Book excerpt: The authors examine the challenges of the 21st century international security environment to which future strategic leaders and policy practitioners will need to respond. More specifically, they offer the reader insights into security studies and leadership development at their respective levels (military undergraduate, civilian undergraduate, traditional and nontraditional graduate, and senior military officer) and institutions (including research centers and professional outreach programs). The goal is to inform a broader audience about what is currently being done in the way of educating strategic practitioners at these various institutions, and what might need to be done differently or better.

Available in PDF, EPUB and Kindle. Book excerpt: This is the 47th volume in the Occasional Paper series of the United States Air Force Institute for National Security Studies (INSS). Among its many contributions to United States security, two noted repositories of strategic expertise within the United States Army are its foreign area officer cadre and the Department of Social Sciences faculty at the United States Military Academy. This collection of papers on Northeast Asian regional security taps the combined strength of both; its authors are four Army officers with demonstrated regional expertise, all currently or formerly assigned to West Point's Department of Social Sciences. The combined set of papers covers a broad and relevant swath of territory, both geographic and conceptual. The first paper, by Jay Parker, addresses the regional security context with special emphasis on that strategic landscape as viewed from the perspective of Japanese security and the United States' role both in Japanese security and within the broader region. Sue Bryant then fits the Korean peninsula into that regional security context, adding special emphasis on the Korean road toward unification and on the continuing U.S. military presence in Korea both for peninsular and regional security reasons. Finally, Russ Howard and Al Wilner add China to the mix and also add the third level of analysis -- their focus is on post September 11, 2001 issues and opportunities, and the specific military-to-military dimension of the United States' overall military presence and policy. Together, the papers cover the region as well as policy recommendations from macro U.S. security and military policy, to force presence, to the significant roles of individual service members.

Available in PDF, EPUB and Kindle. Book excerpt: In this volume, leading scholars of U.S. foreign policy, international relations, and political psychology examine one of the most consequential and controversial statements of national security policy in contemporary American history. Unlike other books which focus only on unilateralism or preventive war, Stanley A. Renshon and Peter Suedfeld provide a comprehensive framework with which to analyze the Bush Doctrine by identifying five central and interrelated elements of the doctrine: American pre-eminence assertive realism equivocal alliances selective multilateralism democratic transformation. Given its centrality to American national security, and the fact that the effects of it are likely to be felt well into the twenty-first century, Understanding the Bush Doctrine provides a critically balanced and pointed assessment of the Bush Doctrine and its premises, as well as a fair appraisal of its implications and prospects.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the causes and consequences of nuclear postures and nonproliferation policies. The real-world importance of nuclear weapons has led to the production of a voluminous scholarly literature on the causes and consequences of nuclear weapons proliferation. Missing from this literature, however, is a more nuanced analysis that moves beyond a binary treatment of nuclear weapons possession, to an exploration of how different nuclear postures and nonproliferation policies may influence the proliferation of nuclear weapons and subsequent security outcomes. This volume addresses this deficit by focusing on the causes and consequences of nuclear postures and nonproliferation policies. It is the aim of this book to advance the development of a new empirical research agenda that brings systematic research methods to bear on new dimensions of the nuclear weapons phenomenon. Prior to the contributions in this volume, there has been little evidence to suggest that nuclear postures and policies have a meaningful impact on the spread of nuclear weapons or security outcomes. This book brings together a new generation of scholars, advancing innovative theoretical positions, and performing quantitative tests using original data on nuclear postures, nonproliferation policies, and WMD proliferation. Together, the chapters in this volume make novel theoretical, empirical, and methodological contributions to the field of nuclear weapons proliferation. This book will be of much interest to students of nuclear proliferation, international relations and security studies.

Book excerpt: The dual mission of the USAF Institute for National Security Studies is to promote national security research for the Department of Defense within the military academic community and to support the Air Force national security education program. INSS coordinates and focuses outside thinking in various disciplines and across services to develop new ideas for USAF and DOD policy making. Located within the staff of the Dean of the Faculty at the USAF Academy in Colorado Springs, INSS is an independent research center supported by various DOD organizations. In addition to the USAF Academy Dean, the primary INSS sponsor is the National Security Policy Division, Nuclear and Counterproliferation Directorate, Headquarters US Air Force (AF/XONP). The Institute helps to develop research topics, select researchers, administer sponsored research, and host conferences and workshops that facilitate the dissemination of information to a wide range of private and government organizations. Its research centers on arms control, proliferation, regional security, environmental security, information operations, Air Force policy, and space policy.

Nagl examines how armies learn during the course of conflicts for which they are initially unprepared in organization, training, and mindset. He compares the development of counterinsurgency doctrine and practice in the Malayan Emergency from 1948-1960 with that developed in the Vietnam Conflict from 1950-1975, through use of archival sources and interviews with participants in both conflicts. In examining these two events, he argues that organizational culture is the key variable in determining the success or failure of attempts to adapt to changing circumstances. Differences in organizational culture is the primary reason why the British Army learned to conduct counterinsurgency in Malaya while the American Army failed to learn in Vietnam. The American Army resisted any true attempt to learn how to fight an insurgency during the course of the Vietnam Conflict, preferring to treat the war as a conventional conflict in the tradition of the Korean War or World War II. The British Army, because of its traditional role as a colonial police force and the organizational characteristics that its history and the national culture created, was better able to quickly learn and apply the lessons of counterinsurgency during the course of the Malayan Emergency. This is the first study to apply organizational learning theory to cases in which armies were engaged in actual combat.
