Ever since it was implemented as a political project of the post-World War II reality in Western Europe, European integration has been credited with performing conflict resolution functions. It allegedly transformed the long-standing adversarial relationship between France and Germany into a strategic partnership. Conflict in Western Europe became obsolete. The end of the Cold War further reinforced its role as a regional peace project. While these evolutionary dynamics are uncontested, the deeper meaning of the process, its transformative power, is still to be elucidated. How does European integration restore peace when its equilibrium is broken and conflict or the legacies of enmity persist? This book sets out to do exactly that. It explores the peace and conflict-resolution role of European integration by testing its somewhat vague, albeit well-established, macro-political rationale of a peace project in the practical settings of conflicts. The analytical lens of that of Europeanization. The central argument of the book is that the evolution of the policy mix, resources, framing influences and political opportunities through which European integration affects conflicts and processes of conflict resolution demonstrates a historical trend through which the EU has become an indispensable factor of conflict resolution . It begins with the pooling together of policy-making at the European level for the management of particular sectors (early integration in the European Coal and Steel Community) through the functioning of core EU policies (Northern Ireland) to the challenges of enlargement (Cyprus) and the European perspective for the Western Balkans (Kosovo). The book addresses a question which is of great significance for the legal order of the EU (as well as for Cypriots, Turks and Greeks), namely how the Union deals with the de facto division of the island. Despite the partial normalisation of relations between the two ethno-religious groups on the island, Cyprus' accession to the EU has not led to its reunification, nor to the restoration of human rights, nor a complete end to the political and economic isolation of the Turkish Cypriot community. Ironically enough, the accession of the island to the EU actually added a new dimension to the division of the island. According to Protocol 10 on Cyprus to the Act of Accession 2003, the Republic of Cyprus joined the Union with its entire territory. However, due to the fact that its Government cannot exercise effective control over the whole island, pending a settlement, the application of the acquis is 'suspended in those areas of the Republic of Cyprus in which the Government of the Republic of Cyprus does not have effective control.' Given this unprecedented (for an EU Member State) situation of not controlling part of its territory, the book analyses the limits of the suspension of the Union acquis in the areas north of the Green Line. In other words, the telos of this particularly challenging research is to map the partial application of Union law in an area where there are two competing claims of authority.

Book excerpt: The 2012-2013 economic crisis in the Republic of Cyprus is commonly attributed to a number of factors, including the exposure of Cypriot banks to over leveraged local property companies; the knock-on effect of the Greek government debt crisis; and international credit rating agencies downgrading the Cypriot government's bond credit status. What followed was unexpected and controversial: a bailout on condition of a one-time bank deposit levy on all uninsured deposits in the country's second-largest bank, the Cyprus Popular Bank; and on the uninsured deposits of large proportion of the island's largest commercial bank, the Bank of Cyprus. Many have questioned the implications of Cyprus' ties with the Russian financial system, as well as the draconian and unprecedented bailout terms imposed on the Cypriot population by the Eurozone. There has been little written from the Cypriot perspective on these events. This book presents a study of the events surrounding the recent Cypriot Financial Crisis and its impact on the Eurozone. The book addresses this question through theoretically and empirically informed case studies that explore the successes of, and the challenges to EU cross-border cooperation as a tool for conflict transformation. Conceptually, the contributors link the question of transforming conflict to changing understandings of borders and bordering. Empirically, the contributions represent case studies of practices and discourses of EU-sponsored cross-border cooperation, and challenges to it. The case studies encompass the multiple geographical perspectives of the EU internal boundaries, its (sometimes disputed) external borders, and borders involving third countries. From a thematic point of view, the collection focuses on the intersection of two levels at which bordering processes unfold and are enacted: the level of governance, devolution and international intervention and that of grass roots or civil society efforts, including cultural cooperation and artistic production. The collection thus offers a kaleidoscopic view of border politics and conflict that zooms in and out of the EU frontiers and their geopolitics of peacebuilding, security and cooperation. The chapters in this book were originally published as a special issue of the journal Geopolitics.
