Available in PDF, EPUB and Kindle. Book excerpt: The future will bring change for Australia. But whether that change is for the better or worse largely depends on the decisions we make today as individuals and as a nation. Recognising rapid changes in the global economy, environment and policy, the Australian Government engaged the Australian Council of Learned Academies (ACOLA) to undertake detailed interdisciplinary research to help guide Australian thinking and policy decisions. Dozens of Australia’s finest minds assessed the opportunities available to the nation globally and domestically, charting a course for the future. The resulting findings can prepare Australia to address the challenges ahead and make the most of the opportunities. Securing Australia’s Future synthesises the major themes that emerge from ACOLA’s reports. Each chapter includes key findings designed to optimise Australia’s prosperity and place in the region. The future is a long game but its base must be built now. This book provides a vision for the nation, for its politicians, public servants and industry leaders – a sound footing for securing Australia’s future. It is a vital resource for Members of Federal and State parliaments, senior public servants, industry leaders, universities and the interested public.

The National Water Commission Act 2004 requires that this assessment be a comprehensive review of the NWI, including the extent to which the initiative has improved the sustainable management of Australia's water resources and contributed to the national interest. The report demonstrates significant progress in water reform in Australia, analyses the gains that have been made, and sets out what remains to be done so that the nation is well placed to respond to future challenges.

Book excerpt: Australian water policy and management are undergoing rapid and immense change in response to drought, technological advances, climate change and demographic and economic shifts. The National Water Initiative and the 2007 Australian Government water policy statements propose a fundamental shift in how Australians will use and manage water in the future. The implementation of the national water policy presents many challenges – the creation of water rights and markets, comprehensive water planning, new legislative settings, community participation in water management, linking urban and rural water management, and more. Managing Water for Australia brings together leading social sciences researchers and practitioners to identify the major challenges in achieving sustainable water management, to consolidate current knowledge, and to explore knowledge gaps in and opportunities for furthering water reform.

Book excerpt: Water is indispensable to our life, our economy, our food security and our environment. Ensuring its protection and sustainable use requires effective and efficient law and policy. Over the last 120 years, our water laws have been on a prolonged reform journey. Spurred by Australia's water-scarce environment and ongoing overallocation challenges, Australia's water law system has progressed from common law rights, to state regulation, to intergovernmental action under the Council of Australian Governments (COAG) led National Competition Policy reforms and the National Water Initiative (NWI). The latter agreement, which embraced statutory-based collaborative water planning, cap and trade markets, regulation and accounting, monitoring and review, has demarcated Australia as a leading laboratory of water governance. Even so, after such a long reform journey, fatigue and apathy are increasingly palpable in water policy. Notwithstanding recent emphasis on northern water resource development, this equivocation about continued national reforms is jeopardising Australia's long-term water sustainability. This chapter argues that entrenching and extending national reforms is vital to Australia's future water security. It argues for four key broad reforms. The context and justification for each reform is given by briefly evaluating the performance of NWI planning, markets, regulation and monitoring. The discussion focuses particularly on non-urban water management. This is because agriculture is the largest consumer of Australia's water, making it the area where some of the biggest gains can be made in securing sustainable water management.

Available in PDF, EPUB and Kindle. Book excerpt: Water security has received increasing attention in the scientific and public policy communities in recent years. The Handbook on Water Security is a much-needed resource that helps the reader navigate between the differing interpretations of water security. It explains the various dimensions of the topic by approaching it both conceptually and thematically, as well as in relation to experiences in different regions of the world. The international contributors explore the various perspectives on water security to show that it has multiple meanings that cannot easily be reconciled. Topics discussed include: challenges from human security to consumerism, how trade policies can help to achieve water security in a transboundary setting, the potential of risk-based governance arrangements and the ecology of water security. Scholars and postgraduate students in the social sciences working on water-related issues will find this book to be of substantial interest. It will strongly appeal to policymakers and practitioners looking at the strengths and limitations of water security.

Available in PDF, EPUB and Kindle. Book excerpt: Australia’s Water Resources seeks to explore the circumstances underpinning the profound reorientation of attitudes and relationships to water that has taken place in Australia in recent decades. The changing emphasis from development to management of water resources continues to evolve and is reflected in a series of public policy initiatives directed towards rational, efficient and sustainable use of the nation's water. Australia is now recognised as a pacesetter in water reform. Administrative restructuring, water pricing, water markets and trade, integrated water resources management, and the emergence of the private sector, are features of a more economically sound and environmentally compatible water industry. It is important that these changes are documented and their rationale and effectiveness explained. This timely work provides an important synthesis of these issues. This revised paperback edition is a fully corrected reprint of the hardback edition.

Book excerpt: This unique, engaging, and highly authoritative volume enlightens readers on changes needed in the way society accesses, provides, and uses water. It further shines a light on changes needed in the way we use food, energy, and other goods and services in relation to water, and offers projections and recommendations, up to 2050, that apply to water access challenges facing the poor and the common misuse of water in industry, agriculture, and municipalities. Written by an unparalleled slate of experts convened by the Calouste Gulbenkian Foundation, the book takes on one of the most critical issues on the planet today. In a frank yet optimistic assessment of major developmental challenges, but also opportunities, facing future generations, the author elucidates linkages between water and a range of other drivers from various disciplinary and stakeholder perspectives. Ultimately portraying the belief that Humanity can harness its visionary abilities, technologies, and economic resources for increased wellbeing and sound stewardship of resources, the book presents an optimistic statement stressing actions scientists, policy makers, and consumers can and must take to meet the water management challenges of a warming planet anticipating nine billion inhabitants by 2050.
