Book Synopsis Building capability in the Senior Civil Service to meet today's challenges by : Great Britain: National Audit Office
Download or read book Building capability in the Senior Civil Service to meet today's challenges written by Great Britain: National Audit Office and published by Stationery Office. This book was released on 2013-06-19 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government now accepts the urgent need for a leadership group that can think across departmental boundaries and lead change but there is still a long way to go to change the long-standing culture of the Senior Civil Service. The NAO watchdog welcomed the ambition of the Civil Service Reform Plan and emphasised the urgent need to make progress, given that the plan underpinned the Government's chances of achieving further efficiency savings. At present there are significant skills shortages, particularly in the areas of commerce, project management, digital delivery and change leadership. In December 2012, only four out of 15 Permanent Secretaries at major delivery departments had significant operational delivery and commercial experience. The 24 professional networks in the civil service lack influence across departmental 'silos' and may not be the right groupings to meet the needs of the modern service. The Government intends to open up the service, with more internal transfers and free flow of skills to and from the private sector, and build on an approach already in place for the top 200. But the proportion of new recruits from the private sector fell in 2009-10 as departments cut spending, and has yet to recover. Promotion to the Senior Civil Service is becoming so financially unattractive as to put off talented people. The NAO warns that the latest moves to increase pay flexibility and offer incentives for business critical roles may not be enough to recruit, motivate and retain the right people.
Book Synopsis Decentralizing The Civil Service by : Rhodes, R.A. W.

Available in PDF, EPUB and Kindle. Book excerpt: The authors also explore two controversial propositions. First they ask whether Britain is moving from the unitory, strong executive of the "Westminster model" to a "differentiated polity" characterized by institutional fragmentation. Second, they consider whether an unintended consequence of recent changes is a 'hollowing out of the state'. Is the British executive losing functions downwards to devolved governments and special-purpose bodies and outwards to regional offices and agencies with a resulting loss of central capacity? Substantial empirical data (both quantitative and qualitative) has been amassed here in order to give answers to these questions.

Book Synopsis Civil Service Systems in East and Southeast Asia by : Chong-Min Park
Download or read book Civil Service Systems in East and Southeast Asia written by Chong-Min Park and published by Taylor & Francis. This book was released on 2022-12-30 with total page 260 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book compares contemporary civil service systems across East and Southeast Asia, a dynamic region of greater diversity in local administrative tradition, imported models of modern administration, and the character of prevailing political institutions. Featuring chapters on Japan, South Korea, Taiwan, Singapore, Hong Kong, Vietnam, Indonesia, Thailand, Malaysia, and the Philippines, this book provides a detailed analysis of key aspects of the civil service system, including centralization, recruitment, classification, openness of positions, performance assessment, promotion, training, and senior civil service. It distinguishes four modes of public employment, namely, bureaucratization, professionalization, politicization, and marketization, to develop a conceptual framework for comparing the civil service system at the operational level. The region’s contemporary civil service systems appear to be hybrid systems that combine, at varying degree, these modes of public employment, responding to administrative reform pressures. The patterns of public employment across East and Southeast Asia reflect local administrative traditions, imported Western models of administration, and the relative timing of democratization and bureaucratization. With contributions from leading local experts across the region, this book will be invaluable to students, scholars, and practitioners interested in Asian public administration, especially civil service systems.

Book excerpt: This is the thirty-fourth report on senior salaries with the remit of providing independent advice to the Prime Minister, the Lord Chancellor, the Secretary of State for Defence and the Secretary of State for Health on the remuneration of holders of judicial office; senior civil servants; senior officers of the armed forces; very senior managers in the NHS; and other such public appointments. However it covers the second year of the Government's pay freeze for public sector workers paid over £21,000 a year. Therefore, no recommendations for the relevant remit groups could be made. The Review Body report concentrates accordingly on any evidence about recruitment, retention or motiviation, and sets out its views on changes it would like to see in the pay and performance management systems for the remit groups, systems which are nearly all currently under review.

Book Synopsis The Official History of the British Civil Service by : Rodney Lowe
Download or read book The Official History of the British Civil Service written by Rodney Lowe and published by Routledge. This book was released on 2020-05-07 with total page 414 pages. Available in PDF, EPUB and Kindle. Book excerpt: This second volume of The Official History of the British Civil Service explores the radical restructuring of the Civil Service that took place during the Thatcher and Major premierships from 1982 until 1997, after a period of confusion and disagreement about its future direction. The book brings a much-needed historical perspective to the development of the ‘new public management’, in which the UK was a world-leader, and considers difficult questions about the quality of democratic governance in Britain and the constitutional position of its Civil Service. Based on extensive research using government papers and interviews with leading participants, it concentrates on attempts to reform the Civil Service from the centre. In doing so, it has important lessons to offer all those, both inside and outside the UK, seeking to improve the quality, efficiency and accountability of democratic governance. Particular light is shed on the origins of such current concerns as: The role of special advisers The need for a Prime Minister’s Department The search for cost efficiency Accountability to Parliament and its Select Committees Civil Service policy-making capacity and implementation capability. This book will be of much interest to students of British history, government and politics, and public administration.
