Book excerpt: Despite the pervasive high incidence of poverty, Paraguay has not responded adequately to the need to develop a policy, aimed at providing effective protection to the population. In recent decades the social protection policies in Paraguay were not able to reduce the exposure to, and the consequences of social risks, due to flawed diagnosis, inappropriate program design, poor implementation, and budgetary restrictions. Nonetheless, the Government has identified some of these problems in recent years, and attempted to formulate reform proposals, but political and institutional obstacles prevented their implementation. Even though the Secretary for Social Action has developed the National Strategy for the Reduction of Poverty and Inequity, the institutional reforms and the protection programs proposed in it, have not been implemented. Likewise, both from the Executive Branch, and from parliamentary sectors, there have been attempts to reform the pension system, but no minimal consensus was reached, to enable discussion, and approval in Congress. Social protection policies and programs in Paraguay result from an approach to the problem, characterized by the absence of an integral strategic vision. The sector evolved as the accumulation of partial attempts to promote social protection actions, strongly influenced by sectoral interests, but it was rarely developed in an integrated manner, or based on a rigorous analysis of the real needs of the population. The report suggests that a sound proposal for restructuring the sector, requires the explicit formulation of a conceptual framework, in order to identify the priorities in a rigorous manner, and establish consistent methodologies for the selection, and execution of actions, developing an integral vision for the social protection policy in the country. In the context of this report, the interest is focused on a particular type of risk, which appears as central among the population's multiple problems: the insufficiency of monetary resources, expressed through poverty. In reference to that goal, we consider the two main components of the social protection policy: social assistance and pension systems. With respect to social assistance, the focus is directed to programs, and actions aimed at alleviating poverty of the population in general. Frank O. Mora and Jerry W. Cooney tell how an initially rocky beginning between the two countries, marked by diplomatic posturing, shows of military force, and failed business schemes, gave way to a calmer period during which the United States backed Paraguay's territorial claims against its neighbors, prospects grew brighter for American entrepreneurs, and Paraguay embraced Pan-Americanism. It was not until the 1930s that the two countries engaged in earnest as the United States attempted to mediate the Chaco War between Paraguay and Bolivia. Then, as the authors write, "hemispheric solidarity in World War II, the cold war in Latin America, the 'balance of power' among states in the Río de la Plata, and the question of U.S. support for, or aid to, Latin American dictators" became matters of mutual interest. The dictatorship of Alfredo Stroessner (1954-89) spanned much of this era, and a shared attitude of realpolitik typified U.S.-Paraguayan relations during his rule. Post-Stroessner, the United States has stood by Paraguay during its transition to democracy, despite lingering concerns about such issues as drug trafficking and intellectual piracy. The countries should grow closer with time, the authors conclude, if Paraguay resists the continent's leftward political shift and remains a solid partner in U.S. antiterror initiatives in South America.

One of the major "hot borders" in the Western Hemisphere, the Triple Frontera is associated with drug and human trafficking, contraband, money laundering, and terrorism. It's also a place where residents, particularly on the Argentine side, are subjected to increased governmental control and surveillance. How does a scholar tell a story about a place characterized by illicit international trading, rampant violence, and governmental militarization? Jusionyte inventively centered her ethnographic fieldwork on a community of journalists who investigate and report on crime and violence in the region. Through them she learned that a fair amount of petty, small-scale illicit trading goes unreported—a consequence of a community invested in promoting the idea that the border is a secure place that does not warrant militarized attention. The author's work demonstrates that while media is often seen as a powerful tool for spreading a sense of danger and uncertainty, sensationalizing crime and violence, and creating moral panics, journalists can actually do the opposite. Those who selectively report on illegal activities use the news to tell particular types of stories in an attempt to make their communities look and ultimately be more secure.
