Die aktuelle Diskussion um eine erweiterte "Autonomie" einzelner Schulen kann als ein intensives semantisches Ringen zwischen Politik und Pädagogik verstanden werden: Wer definiert die Probleme, mit denen das Bildungssystem heute konfrontiert ist? In der Debatte wird die "Staatssteuerung" des Bildungssystems suggestiv als "Auslaufmodell", hingegen die "Marktsteuerung" als ein in Einklang mit den weltpolitischen Entwicklungen ("Globalisierung") stehendes "Zukunftsmodell" dargestellt. Dem wird entgegengehalten, daß der Versuch, Marktkräfte und Wettbewerbsmechanismen in das Bildungssystem einzuführen, mit den bildungspolitischen Zielen "Chancengleichheit und Gerechtigkeit" kollidieren müßte. Die Diskussion glich so lange ideologischer Spiegelfechterei, wie sie sich nicht auf empirische Daten stützen konnte. Diesem Desiderat sucht der vorliegende Band abzuhelfen. Aus avancierten Deregulierungsländern liegen erste Erfahrungen vor, die die Konsequenzen und Wirkungen der "Autonomie-Strategie" für die Bildungschancen insbesondere auch von Kindern ethnischer Minderheiten untersuchen.

Zur Beantwortung dieser Frage wird der Begriff der Schulautonomie mit seinen Effekten in dieser Arbeit näher beleuchtet. Darauf aufbauend wird das Verhältnis zwischen Schule und Ökonomie betrachtet. Der Staat hat eine ökonomische Verantwortung gegenüber seinen jungen Bürgern. Gerade in einer demokratischen Gesellschaft ist dies als Eckpfeiler der Sozialstaatlichkeit zu verstehen. Der Staat ist verpflichtet, jedem Kind eine Schulausbildung zu gewähren. Die Bundesrepublik Deutschland gibt die geforderte Verantwortung zum einen an die Bundesländer ab, erteilt zum anderen aber auch die Erlaubnis, dass private Schulen existieren dürfen. Private Schulen bedeuten in diesem Falle jedoch, dass diese auch eine andere Form der Finanzierung aufweisen können. Demzufolge ist hier eine Art der Autonomie ersichtlich. Im Folgenden soll zuerst geklärt werden, was unter Schulautonomie zu verstehen ist. Darauf aufbauend wird dargestellt, welche Auswirkungen eben diese für einzelne Schulen haben kann. Diese werden reflektiert und als positiv oder negativ charakterisiert. Des Weiteren wird die Schulautonomie vor einem ökonomischen Hintergrund betrachtet und dann auf das Beispiel Privatschule angewendet.

The term ‘critical’ does not refer to the adoption of a particular theoretical framework or methodology, but rather it refers to a very specific ethos or way of relating to the present and the belief that the future should not be the repetition of the past. This implies a concern about what is happening in our societies today and what could or should be happening in the future. As a consequence, the contributors to the book rely on a general notion of public policy that takes on board processes, practices, and discourses at a variety of levels, in diverse governmental and non-governmental contexts, and considers the relation of policy to power, to politics and to social regulation. Following the detailed introduction that aims at picturing the landscape of studies with a ‘critical education policy orientation’, the book presents re-readings of six policy challenges; globalization, knowledge society, lifelong learning, equality/democracy/social inclusion, accountability/control/efficiency and teacher professionalism. It seeks to contextualise these in relation to issues of current global concern at the start of the 21st century. Internationally school effectiveness enjoys and expanding and enthusiastic audience. This book provides a critique of this research genre, particularly in the light of the recent calls for teaching to go 'back to the basics'. The editors argue that this school effectiveness research is simplistic in its analysis of educational problems. Far from getting to the bottom of the problem of failing students and schools, they argue, these 'movements' are merely scratching at the surface of the problems and coming up with notions for superficial improvements.

In 1939-40, the famed Austrian economist Joseph A. Schumpeter and the famous sociologist Talcott Parsons convened a faculty seminar at Harvard University on the topic of rationality. The first part includes their essays as well as papers by the Austrian phenomenologist Alfred Schütz, the sociologist Wilbert Moore, and the economist Rainer Schickele. Several younger economists and sociologists with bright futures also participated, including Alex Gerschenkron, John Dunlop, Paul M. Sweezy, and Wassily W. Leontief, who was later awarded the Nobel Prize for developing input-output analysis. The second part presents essays and commentaries written by today’s internationally noted social scientists and addressing the topic of rationality in social action from a broad range of perspectives.
