The publication states that the United States was never prepared to help create Afghan police and military forces capable of protecting that country from internal and external threats. Talmadge's framework for understanding battlefield effectiveness focuses on four key sets of military organizational practices: promotion patterns, training regimens, command arrangements, and information management. Different regimes face different domestic and international threat environments, leading their militaries to adopt different policies in these key areas of organizational behavior.Authoritarian regimes facing significant coup threats are likely to adopt practices that squander the state's military power, while regimes lacking such threats and possessing ambitious foreign policy goals are likely to adopt the effective practices often associated with democracies. State fragility or failure are endemic, with no fewer than one-third of the states in the United Nations earning a "high warning"-or worse-in the Fragile States Index, and an equal number suffering a decline in sustainability over the past decade.1 State weakness invites a range of illicit actors, including international terrorists, globally networked insurgents, and transnational criminal organizations (TCOs). The presence and operations of these entities keep states weak and incapable of effective governance, and limit the possibility of fruitful partnerships with the United States and its allies. Illicit organizations and their networks fuel corruption, eroding state legitimacy among the governed, and sowing doubt that the state is a genuine guardian of the public interest. These networks can penetrate the state, leading to state capture, and even criminal sovereignty.2 A growing number of weak and corrupt states is creating gaping holes in the global rule-based system of states that we depend on for our security and prosperity. Indeed, the chapters of this book suggest the emergence of a highly adaptive and parasitic alternative ecosystem, based on criminal commerce and extreme violence, with little regard for what we commonly conceive of as the public interest or the public good. The last 10 years have seen unprecedented growth in interactivity between and among a wide range of illicit networks, as well as the emergence of hybrid organizations that use methods characteristic of both terrorist and criminal groups. In a convergence of interests, terrorist organizations collaborate with cartels, and trafficking organizations collude with insurgents. International terrorist organizations, such as al-Qaeda and Hezbollah, engage energetically in transnational crime to raise funds for their operations. Prominent criminal organizations like Los Zetas in Mexico and D-Company in Pakistan have adopted the symbolic violence of terrorists-the propaganda of the deed-to secure their "turf." And networked insurgents, such as the Islamic State of Iraq and the Levant (ISIL), the Revolutionary Armed Forces of Colombia (FARC), and the Liberation Tigers of Tamil Eelam (LTTE), have adopted the techniques of both crime and terror.

Book excerpt: This book examines the management of ‘state fragility’ and the practices and impacts of quantification over relations of power in international politics. With the further movement towards quantification, and as technical and technological changes advance, this book argues that certain important quantifying practices can be understood in terms of symbolic power, which is more nuanced and subtle. The aim is that such an understanding can also open space for considering other instances of power that are blurred and nuanced in current international politics. By looking at how the merging of conflict and development issues in the fragile states agenda has been fed by and has fed the authority of ever-perfectible numbers, the book offers an approach to address the difficulty in dealing with profound inequality without presuming domination. Instead, the example of the g7+ group of self-labelled ‘fragile states’ and its tools indicate that quantification has reached a point of no return, but it has done so through indirect practices of management and with the complicity, so to say, of those deemed least favoured by it. This shows that there is little chance that policy-makers and academics can escape dealing with numbers and there is much to be gained by understanding how complex and knowingly imperfect statistics become authoritative and widespread. This book will be of much interest to students of critical security studies, International Political Sociology, development studies, and IR in general.

Book excerpt: Exploring how the U.S. military can move beyond Iraq and Afghanistan Since the September 11, 2001, attacks, the U.S. military has been fighting incessantly in conflicts around the globe, often with inconclusive results. The legacies of these conflicts have serious implications for how the United States will wage war in the future. Yet there is a stunning lack of introspection about these conflicts. Never in modern U.S. history has the military been at war for so long. And never in U.S. history have such long wars demanded so much of so few. The legacy of wars without end include a military that feels the painful effects of war but often feels alone. The public is less connected to the military now than at any point in modern U.S. history. The national security apparatus seeks to pivot away from these engagements and to move on to the next threats—notably those emanating from China and Russia. Many young Americans question whether it even makes sense to invest in the military. At best, there are ad hoc, unstructured debates about Iraq or Afghanistan. Simply put, there has been no serious, organized stock-taking by the public, politicians, opinion leaders, or the military itself of this inheritance. Despite being at war for the longest continuous period in its history, the military is woefully unprepared for future wars. But the United States cannot simply hit the reset button. This book explores this inheritance by examining how nearly two decades of war have influenced civil-military relations, how the military goes to war, how the military wages war, who leads the military and who serves in it, how the military thinks about war, and above all, the enduring impact of these wars on those who waged them. If the U.S. military seeks to win in the future, it must acknowledge and reconcile with the inheritance of its long and inconclusive wars. This book seeks to help them do so.
