Book excerpt: The time is right for a critical reassessment of Cold War culture both because its full cultural impact remains unprocessed and because some of the chief paradigms for understanding that culture confuse rather than clarify. A collection of the work of some of the best cultural critics writing about the period, American Literature and Culture in an Age of Cold War reveals a broad range of ways that American cultural production from the late 1940s to the present might be understood in relation to the Cold War. Critically engaging the reigning paradigms that equate postwar U.S. culture with containment culture, the authors present suggestive revisionist claims. Their essays draw on a literary archive--including the works of John Updike, Joan Didion, Richard E. Kim, Allen Ginsberg, Edwin Denby, Alice Childress, Frank Herbert, and others--strikingly different from the one typically presented in accounts of the period. Likewise, the authors describe phenomena--such as the FBI's surveillance of writers (especially African Americans), biopolitics, development theory, struggles over the centralization and decentralization of government, and the cultural work of Reaganism--that open up new contexts for discussing postwar culture. Extending the timeline and expanding the geographic scope of Cold War culture, this book reveals both the literature and the culture of the time to be more dynamic and complex than has been generally supposed.

Book excerpt: This survey is a product of the Quadrennial Defense Review (QDR) 2001 Working Group, a project of the Institute for National Strategic Studies at the National Defense University. Sponsored by the Chairman of the Joint Chiefs of Staff, the working group is an independent, honest-broker effort intended to build intellectual capital for the upcoming QDR. More specifically, it aims to frame issues, develop options, and provide insights for the Chairman, the services, and the next administration in three areas: defense strategy, criteria for sizing conventional forces, and force structure for 2005-2010. One of the group's initial tasks was to assess the future security environment to the year 2025. This was pursued by surveying the available literature to identify areas of consensus and debate. The goal was to conduct an assessment that would be far more comprehensive than any single research project or group effort could possibly produce. This survey documents major areas of agreement and disagreement across a range of studies completed since the last QDR in 1997. Because it distills a variety of sources and organizes and compares divergent views, this volume makes a unique contribution to the literature. It also provides a particularly strong set of insights and assumptions on which both strategists and force planners can draw in the next Quadrennial Defense Review. This survey does not claim to predict or illustrate all possible wars that Anmrica might face between now and the year 2025. Rather, it attempts, through analysis of representative and reputable sources, to incorporate the most likely characteristics of the future security environment into a single scenario, while heightening our awareness of dissenting viewpoints and plausible wild cards.

The worldwide explosion in the quantity and quality of information and products available to the general public user, the ready accessibility to the information, and the affordability in acquiring any desired data or product is creating a transparent world at an alarming rate. In the future, anyone can affordably keep tabs on the actions of everyone else. Hence, the U.S. military must consciously begin to investigate ways to maintain its military advantage in this rapidly evolving, and increasingly transparent world. It must minimize the impact transparency has on how we will fight wars and conduct contingency actions. We must not be caught by surprise. Maintaining U.S. military competitiveness will require multifaceted solutions ... This study investigates how the U.S. can retain its military advantage in the coming age of transparency. The inevitable economic presure of the "web," or more generall information e-commerce, is advancing the rate of global transparency...
