With these challenges, however, come opportunities to respond. By taking steps to adapt to and mitigate climate change, the risks to society and the impacts of continued climate change can be lessened. The National Climate Assessment, coordinated by the U.S. Global Change Research Program, is a mandated report intended to inform response decisions. Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

Book excerpt: Global climate change is a natural process that currently appears to be strongly influenced by human activities, which increase atmospheric concentrations of greenhouse gases (GHG). Agriculture contributes about 20% of the world’s global radiation forcing from carbon dioxide, methane and nitrous oxide, and produces 50% of the methane and 70% of the nitrous oxide of the human-induced emission. Managing Agricultural Greenhouse Gases synthesizes the wealth of information generated from the GRACEnet (Greenhouse gas Reduction through Agricultural Carbon Enhancement network) effort with contributors from a variety of backgrounds, and reports findings with important international applications. Frames responses to challenges associated with climate change within the geographical domain of the U.S., while providing a useful model for researchers in the many parts of the world that possess similar ecoregions Covers not only soil C dynamics but also nitrous oxide and methane flux, filling a void in the existing literature Educates scientists and technical service providers conducting greenhouse gas research, industry, and regulators in their agricultural research by addressing the issues of GHG emissions and ways to reduce these emissions Synthesizes the data from top experts in the world into clear recommendations and expectations for improvements in the agricultural management of global warming potential as an aggregate of GHG emissions

Available in PDF, EPUB and Kindle. Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

Book excerpt: This Intergovernmental Panel on Climate Change Special Report (IPCC-SRREN) assesses the potential role of renewable energy in the mitigation of climate change. It covers the six most important renewable energy sources - bioenergy, solar, geothermal, hydropower, ocean and wind energy - as well as their integration into present and future energy systems. It considers the environmental and social consequences associated with the deployment of these technologies and presents strategies to overcome technical as well as non-technical obstacles to their application and diffusion. SRREN brings a broad spectrum of technology-specific experts together with scientists studying energy systems as a whole. Prepared following strict IPCC procedures, it presents an impartial assessment of the current state of knowledge: it is policy relevant but not policy prescriptive. SRREN is an invaluable assessment of the potential role of renewable energy for the mitigation of climate change for policymakers, the private sector and academic researchers.

Book excerpt: During the past century, the Everglades, one of the world's treasured ecosystems, has been dramatically altered by drainage and water management infrastructure that was intended to improve flood management, urban water supply, and agricultural production. The remnants of the original Everglades now compete for water with urban and agricultural interests and are impaired by contaminated runoff from these two sectors. The Comprehensive Everglades Restoration Plan (CERP), a joint effort launched by the state and the federal government in 2000, seeks to reverse the decline of the ecosystem. The multibillion-dollar project was originally envisioned as a 30- to 40-year effort to achieve ecological restoration by reestablishing the natural hydrologic characteristics of the Everglades, where feasible, and to create a water system that serves the needs of both the natural and the human systems of South Florida. Over the past two years, impressive progress has been made in planning new CERP projects, and the vision for CERP water storage is now becoming clear. Construction and completion of authorized CERP projects will likely take several decades, and at this pace of restoration, it is even more imperative that agencies anticipate and design for the Everglades of the future. This seventh biennial review assesses the progress made in meeting the goals of the CERP and provides an in-depth review of CERP monitoring, with particular emphasis on project-level monitoring and assessment. It reviews developments in research and assessment that inform restoration decision making, and identifies issues for in-depth evaluation considering new CERP program developments, policy initiatives, or improvements in scientific knowledge that have implications for restoration progress.

Book excerpt: The twenty-first century has so far proven to be exciting and wondrous and filled with challenges we had never dreamed. New possibilities previously unimagined appear almost daily . . . and science fiction stories continue to explore those possibilities with delightful results: Collected in this anthology are such compelling stories as: "On K2 with Kanakaredes" by Dan Simmons. A relentlessly paced and absorbing tale set in the near future about three mountain climbers who must scale the face of K2 with some very odd company. "The Human Front" by Ken MacLeod. In this compassionate coming-of-age tale the details of life are just a bit off from things as we know them-and nothing is as it appears to be. "Glacial" by Alastair Reynolds. A fascinating discovery on a distant planet leads to mass death and a wrenching mystery as spellbinding as anything in recent short fiction. The twenty-six stories in this collection imaginatively takes us far across the universe, into the very core of our beings, to the realm of the gods, and the moment just after now. Included here are the works of masters of the form and of bright new talents, including: Eleanor Arnason Chris Beckett Michael Blumlein Michael Cassutt Brenda W. Clough Paul Di Filippo Andy Duncan Carolyn Ives Gilman Jim Grimsley Simon Ings James Patrick Kelly Leigh Kennedy Nancy Kress Ian R. MacLeod Ken MacLeod Paul J. McAuley Maureen F. McHugh Robert Reed Alastair Reynolds Geoff Ryman William Sanders Dan Simmons Allen M. Steele Charles Stross Michael Swanwick Howard Waldrop Supplementing the stories are the editor's insightful summation of the year's events and a lengthy list of honorable mentions, making this book a valuable resource in addition to serving as the single best place in the universe to find stories that stir the imagination and the heart.

The 1984 Grace Commission uncovered that the Department of Defense spent $640 for a toilet seat and $436 for a hammer. Twenty years later things weren't much better. In 2004, Congress spent a record-breaking $22.9 billion dollars of your money on 10,656 of their pork-barrel projects. The war on terror has a lot to do with the record $413 billion in deficit spending, but it's also the result of pork over the last 18 years the likes of: - $50 million for an indoor rain forest in Iowa - $102 million to study screwworms which were long ago eradicated from American soil - $273,000 to combat goth culture in Missouri - $2.2 million to renovate the North Pole (Lucky for Santa!) - $50,000 for a tattoo removal program in California - $1 million for ornamental fish research Funny in some instances and jaw-droppingly stupid and wasteful in others, The Pig Book proves one thing about Capitol Hill: pork is king!

Book excerpt: Excerpt from Second Biennial Report, or the Nineteenth and Twentieth Annual Reports, of the State Board of Health of the State of Kansas: From January 1, 1903, to December 31, 1904 Of the infectious diseases that usually prevail at this time of the year, the most prevalent in the state this winter has been scarlet fever. While it has not become a serious epidemic in any locality it has been general throughout the' state. The community where most complaint has come from scarlet fever has been in and around Baldwin, Douglas county. There was complaint about lack of rigid quarantine made by one or two physicians against the county health emeer, but on his attention being called to same by letter from your secretary he at once looked up the cases and established quarantine. The same thing was true in Marshall county. Complaint came from the mayor of Axtell that the health officer of Nemaha county, adjoining Marshall, was giving no attention to quarantine regulations in cases of scarlet fever that existed there. I sent the health oflicer of whom complaint was made the following letter. About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books.
