And, who could have foreseen that many years after this accomplishment the political repercussions of the expulsions would go on? Yet, surprisingly enough, this is what has happened. In 1969, as usual, the major issues of the federal election campaign in West Germany hardly reflect any specific economic and social concerns of the expellees, not even those bruited about by the NPD (N ationaldemokratische Partei Deutschlands). At the same time, how ever, all the political parties vying in the campaign, with the exception of the newly founded, less influentialDKP (the new German Commu nist Party), pay considerable deference to the political interests of the expellees in the German question. Whether these interests represent the opinion of most of the expellees and whether the expellee associ ations in fact speak for many voters is another matter. Why are these questions rarely posed? Why, despite the economic and social integration of the expellees, do the East German Home land Provincial Societies - the Landsmannschaften - retain much influence? These border regions constituted the Federal Republic's most sensitive geographical space where it had to confront partition and engage its socialist neighbor East Germany in concrete ways. Each issue that arose in these borderlands - from economic deficiencies, border tourism, environmental pollution, landscape change, and the siting decision for a major nuclear facility - was magnified and mediated by the presence of what became the most militarized border of its day, the Iron Curtain. In topical chapters, the book addresses the economic consequences of the border for West Germany, which defined the border regions as depressed areas, and examines the cultural practice of western tourism to the Iron Curtain. At the heart of this deeply-researched book stands an environmental history of the Iron Curtain that explores transboundary pollution, landscape change, and a planned nuclear industrial site at Gorleben that was meant to bring jobs into the depressed border regions. The book traces these subjects across the caesura of 1989/90, thereby integrating the "long" postwar era with the post-unification decades. As Eckert demonstrates, the borderlands that emerged with partition and disappeared with reunification did not merely mirror some larger developments in the Federal Republic's history but actually helped to shape them.

Book excerpt: General Hans von Seekt (1866-1936) was the military counterpart of the Weimar Republic, both attempted to restore Germany's international acceptance and security following defeat in World War I and the Treaty of Versailles of 1919. And the failure of both led eventually to the rise of Hitler and Nazi Germany. Hans von Seekt was from the traditional German officer caste, served with distinction on the war and became Chief of the Army Command at the Reichewehr Ministry of the Weimar Republic and Germany's 'supreme soldier'and major military strategist. His role was to re-build the shattered German army in face of the punitive terms of post-war settlement imposed by the victorious Entente Powers which drastically reduced its strength and imposed crippling financial conditions. He aimed to build a modern and efficient military - a new German army - with a main strategy of peaceful defence purposes, and to re-introduce Germany into the community of nations. This original and far-sighted policy was opposed by the movement seeking revenge for defeat - a 'stab in the back' - led principally by his rival, General Erich Ludendorff, whose aim was re-build the once-mighty German imperial army as a major international force. The failure of von Seekt's experiment was mirrored by the fall of the Weimar Republic, and the rise of rise of Hitler and Nazi Germany.

From 1975 until the end of the Cold War, neutral states offered mediation and good offices and fought against the stagnation of the détente policy especially in the framework of the CSCE. After the end of the Cold War, neutral states became active in peace-operations outside of military alliances. The concept of neutrality has proven time and again that it can adapt to new situations. In many ways, small neutral states have more room to maneuver than members of alliances or big powers. They have more acceptance and fewer geopolitical interests. Neutrality has been declared obsolete many times in its long and layered history., yet it has also made many comebacks in varying forms and contexts. Neutrality in the 21st century does not involve to staying out but engaging. In contrast to disengagement and staying out, engaged neutrality entails active participation in the international security policy in general and in international peace operations in particular. Engaged neutrality means involvement whenever possible and staying out only if necessary.
