Book excerpt: Based on the work of the WASHCost project run by the IRC International Water and Sanitation Centre (IRC), this book provides an evaluation of the water, sanitation and hygiene (WASH) sectors in the context of developing countries and is the first systematic study of applying the life-cycle cost approach to assessing allocations. It presents unit cost estimates of the WASH sector across geographic locations and technologies, including rural and peri-urban areas, and these are compared with service levels. It analyses detailed data from more than 5000 households across nine agro-climatic zones in Andhra Pradesh State in India. Key issues assessed include poverty analysis of service levels, cost drivers and factors at the village and household level, and governance aspects such as transparency, accountability and value for money in relation to unit costs and service levels. This is the most comprehensive study of the WASH sector in India and elsewhere that utilises the life-cycle cost approach, along with GIS, econometric modelling and qualitative research methods. Not only does it contribute to research and methodology in this area, but the analysis also provides valuable insights for planners, policy makers and bi-lateral donors. The authors show how the methodology can also be applied in other developing country contexts.

The first development concerns the possible role of small towns in migration flows and urbanization. Development of small towns, in the form of improved basic services and other amenities, has been promoted in order to abate the impact of urbanization on large urban centres and to alleviate service provision pressures in major urban centers, whilst stimulating rural economies and eventually prompting social transformations. The second development concerns the targets set by the SDGs in 2015. SDG6 requires countries to ensure universal and equitable water services by 2030. This inclusive target requires that the water services needs of small towns are considered in the expansion of sustainable and equitable water services. This book aims to contribute to the study of water services in small towns by critically examining different approaches and experiences of water supply in small towns. It brings together empirical testimonies of how the implementation of reductionist models and the perseverance of certain principles underlying these models in the water sector have yielded suboptimal results. Much remains to be done before achieving universal service coverage in small towns is likely. In order to do that, we should start speaking of small towns as a category on their own and continue the work in elaborating further what these are and how they work. The term business services, refers to the range of non financial services provided to micro and small enterprises (MSEs) at various stages in their development. They embody a market development approach to the provision of support services1. This Occasional Paper presents findings from a study conducted on approaches to the design and delivery of business services to farmers and rural entrepreneurs. The paper is based upon an extensive literature review of BDS and other business-related service interventions, supported by selected case studies in Asia and Africa. Business services are aimed at assisting farmers and rural entrepreneurs to overcome internal and external constraints to their farm business start-up, development and performance. Contained within the broad concept are such activities as group training, individual counselling, advice, the development of new commercial entities, technology development and transfer, information provision, business links and policy advocacy.
