Book Synopsis Transformative Policy for Poor Women by : Bina Fernandez
Download or read book Transformative Policy for Poor Women written by Bina Fernandez and published by Routledge. This book was released on 2016-02-24 with total page 208 pages. Available in PDF, EPUB and Kindle. Book excerpt: What accounts for the oft-noted 'gap' between well-designed policies for women and their inadequate implementation? Why do such policies often fail to benefit the poorest women? How do policies address the intersecting inequalities of gender, class, caste, ethnic identity and race? What are the conditions under which policy may have transformative potential for poor women? This book answers these questions and many more. Presenting a new feminist framework for policy analysis that can account for policy failures, Bina Fernandez argues that these failures are often predictable and that it is necessary to unpack the actual policy practices within the policy-implementation gap. Recognising that policy is a multiply layered, contingent and politically contested discursive process, the author proposes the analysis of policy through four analytical categories: Constitutive Contexts, Representations, Practices and Consequences. Within each of these four categories, gender, class and ethnic identity are central axes of analysis. The framework is given substance through an empirical case-study of an anti-poverty policy in India, yet the wider relevance of the framework is validated through a discussion of parallels in the policy contexts of other developing countries. Transformative Policy for Poor Women provides an important and required framework to understand the gap between policy pronouncement and its praxis on the ground. These features make this book an important read for both scholars and practitioners seeking to understand policy in developing country contexts.'

The report documents the main social safety net programs that exist globally and their use to alleviate poverty and to build shared prosperity. The 2018 report expands on the 2015 edition, both in administrative and household survey data coverage. A distinct mark of this report is that, for the first time, it tells the story of what happens with SSN/SA programs spending and coverage over time, when the data allow us to do so. This 2018 edition also features two special themes †“ Social Assistance and Ageing, focusing on the role of old-age social pensions, and Adaptive Social Protection, focusing on what makes SSN systems/programs adaptive to various shocks.

Book Synopsis Integrating gender into the design of cash transfer and public works programmes – FAO Technical Guide 2 by : Food and Agriculture Organization of the United Nations
Download or read book Integrating gender into the design of cash transfer and public works programmes – FAO Technical Guide 2 written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2018-11-01 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities. Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment by providing country-level support through capacity development, knowledge generation and programme support. To move forward this agenda, FAO has developed the Technical Guidance Toolkit on Gender-sensitive Social Protection Programmes to Combat Rural Poverty and Hunger. The Toolkit is designed to support SP and gender policy-makers and practitioners in their efforts to systematically apply a gender lens to SP programmes in ways that are in line with global agreements and FAO commitments to expand inclusive SP systems for rural populations. The Toolkit focuses on the role of SP in reducing gendered social inequalities, and rural poverty and hunger.

Book Synopsis Food Security by : Basudeb Guha-Khasnobis
Download or read book Food Security written by Basudeb Guha-Khasnobis and published by OUP Oxford. This book was released on 2007-12-20 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: What are the implications of the WTO's Agreement on Agriculture for food security in poor countries? Are economic reforms and high growth rates in some countries protecting the well-being of the poor by improving the status of nutrition? Are we measuring hunger adequately? Do we need new tools and indicators? Does women's socio-economic status matter for child-health? Are targeted programmes successful in identifying and helping the truly needy? Despite the scale of human suffering inflicted by malnutrition, the fight against world hunger has recently been overshadowed by the campaign to end poverty. The emergence of the WTO and the freeing of agricultural trade, for example, have serious implications for hunger and food security in many countries, yet this is an area that is relatively understudied. This book aims to fill this gap by providing a significant collection of essays from mainstream academia and prominent international organizations working for food security. Examining food security across regions, the book tackles food security at three distinct levels-national, household, and individual. Other topics included are: attempts to improve measurement tools; the applications of existing tools for empirical analysis using household data, and; the impact of trade openness on national food security.
