A dedicated Sustainable Development Goal (SDG 6) declares a commitment to "ensure availability and sustainable management of water and sanitation for all." Monitoring progress toward this goal will be challenging: direct measures of water and sanitation service quality and use are either expensive or elusive. However, reliance on household surveys poses limitations and likely overstated progress during the Millennium Development Goal period. In Innovations in WASH Impact Measures: Water and Sanitation Measurement Technologies and Practices to Inform the Sustainable Development Goals, we review the landscape of proven and emerging technologies, methods, and approaches that can support and improve on the WASH indicators proposed for SDG target 6.1, "by 2030, achieve universal and equitable access to safe and affordable drinking water for all," and target 6.2, "by 2030, achieve access to adequate and equitable sanitation and hygiene for all and end open defecation, paying special attention to the needs of women and girls and those in vulnerable situations." Although some of these technologies and methods are readily available, other promising approaches require further field evaluation and cost reductions. Emergent technologies, methods, and data-sharing platforms are increasingly aligned with program impact monitoring. Improved monitoring of water and sanitation interventions may allow more cost-effective and measurable results. In many cases, technologies and methods allow more complete and impartial data in time to allow program improvements. Of the myriad monitoring and evaluation methods, each has its own advantages and limitations. Surveys, ethnographies, and direct observation give context to more continuous and objective electronic sensor data. Overall, combined methodologies can provide a more comprehensive and instructive depiction of WASH usage and help the international development community measure our progress toward reaching the SDG WASH goals.

Tapping the Markets: Opportunities for Domestic Investments in Water and Sanitation for the Poor presents the results of a detailed examination of market opportunities for the domestic private sector in the provision of piped water and on-site sanitation services in rural and semi-urban areas and of the commercial, policy, and investment climate factors that affect the response to these opportunities. It is based on case studies conducted in Bangladesh, Benin, Cambodia, Indonesia, Peru, and Tanzania. The results of focus group discussions with poor households, surveys of enterprises that directly serve poor households, and analysis of the supply chains that support them provide insights into the nature of demand for services, the prevailing business models of enterprises, and the impact of policy on decisions to invest or expand operations. The issues that prevent local enterprises from tapping the large market for providing poor and nonpoor households with piped water and on-site sanitation differ in important ways across the two sectors. The first part of the book analyzes the challenges that domestic providers of piped water face in Bangladesh, Benin, and Cambodia, countries with very different models of private provision. The second part analyzes the delivery of on-site sanitation services in Bangladesh, Indonesia, Peru, and Tanzania, countries where all providers face supply and demand challenges that are largely unaffected by government policy. Tapping the Markets will be of interest to governments, their multilateral and bilateral development partners, and local and international nongovernment agencies that focus on reducing the impact of lack of access to safe water and hygienic sanitation. The authors propose recommendations for harnessing the entrepreneurial capabilities of the domestic private sector and for addressing this continuing challenge.

Despite a steadily growing economy, Bangladesh's potential to achieve more widespread poverty reduction is held back by its poor record on governance and high levels of corruption. Successive governments have failed to respond to the needs of poor and marginalised communities and instead state power has too often been used for personal and partisan ends. Bangladesh is the fourth highest recipient of UK bilateral assistance. DFID's programme there in the current financial year is worth £125 million and will rise to £150 million in 2010-11. The report praises the innovative non-governmental organisations (NGO) community in Bangladesh which plays an important role in delivering basic services in areas where state provision is limited. Gender inequality continues to be a significant problem in Bangladesh: an increase in the number of girls attending primary school contrasts with insufficient progress in tackling maternal mortality and women remain marginalised and excluded from key decision-making processes. Bangladesh is likely to be adversely affected by climate change and the poorest people will be hardest hit. The report adds large parts of the country are low-lying and susceptible to more frequent and intense floods and cyclones. Bangladesh will need assistance to cope with the effects of rises in sea levels and increased salinisation.

This evaluation examines the full scope of the World Bank s lending and grant support for water activities. More than 30 background papers prepared for the evaluation have analyzed Bank lending by thematic area and by activity type. IDA and IBRD (the Bank) have supported countries in many water-related sectors. The evaluation, by definition, is retrospective, but it identifies changes that will be necessary going forward, including those related to strengthening institutions and increasing financial sustainability. Lessons and results from nearly 2,000 loans and credits, and work with 142 countries are identified.

Yet PPPs have been widely used only since the 1990s, and discussion of their efficacy is still dominated by best-practice guidance, academic studies that focus on developed countries, or ideological criticism. Meanwhile, practitioners have quietly accumulated a large body of empirical evidence on the actual performance of PPPs. The purpose of this book is to summarize and consolidate what this critical mass of evidence-based research indicates about PPPs in low-income countries, and thereby develop a more realistic perspective on the practical value of these mechanisms. With a primary focus on Sub-Saharan Africa, though drawing on critical insights from other regions, it demonstrates that the benefits of such partnerships will only be realised if expectations remain modest and projects are subject to transparent evaluation and competition.
