Book excerpt: Incidents of sexual harassment and assault contradict the academies' core values to treat all with dignity and respect. Yet, since 2003, each of the Department of Defense (DOD) academies and the Coast Guard Academy has experienced at least one incident. In 2003, Congress directed DOD to establish programs and to submit annual reports, and although not required, the Coast Guard Academy, within the Department of Homeland Security, has taken similar action. GAO was asked to review sexual harassment and assault programs at the academies. This report evaluates (1) the academies' programs to prevent, respond to, and resolve sexual harassment and assault cases; (2) the academies' visibility over sexual harassment and assault incidents; and (3) DOD and Coast Guard oversight of their academies' efforts. GAO analyzed data for program years 2003 through 2006, reviewed requirements, met with service and academy officials, and interviewed randomly selected students at each academy. GAO suggests that Congress consider requiring the Coast Guard Academy to submit data for DOD's annual report and to participate in assessments methodologically comparable to those administered by DOD. GAO is also making recommendations to DOD and the Coast Guard to improve oversight of sexual assault and harassment at their academies. Both agencies concurred or partially concurred with GAO's recommendations.

Book excerpt: Each year, the Department is required to conduct an assessment of policies and programs to address sexual harassment and sexual assault at the Military Service Academies (MSAs). The following is a brief synopsis of last year's key findings compared with this year's key findings. This Year's Key Findings - APY 12-13 Reports of sexual assault decreased at two of three MSAs, with 53 reports made by cadets and midshipmen during APY 12-13 for events they experienced while they were in military service. Of the 53 reports, 89% involved cadet/midshipman on cadet/midshipman crime. An additional 5 reports involved civilian victims who reported being sexually assaulted by a cadet or midshipman. No unwanted sexual contact rate is available, as no survey was conducted during this academic program year. A survey is being fielded in 2014 to update past-year prevalence rates of unwanted sexual contact and sexual harassment. The 53 victims who reported a sexual assault for an incident that occurred while they were in military service during APY 12-13 is less than the 58 victims that reported in APY 11-12. Because there was no survey to establish a prevalence rate for this past academic year, the Department cannot say with certainty whether the decrease in reporting this year at the MSAs was due to fewer assaults occurring, or due to fewer victims opting to report. Given focus group feedback, cadets and midshipmen feel that incidents would be taken seriously by MSA leadership and dealt with immediately. However, they remain concerned that reporting a sexual assault will impact their reputation and social standing with classmates. In the report that follows, the Department has made numerous recommendations that will help address perceptions that deter reporting, and advance and sustain an environment of dignity and respect at the MSAs.

It addresses (1) the extent to which sexual harassment occurred at the academies, the forms it took, & its effects on those subjected to it, & (2) an evaluation of the academies' efforts to eradicate sexual harassment. The report concludes that the academies have not met DoD's broad human charter goals or its policy of providing an environment that is free from sexual harassment. The academies generally have complied with the minimum requirements DoD has established for sexual harassment eradication programs. Identifies several approaches to sexual harassment prevention that may prove effective at the academies.

Book excerpt: Women have been allowed to attend U.S. military academies since the mid-1970s. This Congressional report from 2003 outlines a well-known case of sexual misconduct that several female cadets experienced at the Air Force Academy. Sexual harassment and assault continue to be a significant threat to women who serve in the armed forces. According to a 2011 report in Newsweek, a woman is more likely to experience a sexual assault by a fellow soldier than to die in combat.

Book excerpt: Over the last few decades, research, activity, and funding has been devoted to improving the recruitment, retention, and advancement of women in the fields of science, engineering, and medicine. In recent years the diversity of those participating in these fields, particularly the participation of women, has improved and there are significantly more women entering careers and studying science, engineering, and medicine than ever before. However, as women increasingly enter these fields they face biases and barriers and it is not surprising that sexual harassment is one of these barriers. Over thirty years the incidence of sexual harassment in different industries has held steady, yet now more women are in the workforce and in academia, and in the fields of science, engineering, and medicine (as students and faculty) and so more women are experiencing sexual harassment as they work and learn. Over the last several years, revelations of the sexual harassment experienced by women in the workplace and in academic settings have raised urgent questions about the specific impact of this discriminatory behavior on women and the extent to which it is limiting their careers. Sexual Harassment of Women explores the influence of sexual harassment in academia on the career advancement of women in the scientific, technical, and medical workforce. This report reviews the research on the extent to which women in the fields of science, engineering, and medicine are victimized by sexual harassment and examines the existing information on the extent to which sexual harassment in academia negatively impacts the recruitment, retention, and advancement of women pursuing scientific, engineering, technical, and medical careers. It also identifies and analyzes the policies, strategies and practices that have been the most successful in preventing and addressing sexual harassment in these settings.

