 works efficiently. However, when the source is actually on the element (d=O), the kernel 1I~ becomes singular and the straight forward application of the Gauss-Legendre quadrature formula breaks down. These integrals will be called singular integrals. Singular integrals occur when calculating the diagonals of the influence matrices.

This treatment is intended to satisfy three requirements: 1) that it be general enough to handle families of singular curves, 2) that it be reasonably self-contained, and 3) that the constructions given be readily adaptable to the process of adding norms and metrics such as is done in the second half of the paper. The second half of the work is devoted to developing a class of intersection functions for singular curves that behaves analogously to the canonical Green's functions introduced by Arakelov for smooth curves. These functions are called intersection functions since they give a measure of intersection over the infinite places of a number field. The intersection over finite places can be defined in terms of the standard apparatus of algebraic geometry. Finally, the author defines an intersection theory for arithmetic surfaces that includes a large class of singular arithmetic surfaces. This culminates in a proof of the arithmetic Riemann-Roch theorem.
