Book excerpt: The purpose of this record of study was to analyze efficiency in Texas public schools through the use of the Financial Allocation Study of Texas (FAST). A quantitative analysis of the FAST was conducted using ordered logistic regressions as a means of determining which factors contribute to the efficiency. Data from the three years of the FAST were used in the analysis. The biggest predictor of efficiency in the FAST was the percent of students who were economically disadvantaged. Additionally, it was found that larger districts are more efficient than smaller districts. Efficient districts spend less overall per pupil in 9 of the 15 functions of spending reported by schools and spend less on a variety of programs, including regular education, special education, and athletics/cocurricular spending. However, it was found that spending in the area of bilingual/ESL increased efficiency. It was also found that districts with high property wealth were less efficient overall and that the student/teacher ratio and teacher experience was negatively correlated with efficiency. The implications of this research include the need for districts wishing to become more efficient to increase the class size of classrooms and focus spending on improving the achievement of economically disadvantaged students. In addition, districts should focus resources on campus level administrators rather than instructional or curriculum specialists. The following research question guided this study: Which resource allocations produce statistically significant correlations between the resource allocation variances among school district and student achievement? An ordinal logistic regression analysis included 1009 school districts in the State of Texas, 18 of 26 possible finance function codes provided per-pupil dollar amounts, and 9 of 11 possible demographic categories were utilized for the study. The study held the school district as the unit of analysis. The statistical model was used to regress the dollar amounts categorized by financial function codes and percent student demographics to determine if a relationship existed with the dependent variable of the Texas Education Agency's defined accountability rating during the 5-year time period--2004-2008. At the national level, there is a long-standing debate over whether the amount of money allocated to education affects student achievement. The literature review presents two sides of the debate concerning whether financial resources make a difference with regard to student achievement as represented through district-level accountability ratings. The research revealed that specific school district resource allocations by function code are statistically significant with regard to district level accountability measures through the Texas Education Agency (TEA) accountability system. However, the odds ratios temper the impact of the significance. The research also revealed that demographics are statistically significant in the State of Texas accountability system.

This study of educational productivity adds to the field of research by examining the relationship between resource allocation in a school district and student performance. PURPOSE: This study examined the relationship between allocation of resources and individual student achievement as measured by state-mandated assessments over a four year period. Four research questions guided the inquiry: 1) What is the relationship between expenditures on district leadership and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics Texas Assessment of Knowledge and Skills (TAKS) at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 2) What is the relationship between expenditures on campus leadership and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 3) What is the relationship between expenditures on instruction and student achievement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? 4) What is the relationship between expenditures on professional development and student achiement for K-12 public school districts in Texas as measured by the Reading and Mathematics TAKS at grades 3, 4, 5, and 6 over four academic years, 2002-2003 through 2005-2006? METHODS: Data from 8,120 students within 43 districts across the state of Texas who participated in TAKS math and reading in grades three, four, five, and six for school years 2002-2003 through 2005-2006 were used in the analyses. Data was obtained from each of the 43 participating districts. Financial data for school years 2002-2003 through 2005-2006 was obtained online from the Texas Education Agency (TEA). Descriptive statistics and One Way Analysis of Variance (ANOVA) were used to examine the relationships between expenditures and reading and math achievement. A multilevel growth model was calculated to explain the amount of variation at the campus or student level as well as the district level. FINDINGS: Results of this study support the mixed findings of previous research in that some expenditures impact achievement and some do not. By categorizing percent of a district budget expended on each fund area into low, median, and high, results revealed that there is a difference between how much districts spent for district leadership and both reading and math achievement over the time period of this study, 2002-2003 through 2005-2006. Results of the multilevel growth modeling revealed that students who were coded low socioeconomic status (SES) started lower for both math and reading achievement. Additionally, low SES students' scores for math and reading achievement actually declined three to five points for each year of the study. Expenditures on district leadership had no effect on reading or math achievement over the time of this study. Results for expenditures on campus leadership revealed that districts who spent more on campus leadership started slightly lower on reading achievement but there was no effect on growth over time. For math achievement, districts who spent more on campus leadership began 62 points higher, but declined about 48 points for each year of the study. In regard to expenditures on instruction, there was no effect for math achievement. However, for reading achievement, districts who spent more on instruction started slightly higher, but there was no effect over the time of the study. Districts who expended higher percentages of the budget on professional development had higher starting points for grade three TAKS reading. However, those same districts started slightly lower for grade three TAKS math. While expenditures examined in this study had some effect on student achievement, expenditures at the district level are too far removed to reveal the true effects on individual student achievement.

