Unacceptable workers have existing marginalisations magnified by their association with the industry, with migrant sex workers produced as devious or exploited, and transgender women’s involvement with the industry used to deny them the right to public space. The conditions attached to acceptability reveal how neoliberal discourses of choice, desire, authenticity, and personal responsibility inform the formation of sex work in the public eye.

From the 1840s until 1917, prostitution was legally tolerated across the Russian Empire under a system known as regulation. Medical police were in charge of compiling information about registered prostitutes and ensuring that they followed the strict rules prescribed by the imperial state governing their visibility and behaviour. The vast majority of women who sold sex hailed from the lower classes, as did their managers and clients. This study examines how regulation was implemented, experienced, and resisted amid rapid urbanization, industrialization, and modernization around the turn of the twentieth century. Each chapter examines the lives and challenges of different groups who engaged with the world of prostitution, including women who sold sex, the men who paid for it, mediators, the police, and wider urban communities. Drawing on archival material from Russia, Ukraine, Belarus, Latvia, Lithuania, and Estonia, Policing Prostitution illustrates how prostitution was an acknowledged, contested, and ever-present component of lower-class urban society in the late imperial period. In principle, the tsarist state regulated prostitution in the name of public order and public health; in practice, that regulation was both modulated by provincial police forces who had different local priorities, resources, and strategies, and contested by registered prostitutes, brothel madams, and others who interacted with the world of commercial sex.

(Ty prosto shliukha, dorogaia!), a novel about sexual slavery and illegal organ harvesting; the Nympho trilogy of books featuring a Chechen-fighting sex addict; and the Mad Dog and Antikiller series of books and films recounting, respectively, the exploits of the Russian Rambo and an assassin killing in the cause of justice. In Transpacific Attachments, Lily Wong studies the mobility and mobilization of the sex worker figure through transpacific media networks, illuminating the intersectional politics of racial, sexual, and class structures. Transpacific Attachments examines shifting depictions of Chinese sex workers in popular media—from literature to film to new media—that have circulated within the United States, China, and Sinophone communities from the early twentieth century to the present. Wong explores Asian American writers’ articulation of transnational belonging; early Hollywood’s depiction of Chinese women as parasitic prostitutes and Chinese cinema’s reframing the figure as a call for reform; Cold War–era use of prostitute and courtesan metaphors to question nationalist narratives and heteronormativity; and images of immigrant brides against the backdrop of neoliberalism and the flows of transnational capital. She focuses on the transpacific networks that reconfigure Chineseness, complicating a diasporic framework of cultural authenticity. While imaginations of a global community have long been mobilized through romantic, erotic, and gendered representations, Wong stresses the significant role sex work plays in the constant restructuring of social relations. “Chineseness,” the figure of the sex worker shows, is an affective product as much as an ethnic or cultural signifier.
