Book excerpt: Poor people in developing countries are often affected by droughts, floods, illness, crop failure, job loss, and economic downturns. Much of their energy goes into coping with these shocks and into day-to-day survival. While insurance and credit markets, combined with widespread social security, provide an important cushion against poverty in rich countries, the need for immediate survival may lock the poor into persistent poverty in developing countries.The poor in developing countries do have informal mechanisms to cope with risk and misfortune. These are based on income diversification, risk avoidance, self-insurance by saving together with family, and community-based mutual assistance. Nevertheless, the scope of these mechanisms remains limited. Repeated individual-specific shocks such as illness or pests, or covariate risks associated with drought, flood, or recession, undermine the ability of individuals and their families to cope withrisk.We now know much more about vulnerability to risk and how poor people cope. Even more importantly, we have learned much about the large long-term consequences of these risks, which condemns many to persistent poverty and excludes them from economic growth. But there is much that can be done. The micro-level studies that underpin this book offer new insights on how effective public action could be more effective in protecting the vulnerable against persistent poverty. Policy should focus onproviding a comprehensive menu of ex-ante and post-crisis protection mechanisms, including new forms of insurance, savings, safety nets, and the means to strengthen the poor's asset base. Local communities have a big role to play: public funds should not be used to replace indigenous community-basedsupport networks; rather they should be used to build on the strengths of these networks to ensure broader and more effective protection.With numerous thematic chapters and case studies of both best practice and of failure, from a mix of low-income and middle-income countries across the developing world, this book evaluates alternatives in widening insurance and protection provision, and makes an important contribution to the topical field of insurance and risk.

Book excerpt: Some agricultural practices, such as irrigation, have the potential to buffer seasonal dietary gaps and thus improve diets, particularly for subsistence farmers but also for rural and urban households that purchase irrigated produce from local markets. While the seasonality of households and children’s diets is well documented, little is known about the seasonality of women’s diets and the influence of irrigation. Using longitudinal data from Ethiopia, this study characterized women’s diet over time and evaluated the potential implications of seasonality and irrigation on women’s diet. Women’s dietary diversity was low (3-4 out of 10 food groups) and exhibited high seasonal variability (P<0.05). Diets were predominantly plant-based, with little consumption of nutrient dense foods, such as fruits and animal source foods. High seasonal variability in energy, protein, vitamin C, calcium, iron, and zinc intakes were observed (P<0.01). Irrigators were more likely to meet the minimum dietary diversity for women (MDDW), had higher energy and calcium intake, and lower prevalence of anemia, than women from non-irrigating households (P< 0.05). No cases of malaria were reported from the three rounds of screening. Our preliminary findings suggest that there is high seasonal variation in women’s diet, but this can be partly offset by irrigation practices.

Brokers play a key role in facilitating exchange in a weak marketing environment where limited public market information, the lack of grain standardization, oral contracts, and weak legal enforcement of contracts increase the risk of contract failure. Relying on primary data, it analyzes traders' microeconomic behavior, social capital, the nature and extent of their transaction costs, and the norms and rules governing the relationship between brokers and traders.The study uses an innovative approach to quantify the costs of search and demonstrates that the brokerage institution is economically efficient both for individual traders and for global economic welfare.

Book excerpt: To better understand the resilience and vulnerability of the populations in Chad, the Sudan and South Sudan, the Feinstein International Center, Friedman School of Nutrition Science and Policy at Tufts University has drawn on available secondary data on nutrition, environmental factors (rainfall, temperature and vegetation), conflict and emergency events, together with primary qualitative findings from eastern Chad and western Sudan, prioritizing community perspectives. The report findings underscore the importance of environmental variability and the persistence of climate, conflict and other shocks in relation to livelihood resilience and transformation over time. The findings also challenge long-standing assumptions about the seasonality of malnutrition and present new findings on livelihoods in countries struggling with or seeking to recover from climate, conflict and other disasters. Many humanitarian programmes have been in continuous operation in eastern Chad, Darfur and Bahr el Ghazal for over two decades. From a community perspective, the past 50 years have been a series of multiple and overlapping hazardous events, many persisting for years, exacerbating their impact and eroding resilience. At the same time, the region is characterized by environmental variability, including rainfall variability (spatially as well as seasonally, and over years) and ecological diversity. Farming and pastoralist livelihood systems characteristic of the region have co-evolved in response to this environmental variability and have adapted to manage delayed rains and drier spells. However, the long history and protracted nature of many shocks, combined with wider trends, have contributed to pivotal changes and to transformations of these livelihoods, although the dryland farming and pastoralist systems remain central to local livelihoods and the economy. The role of seasonality is further reflected in the observed patterns of different types of conflict. Our data reveal that the region has continued to suffer from high rates of acute malnutrition over the past 25 years, with seasonal peaks regularly exceeding the emergency threshold of 15 percent. Furthermore, contrary to the assumption that in a unimodal rainfall system the peak of acute malnutrition occurs at the end of the lean season, when food insecurity is at its peak, our data show that there are two peaks of acute malnutrition. The first and larger peak occurs at the end of the dry season. It is followed by a slight improvement in acute malnutrition and then a secondary but smaller peak after the lean season. Drawing on the qualitative community perspectives, our analysis points to the seasonality of livelihood systems linked with environmental variability as the crucial determinants of the twin peaks, through its effects on food security, care and health. The analysis also provides insights into the seasonality of different types of conflict, part of which is also related to seasonality of livelihood activities. The findings from this study have direct implications for household recovery, resilience and nutrition, and raise specific considerations for data collection, future research, programming and policy.

Agricultural productivity remained low, natural resources were degrading, and the people were poor. In the 1980s and 1990s, planners turned to watershed management to develop rainfed agriculture while conserving natural resources. By the late 1990s, India was spending US$500 million a year on watershed development projects. Strategies ranged from the purely technical to those that emphasized social organization. Little systematic analysis exists, however, on the success of the different approaches. This study, based on a survey of 86 villages in Andhra Pradesh and Maharashtra states, attempts to fill that information gap by evaluating the projects' relative success in raising agricultural productivity, improving natural resource management, and reducing poverty. In looking at the question of what approaches enable a project to succeed, it uses both quantitative and qualitative analysis to compare project and nonproject villages before and after the projects were implemented. The authors find that projects involving the villagers in planning and decisionmaking performed better than their technocratic, top-down counterparts, but projects that combined participation with sound technical input performed best of all. All projects faced difficulties in ensuring that poor people shared the benefits of watershed development.

While the individualization of land rights creates incentives for poor farmers in marginal areas to adopt agroforestry, not much is known about its impact on women's land rights. Land, Trees, and Women examines the evolution of customary land tenure institutions in areas of Western Ghana and Western Sumatra where traditional matrilineal inheritance systems have been changing. In these two areas, the authors find that individualization of land tenure has contributed to both increased gender equity and greater efficiency in agroforestry management. While property rights institutions are moving toward providing proper incentives for efficient natural resource management, the authors conclude that any program or legal framework that assigns rights to resources must be evaluated for barriers to women's participation.
