Book excerpt: A methodology was developed to conduct diagnostic performance assessment and simulation of alternative delivery scenarios in pressurized irrigation distribution networks. It consists of three components, an agro-hydrologic model able to forecast peak water demand hydrographs, a hydraulic model with capability of simulating the network behavior under different flow configurations, and a set of performance indicators for conducting assessments of performance achievements relative to specified targets. As a preliminary work, the current delivery schedule of an existing pressurized irrigation network (system 1) and the resulting effects on crop irrigation management were analyzed by simulating soil water balance and irrigation scheduling at field level. Simulations allowed analyzing the on-farm irrigation management under the current rotation deliveries, and comparing it with an alternative flexible irrigation scheduling to maximize crop yields. Results at field level were up-scaled to the entire command area of the system, showing the usefulness of soil water balance and of irrigation scheduling as analytical tools to demonstrate the inconsistency between the current water delivery and crops' and farmers' requirements. This preliminary work also allowed highlighting the need for modernizing the irrigation management in the first of the two study areas considered for the present research work (system 1 located in the province of Taranto, southern Italy). An existing agro-hydrological model conceived to forecast water demand hydrographs in pressurized delivery networks was enhanced through several refinements and amendments of the computation algorithms. The refined model was applied for validation at different management levels on an existing pressurized irrigation system (system 2) located in the province of Foggia, southern Italy, where water withdrawals by farmers and the main hydraulic parameters are recorded on a continuous basis for monitoring purposes. Results from validation showed that the model is capable of forecasting with good accuracy the timing of peak-demand periods, the seasonal demand irrigation volumes, as well as the hydrographs of hourly flow rates demanded by farmers during these peak periods, especially when it is applied to large multi-cropped command areas. Performance indicators, originally conceived for diagnostic assessment in canal systems, were modified for application to pressurized distribution networks, and reference standard values were proposed. These indicators were then applied for validation to the second study area (irrigation system 2), where records of water deliveries are available, and showed their usefulness for diagnostic performance assessments. Finally, the proposed methodology for diagnostic assessment and simulation of deliveries was applied to two tail-end districts of the first study area (irrigation system 1) and enabled the analysis of networks performances under different flow configurations. This application showed the usefulness of the combined analysis and simulation tools for addressing physical and operational aspects of modernization of poor performing delivery networks.

Book excerpt: Smallholder irrigation systems–where farm sizes generally range from a fraction of a hectare to 10 hectares–pose special management problems, especially where the water available for irrigation is frequently less than the demand. The intensity of system adjustments required to meet individual farmer demands, and the administrative complexity of measuring and accounting water deliveries have generally proven excessive when attempting to meet “on demand” schedules, resulting in chaos (often characterized by illegal tampering with infrastructure, and vast differences of water use intensity at different locations in the system). The alternative–provision of a simple service, based on proportional sharing of available supplies on the basis of landholdings–has been resilient for many years over vast areas. The approach is based on a clear delineation between the part of the irrigation system that is actively managed (at various flow rates and water levels) and the part of the system that operates either at full supply level (with proportional division of water down to the level at which farmers rotate among their individual farms), or is completely shut. This operational design is known as a “structured” system, and has well-defined hydraulic characteristics, simplifying operation and management, in turn allowing a clearer definition of water entitlements and the responsibilities of agency staff and farmers. The approach is particularly suited to areas where water is scarce and discipline is needed to ration water among users. An additional benefit, which has been demonstrated in modeling studies using a well–proven model relating to water and yield, is that the productivity of water (which is more important than the more traditional productivity of land when water is scarce) is substantially increased when deficit irrigation is practiced–a widely observed and predictable response to rationed water supplies. Structured systems are most suited where water is scarce, clear definition of water entitlements is needed, management capacity is limited, and investment resources are limited. The approach to determining critical aspects of a structured system design is described in this report.

However, this management transfer has been in many cases poorly implemented. Frequently reported problems are: inappropriate design; poorly specified management functions; ineffective accountability; unclear ownership of the collective infrastructure; and a lack of support services for achieving the transfer of management with success. In the Petrolina-Juazeiro region in the Northeast of Brazil, the CODEVASF (Company for the Development of the VaIleys of the São Francisco and the Pamaíba Rivers) has started to graduaIly transfer the management of public irrigation schemes to districts or local management entities. The districts are responsible for every day management, but they also need to make strategic decisions that affect the sustainability (technical, financial, socio-economic, environmental) of the irrigation schemes in the long run. This dissertation was set up in the irrigation projects of Mandacaru and Maniçoba, to analyse the scheme management by the main intemal stakeholders (scheme manager versus farmers), as weIl as to support them to solve problems and to plan ahead. The research focused on the interaction between the scheme manager's water supply and the farmers' water demand, since it is the central function inside the irrigation scheme. The water demand and the supply are analysed from a planning perspective, throughout the life cycle of the irrigation scheme, from the assumptions for its initial design to the operational reality at present. The analysis has shown that the scheme manager has been facing several difficulties to adjust his plan of water supply to the evolution of the water demand. The main reasons for these difficulties are: low margin of manoeuvre in the initial design of the water supply; the scheme manager's poor insight in the diversity of the farmers and their water demand, which is related to the district's lack of planning and monitoring of the parameters that affect water demand; and low capacity of the district to fund the cost of major adjustments without public financial support. A simulation model was developed to support the stakeholders' reflections on altemative plans of the water supply and demand. The modelling of the collective water supply is limited to its main infrastructure and organizational parameters. The coIlective water demand is modeI\ed by using a farm typology that gives a simplified representation of the diversity of the farms in the irrigation scheme, as well as their water demands. The main output of the model is the coverage of the water demand by the water supply at scheme levei. The aim of the modelling approach was to provide support to stakeholders so that they can simulate and evaluate prospective scenarios of the water demand and alternative plans of the water supply, for example the possibility to increase the water supply by organizing water delivery to farmers at night. During both the analysis of management processes and the modelling phase, a discussion group composed of district staff, farmers' representatives and technical assistance was involved. The feedback of the discussion group, as well as their questions and evolving demands, has shown the interest of the approach to support the stakeholders' learning process in irrigation management, and to link different functions of scheme management. Indeed, the debates within the discussion groups have gone far beyond the strict scope of the water flow between the district and the farmers, to tackle strategic issues at the individual and the collective levels. ln this respect, analyses and modelling approaches were also undertaken to support on-farm irrigation management in relation to the risk of soil salinization, and to support the choice of a water tariff system. Further analysis of the real contribution of this type of decision support methods in the stakeholders' learning process of irrigation management needs to be undertaken on other case studies, so as to evaluate their real interest and transferability to other specific situations of irrigation scheme management.
