The term has a variety of meanings in different sociocultural and political contexts, including “self-strength, control, self-power, self-reliance, own choice, life of dignity in accordance with one’s values, capable of fighting for one’s rights, independence, own decision making, being free, awakening, and capability” (The World Bank, 2002, p. 10). However, the World Bank report observed that most definitions focus on issues of “gaining power and control over decisions and resources that determine the quality of one’s life” (p. 10). This interpretation of empowerment provides a useful starting point for the development of the series of interconnected arguments explored here. Establishment of the basis for understanding, identifying and developing strategies through education necessary for individuals to be able to make choices that inf- ence the quality of their lives is the main aim of this book. There are a number of assumptions and boundaries that frame this analysis. First, the book focuses on “agents”; however, empowerment is often conceptualised in terms of relationships between agency and structure (e. g. , Alsop, Bertelsen, & H- land, 2006). Agency could be defined as “an actor’s or group’s ability to make purposeful choices – that is, the actor is able to envisage and purposively choose options” (p. 11).

Book excerpt: The private provision trend in technical and vocational education (TVE) in sub-Saharan Africa occurred as the deterioration of state-run TVE systems in the region created a market niche for private providers. While advocates of deregulation believe the adoption of market principles in TVE will lead to greater efficiency and effectiveness, private providers have emerged in an uncoordinated and unmonitored fashion. A literature review and case studies of two countries Senegal and Mali led to some of the following key findings: (1) in some countries the majority of TVE students are enrolled in private institutions; (2) a large number of private TVE institutions operate illegally; (3) private provision concentrates on the service and commercial trades; and (4) the private sector may operate with lower costs and be more responsive to the labor market, but they do not provide much job-related training or include work-experience programs. Some of the policy issues are as follows: (1) simplifying procedures for establishing private TVE institutions facilitates their growth but is not sufficient to prevent the growth of an illegal sector; (2) the lack of regulation for private TVE institutions raises complex issues regarding the mechanisms required to ensure quality and protect consumers against abuses; and (3) for private TVE to succeed, students and the programs themselves must receive some public funding and develop relationships with industry. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.

Communities hold technical and vocational training in disdain and this has resulted in an influx of individuals who are enrolled in universities ultimately resulting in high unemployment. The high unemployment is exacerbated by the skills gap that exists in the nation where a number of graduates are channeled out yet without skills that meet the needs of the economy. The study sought to understand why communities are shunning technical and vocational training with the ultimate aim of finding lasting solutions to building confidence in technical and vocational training. The need to build confidence is rooted in the success stories of countries that placed emphasis on technical and vocational training as the route to providing critical skills to industry. The study made use of both qualitative and quantitative methods in the collection and analysis of data. The results from the study revealed that communities look down upon technical and vocational training due to the tribute that is given to university graduates, the association between vocational training and academic failure, poor infrastructure in vocational training institutions and intangible outcomes of the skills attained through technical and vocational training. The study recommends a deliberate investment in vocational training institutions by the government and the private sector. Mainstreaming technical and vocational training in the education curriculum is vital in advancing the development agenda on human capital development.
