It re-thinks the very meaning of security as well as the relationship between the understanding of security in traditional and critical approaches in security studies to find a common denominator between them. Deduced firmly from realist political philosophy and its analytic categories, such as state-based sovereignty, security is presented as a function of discursive formations. Providing a sound discourse-theoretical foundation which includes both linguistic and non-linguistic practices as well as a focus on relationships of power, the book offers a basis for the integration of insights generated by the different approaches to securitisation, and enhances the analytical and explanatory depth of the concept. As part of its theoretical foundation, the book further presents a fundamentally new image of long-standing theoretical and conceptual challenges within speech-act inspired approaches, including the re-formulation of central analytical categories such as the speaker-audience-context nexus. By explaining securitisation as signifying the boundaries of the construction of meaning, it presents an original understanding of securitisation, which is deeply integrated into the structures of the social construction of meaning. On this basis, the book offers a new understanding of successful securitisation factors and insights into aspects that render specific objects more or less likely for securitisation. The responses of democratic states throughout the world to the September 2001 terrorist attacks have varied greatly. This book analyses the various factors that had an impact on decisions on the use of force by governments of liberal democratic states. It seeks to explain differences in the security policies and practices of Australia, Canada, France, Germany and the UK regarding the war in Afghanistan, domestic counterterrorism measures and the Iraq War. To this end, the book combines the concepts of strategic culture and securitisation into a theoretical model that disentangles the individual structural and agential causes of the use of force by the state and sequentially analyses the impact of each causal component on the other. It argues that the norms of a strategic culture shape securitisation processes of different expressions, which then bring about distinct modes of the use of force in individual security policy decisions. While governments can also deviate from the constraints of a strategic culture, this is likely to encounter a strong reaction from large parts of the population which in turn can lead to a long-term change in strategic culture. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges.
