Book excerpt: The Government's waste policy for England and Wales was set out in the 'Waste Strategy 2000' document published in May 2000 (Cm 4693, ISBN 0101469322). Waste legislation is negotiated in the European Union, and most national waste policy is now devolved with Wales, Scotland and Northern Ireland having their own waste strategies. The Committee's report examines the Government's waste management strategy, mainly for England, and in particular, the promotion of waste management options that are further up the 'waste hierarchy', as set out in the European Community's Framework Directive on Waste (Council Directive 75/442/EEC). This states that waste prevention and minimisation of waste generation should the first priority, followed in descending order of desirability, by re-use and recycling options, use of waste as an energy source, incineration without energy recovery and landfilling. The focus of the report is on municipal waste, mostly from household consumption, and it looks at broad aspects that need attention, priorities that should be set, and the incentives required to permit sustainable waste management. Amongst its conclusions, the Committee calls on the Government to demonstrate it has moved UK priorities away from arguments about different forms of waste disposal and towards a more efficient and less wasteful approach to resources.
