Book excerpt: This report represents the first phase of a study by a task group convened by the Space Studies Board to ascertain whether it should attempt to develop a methodology for recommending priorities among the various initiatives in space research (that is, scientific activities concerned with phenomena in space or utilizing observations from space). The report argues that such priority statements by the space research community are both necessary and desirable and would contribute to the formulation and implementation of public policy. The report advocates the establishment of priorities to enhance effective management of the nation's scientific research program in space. It argues that scientific objectives and purposes should determine how and under what circumstances scientific research should be done. The report does not take a position on the controversy between advocates of manned space exploration and those who favor the exclusive use of unmanned space vehicles. Nor does the report address questions about the value or appropriateness of Space Station Freedom or proposals to establish a permanent manned Moon base or to undertake a manned mission to Mars. Book excerpt: Finding an effective and reasonably objective method for setting priorities across scientific disciplines is something of a holy grail of science policy, and one whose urgency continues to grow. The Space Studies Board Task Group on Priorities in Space Research presented a thorough analysis of the pros and cons of priority setting and recommended that an effort to develop such a method proceed. The next phase involved this task group, and eventually the full Board, in an ambitious attempt to construct a formal, semiquantitative methodology to set priorities among major space science projects using both scientific and societal criteria. They also conducted a trial application of the methodology to a set of hypothetical space science initiatives. This is a report on the methodology and this exercise. Like a great many worthy scientific experiments, this exercise did not yield exactly what the framers had anticipated. In particular, the Board was not able to reach a consensus on the task group's methodology for setting priorities. This report contains an analysis of general issues in priority setting and presents a valuable record of the strengths and weaknesses of the task group's proposed methodology, one among many possible approaches. This report will inform continuing efforts in this area, including a recently undertaken, congressionally mandated Board study. The latter study is following a different approach toward different, but related, goals—agency organization and technology utilization are being analyzed together with the research priority-setting problem.

This activity, renamed Project Prometheus in 2004, was initiated because of the inherent limitations in photovoltaic and chemical propulsion systems in reaching many solar system objectives. To help determine appropriate missions for a nuclear power and propulsion capability, NASA asked the NRC for an independent assessment of potentially highly meritorious missions that may be enabled if space nuclear systems became operational. This report provides a series of space science objectives and missions that could be so enabled in the period beyond 2015 in the areas of astronomy and astrophysics, solar system exploration, and solar and space physics. It is based on but does not reprioritize the findings of previous NRC decadal surveys in those three areas.

For some observers, "consumption" is at the root of global environmental threats: wealthy individuals and societies use far too much of the earth's resource base and should scale back their appetites to preserve the environment for future generations and allow a decent life for the rest of the world. Other observers see affluence as the way to escape environmental threats: economic development increases public pressure for environmental protection and makes capital available for environmentally benign technologies. The arguments are fed by conflicting beliefs, values, hopes, and fearsâ€"but surprisingly little scientific analysis. This book demonstrates that the relationship of consumption to the environment needs careful analysis by environmental and social scientists and conveys some of the excitement of treating the issue scientifically. It poses the key empirical questions: Which kinds of consumption are environmentally significant? Which actors are responsible for that consumption? What forces cause or explain environmentally significant consumption? How can it be changed? The book presents studies that open up important issues for empirical study: Are there any signs of saturation in the demand for travel in wealthy countries? What is the relationship between environmental consumption and human well-being? To what extent do people in developing countries emulate American consumption styles? The book also suggests broad strategies that scientists and research sponsors can use to better inform future debates about the environment, development, and consumption.

Book excerpt: Both the President's commission on how to implement the President's space exploration initiative and Congress asked the NRC undertake an assessment and review of the science proposed to be carried out under the initiative. An initial response to that request was the NRC February 2005 report, Science in NASA's Vision for Space Exploration. While that report's preparation, NASA created capabilities and strategy roadmapping efforts which became the object of the next phase of the NRC review. The new NASA administrator modified that NASA activity resulting in changes in the NRC review effort. This report provides a review of six science strategy roadmaps: robotic and human exploration of Mars; solar system exploration; universe exploration; search for earth-like planets; earth science and applications from space; and sun-earth system connection. In addition, an assessment of cross-cutting and integration issues is presented.
