This timely historical analysis reveals that public schools in New Orleans both suffered from and maintained the racial stratification that characterized urban areas for much of the twentieth century. Walter C. Stern begins his account with the mid-eighteenth-century kidnapping and enslavement of Marie Justine Sirnir, who eventually secured her freedom and played a major role in the development of free black education in the Crescent City. As Sirnir’s story and legacy illustrate, schools such as the one she envisioned were central to the black antebellum understanding of race, citizenship, and urban development. Black communities fought tirelessly to gain better access to education, which gave rise to new strategies by white civilians and officials who worked to maintain and strengthen the racial status quo, even as they conceded to demands from the black community for expanded educational opportunities. The friction between black and white New Orleanians continued throughout the nineteenth century and well into the twentieth, when conflicts over land and resources sharply intensified. Stern argues that the post-Reconstruction reorganization of the city into distinct black and white enclaves marked a new phase in the evolution of racial disparity: segregated schools gave rise to segregated communities, which in turn created structural inequality in housing that impeded desegregation’s capacity to promote racial justice. By taking a long view of the interplay between education, race, and urban change, Stern underscores the fluidity of race as a social construct and the extent to which the Jim Crow system evolved through a dynamic though often improvisational process. Kennedy saying in June 1963 when he invited black leaders to meet with him, "we would not be here today." Birmingham is well known for its civil rights history, particularly for the violent white-on-black bombings that occurred there in the 1960s, resulting in the city’s nickname "Bombingham." What is less well known about Birmingham’s racial history, however, is the extent to which early city planning decisions influenced and prompted the city’s civil rights protests. The first book-length work to analyze this connection, "The Most Segregated City in America": City Planning and Civil Rights in Birmingham, 1920–1980 uncovers the impact of Birmingham’s urban planning decisions on its black communities and reveals how these decisions led directly to the civil rights movement. Spanning over sixty years, Charles E. Connerly’s study begins in the 1920s, when Birmingham used urban planning as an excuse to implement racial zoning laws, pointedly sidestepping the 1917 U.S. Supreme Court Buchanan v. Warley decision that had struck down racial zoning. The result of this obstruction was the South’s longest-standing racial zoning law, which lasted from 1926 to 1951, when it was redeclared unconstitutional by the U.S. Supreme Court. Despite the fact that African Americans constituted at least 38 percent of Birmingham’s residents, they faced drastic limitations to their freedom to choose where to live. When in the1940s they rebelled by attempting to purchase homes in off-limit areas, their efforts were labeled as a challenge to city planning, resulting in government and court interventions that became violent. More than fifty bombings ensued between 1947 and 1966, becoming nationally publicized only in 1963, when four black girls were killed in the bombing of the Sixteenth Street Baptist Church. Connerly effectively uses Birmingham’s history as an example to argue the importance of recognizing the link that exists between city planning and civil rights. His demonstration of how Birmingham’s race-based planning legacy led to the confrontations that culminated in the city’s struggle for civil rights provides a fresh lens on the history and future of urban planning, and its relation to race.

States with more fragmented district structures tend to have higher levels of segregation, particularly in states having relatively small proportions of minority students who are concentrated in a few districts. Based on these and other study findings, the country and its schools are perceived as going through vast changes without any strategy. It appears that the civil rights impulse from the 1960s is dead and racial segregation is reemerging. This report recommends policies to school districts, state government, and federal civil rights and education officials to foster integrated education and to make interracial schools function more effectively. School segregation of Hispanics has increased dramatically during a period in which the nation's Hispanic enrollment has also soared. Segregation has also grown slowly and steadily for blacks in the inner cities that have been desegregated under policies that left the suburbs unchanged. Data demonstrate that Hispanics are now significantly more segregated than Blacks. In spite of increased segregation in some cities, statistics for blacks across the United States show that the widely expected increase of segregation during the Reagan years did not occur either on a national basis or in the South where most blacks live. Reagan administration policies had no overall effect on the integration of southern black students by 1988. Data in this report do not reflect the impact of recent and pending court decisions that may affect urban school desegregation. A modest increase in the nation's residential desegregation, driven by a large increase in Black and Hispanic suburbanization, has helped offset the resegregation caused by the continuing decline of white residents in central city school systems. Twenty years of data on the 17 states that enforced mandatory segregation until 1954 show that the school desegregation accomplishments of the 1960s and the early 1970s were neither fragile nor transient. Different forms of desegregation plans have different effects on the level and persistence of desegregation and on the ability of a school district to retain white enrollment. Data in this report show that county-wide desegregation plans that include both city and suburbs are more effective on both fronts. There is no evidence that the problem of school segregation will go away, however, and a new definition of segregation will probably be needed as racial composition and suburban desegregation change. The trauma she experienced made her wonder if the slow-moving progress was worth the emotional sacrifice. In Struggling to Learn, Thomas, revisits her life growing up in the midst of the civil rights movement before, during, and after desegregation and offers an intimate look at what she and other members of her community endured as they worked to achieve equality for Black students in K-12 schools and higher education. Through poignant personal narrative, supported by meticulous research, Thomas retraces the history of Black education in South Carolina from the post-Civil War era to the present. Focusing largely on events that took place in Orangeburg, South Carolina, during the 1950s and 1960s, Thomas reveals how local leaders, educators, parents, and the NAACP joined forces to improve the quality of education for Black children in the face of resistance from White South Carolinians. Thomas's experiences and the efforts of local activists offer relevant insight because Orangeburg was home to two Black colleges—South Carolina State University and Claflin University—that cultivated a community of highly educated and engaged Black citizens. With help from the NAACP, residents filed several lawsuits to push for equality. In the notable Briggs v. Book excerpt: Using Charlotte, North Carolina, as a case study of the dynamics of racial change in the 'moderate' South, Davison Douglas analyzes the desegregation of the city's public schools from the Supreme Court's 1954 Brown v. Board of Education decision through the early 1970s, when the city embarked upon the most ambitious school busing plan in the nation. In charting the path of racial change, Douglas considers the relative efficacy of the black community's use of public demonstrations and litigation to force desegregation. He also evaluates the role of the city's white business community, which was concerned with preserving Charlotte's image as a racially moderate city, in facilitating racial gains. Charlotte's white leadership, anxious to avoid economically damaging racial conflict, engaged in early but decidedly token integration in the late 1950s and early 1960s in response to the black community's public protest and litigation efforts. The insistence in the late 1960s on widespread busing, however, posed integration demands of an entirely different magnitude. As Douglas shows, the city's white leaders initially resisted the call for busing but eventually relented because they recognized the importance of a stable school system to the city's continued prosperity.
