Low earnings and labour productivity in rural areas, ineffective labour regulation, low level of workers' organization with reported cases of child labour and severe cases of human rights abuses are common challenges in the sector. These challenges are often exacerbated by the informal nature of the sector (especially in small scale fishing) and by prevailing seasonality, remoteness of operations and hazardous nature of work. Based on available literature, the study explores wide-ranging decent work concerns in the fisheries and aquaculture sector with the objective to inform and guide FAO programming and collaboration with governments, civil society organizations, the private sector and other United Nations organizations in promoting decent working and living conditions along the whole seafood value chain."--Page 4 of cover.

Book excerpt: This document provides a synthesis of six regional aquaculture reviews: Asia-Pacific, Europe, Latin America and the Caribbean, Near East and North Africa, North America and sub-Saharan Africa. Global aquaculture production, including aquatic plants, in 2018 was 114.5 million tonnes, with an estimated value of USD 263 billion. The Asia-Pacific region continued to be the major producer. Globally, aquaculture provides over 50 percent of fish for human consumption. In 2018, aquaculturists were reported to farm about 622 species or species items including 387 finfishes, 111 molluscs, 64 crustaceans, seven frogs and reptiles, ten miscellaneous aquatic invertebrates and 43 aquatic plants. From 2000-2018, aquaculture production in freshwater, brackish water and marine water increased at a compound annual growth rate of 5.7 percent, 7.7 percent and 5.2 percent respectively while total aquaculture production grew at an annual growth rate of 5.6 percent. Global food supply and per capita consumption of fish and fish products continued to increase faster than human population growth. Aquaculture is striving to innovate in order to increase production and sustainability. Progress in biosecurity and fish health management, feed formulation and utilization, and genetic resource management are showing good, but uneven progress. The aquaculture sector faces challenges including competition for land and water resources, as well as external factors such as climate change, conflict, economic uncertainties and most recently the COVID-19 pandemic. The pandemic and other stresses such as droughts and tsunamis, revealed that the aquaculture industry has not engaged sufficiently in disaster preparedness. International and national mechanisms are being put in place to increase the sustainability, good governance and social license of the sector to address these challenges. The diversity of the sector, the opportunities for good jobs and commitments by governments to good governance will help the sector meet these challenges.

Their objectives are to be met through the promotion of a human rights-based approach (HRBA). This approach seeks to ensure the participation of small-scale fishing communities in non-discriminatory, transparent and accountable decision-making processes by putting particular emphasis on the needs of vulnerable and marginalized groups and developing countries. While the HRBA has been recognized by FAO as a principle that informs the design, implementation, monitoring and evaluation of programmes and projects,1 there is still limited experience in its practical application in the context of small-scale fisheries (SSF). It is therefore important to explore how the approach could support the implementation and monitoring of the SSF Guidelines. Accordingly, the workshop on “Exploring the human rights-based approach in the context of the implementation and monitoring of the SSF Guidelines” explored what the human rights-based approach means within the context of small-scale fisheries in general and the thematic areas covered by the SSF Guidelines in particular. It discussed what the HRBA entails in terms of the conduct of the various state and non-state actors to whom the SSF Guidelines are addressed as well as the needs of the different stakeholders in the various policy areas, with a view to developing guidance materials for the application of the HRBA in the implementation and monitoring of the SSF Guidelines.

Book excerpt: The Swiss Agency for Development and Cooperation (SDC)-funded Improving Employment and Income through Development of Egypt’s Aquaculture Sector (IEIDEAS) project was implemented by WorldFish in partnership with CARE Egypt and the Egyptian Ministry of Agriculture and Land Reclamation from 2011 to 2014 and later extended to November 2015. The project focused on four governorates with significant aquaculture production (Kafr El Sheikh, Behera, Sharkia and Fayoum) and one governorate (El Mineya), where aquaculture was a new activity. The project was based on a value chain analysis conducted by WorldFish in September 2011 that identified the aquaculture value chain as a significant employer, particularly in rural areas. The analysis suggested that there was scope to increase employment of youth and women in the aquaculture sector The main objective was to increase aquaculture production by 10% and create 10,000 jobs. Other objectives included improving profitability for existing producers, securing employment for women fish retailers, expanding aquaculture in El Mineya and improving the policy environment for aquaculture.

The Commission emphasized the importance of fishery management grounded on science for sustainable marine and inland fisheries and recognized the importance of APFIC as a regionally focused platform and requested broader discussions and consultations among members related to APFIC’s future. The Commission endorsed the 2021-2023 biennial APFIC workplan with an amendment to include the establishment of an ad hoc working group to review the limitations and provide recommendations for future of the Commission . The Commission elected China (Chair) and Thailand (Vice-chair) as the office bearers for the Thirty-seventh Session, with India, Malaysia, Philippines elected as Members of the Executive Committee. The Commission agreed that the 37th Session of APFIC will be convened in China in 2023.
