In der Debatte wird die "Staatssteuerung" des Bildungssystems suggestiv als "Auslaufmodell", hingegen die "Marktsteuerung" als ein in Einklang mit den weltpolitischen Entwicklungen ("Globalisierung") stehendes "Zukunftsmodell" dargestellt. Dem wird entgegengehalten, daß der Versuch, Marktkräfte und Wettbewerbsmechanismen in das Bildungssystem einzuführen, mit den bildungspolitischen Zielen "Chancengleichheit und Gerechtigkeit" kollidieren müßte. Die Diskussion glich so lange ideologischer Spiegelfechterei, wie sie sich nicht auf empirische Daten stützen konnte. Diesem Desiderat sucht der vorliegende Band abzuhelfen. Aus avancierten Deregulierungsländern liegen erste Erfahrungen vor, die die Konsequenzen und Wirkungen der "Autonomie-Strategie" für die Bildungschancen insbesondere auch von Kindern ethnischer Minderheiten untersuchen.

Zur Beantwortung dieser Frage wird der Begriff der Schulautonomie mit seinen Effekten in dieser Arbeit näher beleuchtet. Darauf aufbauend wird das Verhältnis zwischen Schule und Ökonomie betrachtet. Der Staat hat eine ökonomische Verantwortung gegenüber seinen jungen Bürgern. Gerade in einer demokratischen Gesellschaft ist dies als Eckpfeiler der Sozialstaatlichkeit zu verstehen. Der Staat ist verpflichtet, jedem Kind eine Schulausbildung zu gewähren. Die Bundesrepublik Deutschland gibt die geforderte Verantwortung zum einen an die Bundesländer ab, erteilt zum anderen aber auch die Erlaubnis, dass private Schulen existieren dürfen. Private Schulen bedeuten in diesem Falle jedoch, dass diese auch eine andere Form der Finanzierung aufweisen können. Demzufolge ist hier eine Art der Autonomie ersichtlich. Im Folgenden soll zuerst geklärt werden, was unter Schulautonomie zu verstehen ist. Darauf aufbauend wird dargestellt, welche Auswirkungen eben diese für einzelne Schulen haben kann. Diese werden reflektiert und als positiv oder negativ charakterisiert. Des Weiteren wird die Schulautonomie vor einem ökonomischen Hintergrund betrachtet und dann auf das Beispiel Privatschule angewendet.

This implies a concern about what is happening in our societies today and what could or should be happening in the future. Following the detailed introduction that aims at picturing the landscape of studies with a ‘critical education policy orientation’, the book presents re-readings of six policy challenges; globalization, knowledge society, lifelong learning, equality/democracy/social inclusion, accountability/control/efficiency and teacher professionalism. It seeks to contextualise these in relation to issues of current global concern at the start of the 21st century.