Book excerpt: A fully revised and updated edition to a classic bestseller, The Macho Paradox is the first book to show how violence against women is a men's issue—and how all genders can come together to stop it. From the #MeToo movement to current discussions about gender norms in schools, sports, politics, and media culture, The Macho Paradox incorporates the voices and experiences of the women, men, and others who have confronted the problem of gender violence from all angles. Bestselling author Jackson Katz is a pioneering educator and activist on the topic of men's violence against women. In this revised edition of his heralded book, Katz outlines the ways in which cultural ideas about "manhood" contribute to men's sexually harassing and abusive behaviors and that men have a positive role to play in challenging and changing the sexist cultural norms that too often lead to gender violence. This important book for abused women covers topics ranging from mental and emotional abuse to sexual harassment to domestic violence and is a vital read for women with controlling partners or as a self-help book for men. Praise for The Macho Paradox: "A candid look at the cultural factors that lend themselves to tolerance of abuse and violence against women."—Booklist "If only men would read Katz's book, it could serve as a potent form of male consciousness-raising."—Publishers Weekly "These pages will empower both men and women to end the scourge of male violence and abuse. Katz knows how to cut to the core of the issues, demonstrating undeniably that stopping the degradation of women should be every man's priority."—Lundy Bancroft, author of Why Does He Do That?: Inside the Minds of Angry and Controlling Men

Book excerpt: In the past thirty years, it has become evident that the U.S. military faces widespread and ongoing challenges related to harassment and sexual assault. Despite prevention efforts, estimated sexual assaults are increasing, reporting is decreasing, and the problem persists across all branches of the military. Servicewomen who have experienced and survived these abuses drive the analysis in this book, and their voices are central to these pages. In Hardship Duty: Women's Experiences with Sexual Harassment, Sexual Assault, and Discrimination in the U.S. Military, Stephanie Bonnes focuses on the puzzle of how sexual abuse remains highly prevalent in an organization that has dynamic policies, prevention strategies, and evolving education programs designed to combat sexual violence. Drawing primarily on in-depth interviews with fifty servicewomen, Hardship Duty uncovers how masculinity and misogyny are entangled in the organization's structure, policies, values, physical spaces, and culture in ways that create sexual abuse vulnerability. Bonnes demonstrates how privileging masculinity and denigrating femininity at the organizational level encourages harassment at the interpersonal level, how servicewomen are often forced to cope with harassment and sexual abuse on their own--despite policies designed to assist victims--and how women who do report are often treated like institutional enemies, harassed more, and face resistance from the institution. With multiple stories of sexual harassment and sexual assault from U.S. servicewomen, this book not only opens the doors to a normally closed institution, but it also gives voice to those who are marginalized and often silenced within it.

Book excerpt: The U.S. Senate held a hearing to address two issues facing the nation's armed service academies--honor systems and sexual harassment. This was the first of several oversight hearings to be held regarding the service academies. Two events prompted the Senate to hold these hearings: (1) a cheating scandal at the U.S. Naval Academy that began in 1992; and (2) the publication of a U.S. General Accounting Office (GAO) report in 1994 entitled "DOD Service Academies: More Action Needed to Eliminate Sexual Harassment." The Hearing consisted of the presentations of three panels to the Subcommittee on Force Requirements and Personnel. The first panel, consisting of U.S. Ambassador Richard Armitage and Vice Admiral David M. Bennett, discussed the cheating scandal at the U.S. Naval Academy. The second panel, made up of GAO personnel, summarized the findings of their 1994 report on sexual harassment. The superintendents of the three service academies comprised the final panel. They discussed honor systems and sexual harassment at their institutions and the steps the academies had made to address these issues. The hearing document includes the presentations of all three panels as well as text from the GAO report and the "Report of the Honor Review Committee to the Secretary of the Navy On Honor at the United States Naval Academy." Available in PDF, EPUB and Kindle. Book excerpt: Sexual assault and harassment in the military have been a critical subject for years. Many victims may be reluctant to press charges because of fear of retaliation, damage to their careers, and widespread uncertainty regarding the military justice system. However, when circumstances arise, there are resources available to assist victims and families in their efforts to report, seek help, and recover from the effects of sexual assault. Yet, finding those resources can be challenging, especially in a time of crisis. Sexual Assault in the Military serves as an easy-to-use, comprehensive reference guide for military members and their families about sexual assault and harassment. While more and more attention focuses on getting victims to report their abuse, accessing information can still be difficult for service-members. Understanding that the military is making changes, and offering support is a necessary step towards how best to treat these cases and how to get help and justice. Cheryl Lawhorne-Scott and Don Philpott discuss the current state of affairs, the systems in place, and the supports available to victims and families. They provide documents that outline how reporting can and should take place, how cases should be handled through the military justice system, and how and where victims can access resources, including counseling. By providing this information in one ready resource, the authors hope to assist in changing the culture of silence and fear, as well as provide education surrounding military sexual assault and harassment.