One cause of the reduction in school districts is that small rural school districts merge or consolidate with each other, resulting in fewer school districts. When school districts consolidate, all aspects of the school districts' operations are impacted. Each year lawmakers and rural school district officials face dwindling finances, and each year these decision makers question whether or not to consolidate small rural school districts. Proponents tout the benefits of fiscal efficiency, a broadened curriculum and an increase in student achievement. Critics argue that the community suffers when schools close as the result of school district consolidation. This investigation had dual focus areas. One area of investigation focused on the fiscal efficiency of consolidated school districts by comparing per pupil expenditures. The other investigation focused on student achievement levels by comparing passing rate percentages on the state assessment tests. Expenditure and student achievement data were collected before and after consolidation. A paired samples t-test measured differences in efficiency, and the Lawshe-Baker Nomograph t-test measured differences in student achievement. The t-tests did reveal a statistical difference in expenditures and in student achievement. Per pupil expenditures increased while student achievement decreased for the absorbing district.

Book excerpt: This study examines expenditure allocation patterns of two Texas school districts that experienced diverging enrollments in relation to each other over eight school years. Expenditure allocations to general and specific operational areas and various student groups are examined in relation to changes in enrollment. In addition, how expenditures per student changed as a result of increasing and decreasing enrollment is explored. Ratio analysis, based on the percentage contribution to total General Fund expenditures, determined the changes in expenditure allocations to operational areas and student groups. These changes are compared to changes in enrollment. Expenditure per student calculations are made using inflation-adjusted data and regression analysis, employing Pearson's r, determines how well enrollment changes explain changes in expenditures per student. Results indicate that increasing and decreasing enrollments had little effect on how the districts allocated general and specific resources as no significant relationships were noted. Resources allocated to basic instructional services, which served the largest number of students, were indicative of the direction of enrollment suggesting that students in districts with increasing enrollment garner more resources. Total expenditures per student showed no correlation in the decreasing enrollment district and a marginally strong positive relationship in the increasing enrollment district. The empirical findings did not support the inverse relationship between enrollment and expenditures per student referenced in the literature. The findings suggest that in addition to enrollment, there are other factors at work that dictate how resources are allocated. In addition to determining these other factors, incorporating the district's federal budgets into the analysis to determine if the inclusion of all available resources would significantly alter the findings of how each district allocated resources as a result of changes in enrollment is warranted.

Book excerpt: A three-district case study was conducted to determine the effects of the 50-cent debt test on fast-growth Texas school districts. The 50-cent debt test for Texas schools came into existence as part of Senate Bill 351 in 1991. Prior to the passing of Senate Bill 351, districts in Texas were limited to issuing 10% of their assessed valuation. Of the 75 school districts that currently meet the criteria to be considered a fast-growth district, 15 of the districts had an Interest and Sinking tax rate of $0.50 in 2014. Also, 33 of the 75 districts had an Interest and Sinking tax rate of $0.40 or higher in 2014. The 50-cent cap on the interest and sinking fund tax rate for districts is arbitrary and inefficient. The limit does not take into account a district's enrollment growth or the wishes of local taxpayers who might vote to authorize debt to build additional facilities or a higher tax rate to pay down debt sooner. Over the past 20 years, Texas voters have approved $96.7 billion of the $118.4 billion resulting in over 81% of funding sought for facilities being approved. The issuance of the approved bond authorization by these voters is governed by the Texas Attorney General's Office, and local districts must pass the 50-cent test by statute. This study examined the impact the 50-cent test has had on three districts through interviews with district staff, and by analyzing and comparing enrollment and various financial data. Specifically, property values, bond types and terms, as well as project delays and operating budgets were assessed.
