Book excerpt: This study examined teachers' and administrators' perceptions of English language learner dropout antecedents at 95 secondary schools in Texas targeting two goals. First, perceptions of ninth-grade dropout were assessed to identify push, pull, or falling-out factors of dropout. Push factors include school-related consequences like attendance or disciplinary infractions. Pull factors include out-of-school enticements like jobs and family. Finally, fall factors refer to student disconnection with school leading to dropout. Second, four categories of dropout factors (student demographics, student experiences, school factors, and instructional practices) were tested to see which had the highest perceived rank. The first research question assessed ninth-grade academic engagement and dropout antecedents among ELL dropouts. Engagement factors including persistence and previous preparation for high school were perceived as highly important qualities while discipline problems were a major challenge. Falling-out factors were perceived at the highest rank in causing ninth-grade ELL dropout. Among falling-out factors, lack of L1/L2 proficiency was cited as a chief cause, conflicting with nationally representative studies. Push factors, including low achievement, ranked second and pull factors, last. The second research question assessed perceptions of ELL dropout according to four ELL dropout categories. Antecedents related to student experiences ranked highest in causing ELL dropout, including language proficiency, employment, and parenting needs. Thus, ELL's were perceived as the primary reason for ELL dropout, concurring with nationally representative studies. Overall, ESL teachers and coordinators reported ninth-grade falling-out factors and pull factors during high school at higher rates than other respondents. They placed the major blame for dropout on events in student's lives luring them from school. Regular teachers reported that ninth-grade ELL dropouts profoundly struggled with language proficiency, lack of effort, and lack of belonging, suggesting that cumulative challenges of ELLs resulted in dropout. Administrators reported a strong link between retention and ELL dropout. When combined with regular teachers, both had a unified perception of blame for dropout being on factors at home and work. Findings suggest developing comprehensive dropout antecedent lists for ELLs, studying early and late ELL dropout, and incorporating a qualitative methodology in survey techniques.

He argues that high schools must offer all students what they need to succeed in the workplace and independent adult life. A more flexible and practical definition of achievement—one in which a high school education does not simply qualify you for more school—can make school make sense to young people. And maybe keep them there.

How school systems have approached this, and how successful they are, varies. This book compares the various approaches by evaluating their impact on rates of dropout and completion. Case studies of national systems are used to highlight the different approaches including institutional arrangements and the various alternative secondary school programs and their outcomes. The evaluation is based on several key questions: What are the main approaches? How do they work? For whom do they work? And, how successful are they in promoting high rates of completion and equivalent outcomes for all? This book examines the nature of the dropout problem in advanced industrialized countries with the goal of developing a broader, international understanding that can feed into public policy to help improve completion rates worldwide.

This report examines the changing demographics of high school students over the last decade and investigates the impact that these changes may have had on high school dropout rates. Specifically, the study examined the changing nature of the high school population during the last decade and describes the different effects of various student-level characteristics on the propensity for students to drop out of school between 1980 and 1982 compared to 1990 and 1992. The report provides data that depict changes in the characteristics of students' families, in students' economic backgrounds, in dropout rates, and in the characteristics of dropouts. Data show that during the 1980s, a growing number of students with characteristics traditionally associated with school failure began attending high school; at the same time, high school dropout rates decreased by almost 50 percent. The declines occurred among students with a variety of characteristics--minority and majority students, students in intact families and nonintact families, and students with children of their own living in their household. Many groups of students traditionally considered "at risk" for school failure dropped out at lower rates in 1990 than in 1980. However, there were other groups of students whose dropout rates did not improve. These were students from poor families, who had histories of poor academic achievement, and who had multiple risk factors in their backgrounds. The study used data on two cohorts of high school sophomores collected by the National Center for Education Statistics--the sophomore cohort of 1980 from the High School and Beyond (HS&B) study, and the sophomore cohort of 1990 from the National Education Longitudinal Study of 1988 (NELS:88). Appendices contain methodological notes, standard error tables, and multivariate analyses. Eight figures and 57 tables are included. (LMI)

Book excerpt: This study uses data from the 1988 National Education Longitudinal Study and its 1994 followup to examine the educational and employment attainment of 1988 eighth graders who dropped out of high school. About half of them ultimately completed high school. By 1994, 16% had completed a high school diploma, 29% had completed a General Educational Development (GED) or equivalency certificate, and 24% were working on a diploma or GED. The remaining one-third of dropouts had no credential and were not pursuing any further education. High school completion among dropouts was associated with socioeconomic status. Dropouts who had demonstrated academic ability, although not necessarily academic performance, were most likely to complete high school. By 1994, 2 years after most of the"cohort" had completed high school, high school completion among dropouts was associated with some educational, but few employment, characteristics. In 1994, most dropouts were either working, looking for work, or at home. About the same proportion of dropouts as 1988 eighth graders who had never dropped out reported working full time or part time in 1994, but those who had never dropped out were more likely to be taking academic courses. More than half of those who had never dropped out were enrolled in 2-year or 4-year postsecondary institutions. About one in four dropouts had enrolled in a postsecondary institution by 1994.
