The education sector is exemplary for the challenge faced by Germany, and indeed Europe, of harnessing the benefits of digital technology while navigating concerns around sovereignty. It encompasses education as a core public good, a rapidly growing field of business, and growing pools of highly sensitive personal data. The report describes pathways to mitigating the tension between digitalization and sovereignty at three different levels – state, economy, and individual – through the lens of concrete technical projects in the education sector: the HPI Schul-Cloud (state sovereignty), the MERLOT data spaces (economic sovereignty), and the openHPI platform (individual sovereignty).

It is a transformation as fundamental as that caused by the industrial revolution. In her political guidelines, Commission President von der Leyen stressed the need for Europe to lead the transition to a healthy planet and a new digital world. This twin challenge of a green and digital transformation has to go hand-in-hand. It requires, as set out in the European Green Deal, an immediate change of direction towards more sustainable solutions which are resource-efficient, circular and climate-neutral. It requires that every citizen, every employee, every business person has a fair chance, wherever they live, to reap the benefits of our increasingly digitised society. Digital solutions such as communications systems, artificial intelligence or quantum technologies can enrich our lives in many ways. But the benefits arising from digital technologies do not come without risks and costs. Citizens no longer feel in control over what happens with their personal data and are increasingly overloaded by artificial solicitations of their attention. And malicious cyberactivity may threaten our personal well-being or disrupt our critical infrastructures and wider security interests. This substantive societal transformation calls for a profound reflection at all levels of society as to how Europe can best meet, and continue to meet, these risks and challenges. It will require a huge effort, but Europe undoubtedly has the means to bring about this better digital future for everyone.

Book excerpt: The Joint Research Centre (JRC) of the European Commission has developed several frameworks and tools that scientifically define relevant aspects and processes related to the digital transformation of education. These resources aim to achieve more systemic and complex visions of these processes in education that will allow the agents involved to understand new constructs and to situate their reality within these proposals. The main goal of this study is to explore and understand the role of these European Commission frameworks and self-reflection tools (DigComp, DigCompOrg, DigCompEdu, SELFIE and SELFIEforTEACHERS) in the development of regional political approaches. In particular, this study explores the proposals and plans developed by every Autonomous Community in Spain to increase their teachers' and schools' Digital Competences (DC) in the last few years. The study is based on a collection of interviews with the government responsible for every Spanish territory. Based on these interviews, a case for each region is presented using a narrative and visual approach. The results highlight the importance of DigCompEdu as a framework that goes beyond the instrumental vision of the digital transformation of education, helping institutions to envisage, design and structure it. SELFIE is considered a critical tool for school awareness and digital planning. In addition, the results consolidate the evidence of diverse approaches towards digital transformation, especially given the context of Spain, where the remit of education lies at the regional level. Finally, we present policy recommendations based on the results found in this study.
