Available in PDF, EPUB and Kindle. Book excerpt: Across Africa, growing economic inequality, instability and urbanization have led to the rapid spread of private security providers. While these PSPs have already had a significant impact on African societies, their impact has so far received little in the way of comprehensive analysis. Drawing on a wide range of disciplinary approaches, and encompassing anthropology, sociology and political science, Private Security in Africa offers unique insight into the lives and experiences of security providers and those affected by them, as well as into the fragile state context which has allowed them to thrive. Featuring original empirical research and case studies ranging from private policing in South Africa to the recruitment of Sierra Leoneans for private security work in Iraq, the book considers the full implications of PSPs for security and the state, not only for Africa but for the world as a whole.

Book excerpt: The past decade has seen rapid growth in the private security industry, both in Africa and globally. Private security companies have diversified their activities to include military advice and training, arms procurement, intelligence gathering, logistical and medical support and in limited instances, combat and operational support. As a result many African governments have engaged the services of internationally-operating private security companies, such as the American firms MPRI (Military and Professional Resources International), Dyncorp and PAE (Pacific Architects and Engineers), while more ‘traditional’ security companies such as Saracen, Gray Security and others are active in a number of countries such as Kenya, Uganda and South Africa.

Available in PDF, EPUB and Kindle. Book excerpt: South Africa boasts the largest private security sector in the entire world, reflecting deep anxieties about violence, security, and governance. Twilight Policing is an ethnographic study of the daily policing practices of armed response officersÑa specific type of private security officerÑand their interactions with citizens and the state police in Durban, South Africa. This book shows how their policing practices simultaneously undermine and support the state, resulting in actions that are neither public nor private, but something in between, something Òtwilight.Ó Their performances of security are also punitive, disciplinary, and exclusionary, and they work to reinforce post-apartheid racial and economic inequalities. Ultimately, Twilight Policing helps to illuminate how citizens survive volatile conditions and to whom they assign the authority to guide them in the process.

Available in PDF, EPUB and Kindle. Book excerpt: Focusing on the South African city of Durban, Security in the Bubble looks at spatialized security practices, engaging with strategies and dilemmas of urban security governance in cities around the world. While apartheid was spatial governance at its most brutal, postapartheid South African cities have tried to reinvent space, using it as a “positive” technique of governance. Christine Hentschel traces the contours of two emerging urban regimes of governing security in contemporary Durban: handsome space and instant space. Handsome space is about aesthetic and affective communication as means to making places safe. Instant space, on the other hand, addresses the crime-related personal “navigation” systems employed by urban residents whenever they circulate through the city. While handsome space embraces the powers of attraction, instant space operates through the powers of fleeing. In both regimes, security is conceived not as a public good but as a situational experience that can. No longer reducible to the after-pains of racial apartheid, this city’s fragmentation is now better conceptualized, according to Hentschel, as a heterogeneous ensemble of bubbles of imagined safety.

Book excerpt: The aim of this monograph is to inform the revision process of the 1977 OAU/AU Convention on the Elimination of Mercenarism in Africa. A strong argument is made for the need for a new continental approach to deal with the new modalities of traditional mercenarism, which involve an emerging and flourishing industry comprised of private military and security companies. It is hoped that the ISS work on the subject of the privatisation of security will bring about a better understanding of the role of the private security sector in peacekeeping and in state and corporate security in Africa, give momentum to an appropriate regulatory regime for private military sector engagement in Africa, including the elimination of mercenary activity and the revision of the OAU/AU Mercenary Convention, and give momentum to and make inputs on the development of appropriate legislative and regulatory frameworks for the regulation of private security companies in Africa countries.

Book excerpt: Across the globe, from mega-cities to isolated resource enclaves, the provision and governance of security takes place within assemblages that are de-territorialized in terms of actors, technologies, norms and discourses. They are embedded in a complex transnational architecture, defying conventional distinctions between public and private, global and local. Drawing on theories of globalization and late modernity, along with insights from criminology, political science and sociology, Security Beyond the State maps the emergence of the global private security sector and develops a novel analytical framework for understanding these global security assemblages. Through in-depth examinations of four African countries – Kenya, Nigeria, Sierra Leone and South Africa – it demonstrates how global security assemblages affect the distribution of social power, the dynamics of state stability, and the operations of the international political economy, with significant implications for who gets secured and how in a global era.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the evolution, function, problems and prospects of private security companies in the maritime sector. The private security industry continues to evolve after its renaissance over the past few decades, first in Africa, and later in Iraq and Afghanistan. Despite this, little academic work has been done to date on the role of private security in the maritime environment. This lacuna has become more pronounced as the threat of piracy, terrorism, and other acts of maritime political violence have caused littoral states and commercial entities alike to consider the use of private security to mitigate risks. Maritime Private Security is an edited volume specifically dedicated to combating the absence of academic research in this area. The discussion of this multi-faceted subject is organised into four key parts: Part I: The Historical and Contemporary Market in Maritime Private Security Services Part II: The Emergence of Private Anti-Piracy Escorts in the Commercial Sector Part III: The Privatization of Coast Guard Services Part IV: Private Security Responses to Maritime Terrorism This book will be of much interest to students of naval policy and maritime security, private security companies, piracy and terrorism, international law and IR in general.

Available in PDF, EPUB and Kindle. Book excerpt: After the end of the Cold War and a failed mission in Somalia, the US decided to wash its hands of major military operations in Africa. Within the past few years, however, strategic interests in the region have grown, based largely on the threat of international terrorist group activities there. In 2007, the Bush Administration created a new military presence in Africa, AFRICOM (United States Africa Command), professed to be based not on occupying military or fixed bases, but rather on capacity building for and collaboration with African security forces. Some see AFRICOM as the answer to an African security system crippled by a lack of resources, widespread politicization and institutional weakness. Others claim the program is nothing more than a characteristic attempt by the US to secure its own interests in the region without regard to the actual needs of Africans. A variety of viewpoints on the debate, both from the US and Africa, come together in this collection to examine the objectives and activities of AFRICOM. The result provides the reader with a well-rounded picture of longstanding security challenges in Africa and what might be done to address them. -- Back cover.
