Book excerpt: For many citizens primary health care is the first point of contact with their health care system, where most of their health needs are satisfied but also acting as the gate to the rest of the system. In that respect primary care plays a crucial role in how patients value health systems as responsive to their needs and expectations. This volume analyses the way how primary are is organized and delivered across European countries, looking at governance, financing and workforce aspects and the breadth of the service profiles. It describes wide national variations in terms of accessibility, continuity and coordination. Relating these differences to health system outcomes the authors suggest some priority areas for reducing the gap between the ideal and current realities.

Available in PDF, EPUB and Kindle. Book excerpt: by RolfM. Jeker, Federal Office for Foreign Economic Affairs Services have only quite recently become an important issue in foreign economic policy and particularly in international trade negotiations. Trade policy was traditionally perceived to deal almost exclusively with exports and imports of goods. The increasing importance of services both nationally and internationally is, mainly, due to the gains in agricultural and industrial productiv ity (freeing resources for services activities), and the progress in communication technology, facilitating trade in invisibles. Notable examples of contractual and legal frameworks for services in international trade relations are the internal market program of the European Community extended by the Agreement on the European Economic Are. a (EEA) to EFTA countries, the multi lateral Uruguay-Round negotiations under the auspices of the GATT on a General Agreement on Trade in Services (GATS), and the North American Free Trade Agreement (NAFTA) signed by the United States, Canada and Mexico. This trend is of particular significance to Switzerland, a country where services contribute about 65% to the value added of the economy, a share which will probably still increase somewhat. Ser vices also contribute to an important extent to the traditional surplus in the current account of the Swiss balance of payments. Switzerland clearly has comparative advantages in the field of ser vices, as is well demonstrated by its long and successful tradition in key services sectors like banking, insurance, tourism, consulting and engineering.

Available in PDF, EPUB and Kindle. Book excerpt: Swiss citizens approve of their government and the way democracy is practiced; they trust the authorities and are satisfied with the range of services Swiss governments provide. This is quite unusual when compared to other countries. This open access book provides insight into the organization and the functioning of the Swiss state. It claims that, beyond politics, institutions and public administration, there are other factors which make a country successful. The authors argue that Switzerland is an interesting case, from a theoretical, scientific and a more practice-oriented perspective. While confronted with the same challenges as other countries, Switzerland offers different solutions, some of which work astonishingly well.

All differ in some way because they are heavily shaped by the nature and performance of publicly financed health systems and by the contexts in which they have evolved. This volume contains short structured profiles of markets for VHI in 34 countries in Europe. These are drawn from European Union member states plus Armenia Iceland Georgia Norway the Russian Federation Switzerland and Ukraine. The book is aimed at policy-makers and researchers interested in knowing more about how VHI works in practice in a wide range of contexts. Each profile written by one or more local experts identifies gaps in publicly-financed health coverage describes the role VHI plays outlines the way in which the market for VHI operates summarises public policy towards VHI including major developments over time and highlights national debates and challenges. The book is part of a study on VHI in Europe prepared jointly by the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe. A companion volume provides an analytical overview of VHI markets across the 34 countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book is a journey in largely uncharted territory. It derives from a concerted effort, commissioned by the Swiss Federal Office for Foreign Economic Affairs, to gather comparable information on eight service industries of a country where statistical information about the services sector is particularly scarce. The book is also unique in that it provides the international reader with detailed descriptions of the regulatory framework governing these service industries and relating them totheir current and future expected performance. Special attention is paid to the issue of returns to scale, which are considered crucial in the enlarged market created by the "EC 92" initiative. Applying the tool of DataEnvelopment Analysis where the data permit, it is found however that large service firms seem to have already exploited existing returns to scale. In all, this book constitutes a valuable reference to anyone attempting to asses the future outlook of services in a small open economy that for some time in the future is likely to remain outside the European Community.

Book excerpt: Why has Switzerland - a tiny, land-locked country with few natural advantages - become so successful for so long at so many things? In banking, pharmaceuticals, machinery, even textiles, Swiss companies rank alongside the biggest and most powerful global competitors. How did they get there? How do they continue to refresh themselves? Does the Swiss 'Sonderfall' (special case) provide lessons others can learn and benefit from? Can the Swiss continue to perform in a hyper-competitive global economy? Swiss Made offers answers to these and many other questions about the country as it describes the origins, structures and characteristics of the most important Swiss companies. The authors suggest success is due to a large degree to sound entrepreneurial thinking and an openness to new ideas. And they venture a surprising forecast on the country's ability to keep pace in an age of globalisation.

Available in PDF, EPUB and Kindle. Book excerpt: Balancing the Commons in Switzerland outlines continuity and change in the management of common-pool resources such as pastures and forests in Switzerland. The book focuses on the differences and similarities between local institutions (rules and regulations) and forms of commoners’ organisations (corporations of citizens and corporations) which have managed common property for several centuries and have shaped the cultural landscapes of Switzerland. At the core of the book are five case studies from the German, French and Italian speaking regions of Switzerland. Beginning in the Late Middle Ages and focusing on the transformative periods in the nineteenth and twentieth centuries, it traces the internal and external political, economic and societal changes and examines what impact these changes had on commoners. It goes beyond the work of Robert Netting and Elinor Ostrom, who discussed Swiss commons as a unique case of robustness, by analysing how local commoners reacted to, but also shaped, changes by adapting and transforming common property institutions. Thus, the volume highlights how institutional changes in the management of the commons at the local level are embedded in the public policies of the respective cantons, and the state, which generates a high heterogeneity and an actual laboratory situation. It shows the power relations and very different routes that local collective organisations and their members have followed in order to cope with the loss of value of the commons and the increased workload for maintaining common property management. Providing insightful case studies of commons management, this volume delivers theoretical contributions and lessons to be learned for the commons worldwide. This book will be of great interest to students and scholars of the commons, natural resource management and agricultural development.

Book excerpt: This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.
