En 2013, la justice pénale des mineurs a été particulièrement sous le feu des projecteurs. Les questions de violence des mineurs, de justice "câline" et le cas "Carlos" étaient omniprésents dans toutes les bouches et tous les médias. Sur la scène politique et dans tous les partis, le droit pénal des mineurs a fait l'objet de discussions nourries. Les appels au durcissement, au rapprochement avec le droit pénal des adultes ou avec les autres pays européens, ainsi qu'à l'abandon des mesures éducatives au bénéfice d'un pur régime répressif, se sont faits de plus en plus bruyants. Le droit pénal suisse des mineurs est-il vraiment trop doux? Pour quelles raisons le nombre de condamnations par la justice des mineurs a-t-il baissé ces dernières années? Comment réagissent les spécialistes nationaux ou de l'Europe voisine à ce droit pénal des mineurs centré sur l'auteur? Est-il temps de consolider les acquis ou est-ce qu'un changement de paradigme s'impose?
